Key Responsibilities
The role is for an experienced MLRO based in Pakistan to support Binance’s expansion in the region. The primary responsibility is to develop and maintain a robust AML/CFT, KYC, sanctions, and regulatory compliance framework tailored to Pakistan’s financial crime landscape and the virtual asset regulations set by the Pakistan Virtual Assets Regulatory Authority (PVARA). This includes designing and implementing the local compliance program covering AML/CFT, KYC/CDD, sanctions screening, transaction monitoring, suspicious activity reporting, and regulatory governance.

As the local MLRO, you will serve as the main point of contact for financial crime compliance, overseeing the identification, escalation, and reporting of suspicious transactions. You will ensure adherence to Pakistan’s laws and regulations, including AML/CFT requirements, FMU reporting, sanctions compliance, and PVARA’s VASP licensing conditions. Supporting the licensing process and ongoing obligations will involve preparing policies, procedures, regulatory submissions, governance documents, and responding to regulatory inquiries.

You will liaise with Pakistani regulators, law enforcement, and competent authorities, conduct enterprise-wide and product-level AML/CFT risk assessments, identify control gaps, and recommend remediation plans. Collaboration with global and regional compliance, legal, investigations, sanctions, onboarding, and product teams is essential to integrate Pakistan-specific requirements into Binance’s global control framework. Additionally, you will provide compliance advice on new products, customer onboarding, transaction monitoring, partnerships, and operational changes affecting the Pakistan business.

Delivering training to local staff on AML/CFT, sanctions, KYC, suspicious activity reporting, regulatory expectations, and fostering a strong compliance culture is a key part of the role. You will also drive continuous improvement of the local compliance framework to ensure it remains effective, scalable, and suited to the fast-evolving fintech and virtual assets environment.

Required Qualifications
Candidates should hold a bachelor’s degree in Law, Finance, Business, Accounting, Engineering, or a related field. A minimum of five years’ experience in AML/CFT, compliance, financial crime, regulatory affairs, or MLRO roles is required, preferably within Pakistan’s financial services, fintech, payments, banking, brokerage, EMI, crypto, or virtual assets sectors.

A strong understanding of Pakistan’s AML/CFT framework is essential, including KYC/CDD, STR/CTR reporting, sanctions compliance, transaction monitoring, and regulatory engagement. Familiarity with Pakistani regulators, law enforcement, and supervisory bodies is necessary. Experience supporting licensing, regulatory inspections, audits, policy development, or compliance program implementation is also required.

Excellent stakeholder management skills are important, with the ability to work effectively with regulators, senior management, global teams, and cross-functional stakeholders. Strong written and verbal communication skills are needed to clearly explain complex regulatory and financial crime matters. Analytical and problem-solving skills with a hands-on approach to managing compliance risks are essential.

Preferred Qualifications and Benefits
Professional certifications such as CAMS, ICA, ACAMS, CFE, or equivalents are advantageous. Prior experience in start-ups, fintech, payments, digital assets, crypto, or high-growth technology businesses is highly preferred.
