Key Responsibilities
- Serve as the primary People & Culture (P&C) contact for provincial staff in Punjab, addressing queries and facilitating P&C-related matters.
- Manage recruitment processes for provincial offices in Punjab, ensuring fairness, transparency, and compliance with IRC global P&C policies and procedures.
- Organize and conduct orientation sessions for new employees, including scheduling inductions and introducing IRC culture, HR policies, and procedures.
- Oversee the implementation and maintenance of the Performance Management System to ensure its effective use.
- Promote and enforce the IRC Way codes of conduct, ensuring all new staff acknowledge and adhere to these standards.
- Ensure staff have access to the IRC learning portal and available online courses.
- Support the Senior P&C Officer in administering EOBI, life, and health insurance programs.
- Manage monthly payroll and staff benefits, including processing final settlements in coordination with the Senior P&C Officer.
- Maintain accurate timesheets and leave records, ensuring proper filing and monthly reporting.
- Keep confidential and complete personnel files for all staff members.
- Report regularly to the Senior P&C Officer on payments, recruitment, benefits, and compensation matters.
- Liaise with insurance providers and assist staff with medical claims related to health and life insurance.
- Foster positive and cooperative professional relationships among staff at all levels.

Required Qualifications
- Bachelor’s degree, preferably in Human Resource Management, Business Administration (BBA/MBA), Public Administration (MPA), or an equivalent field.
- Minimum of three years of progressively responsible experience in administration and human resources management, ideally within an international NGO or similar environment.

Skills and Competencies
- Proficient in Microsoft Excel and PowerPoint.
- Experience in data analytics, including data extraction, formatting, and analysis.
- Strong drafting, reporting, and formulation skills.
- Strategic thinker with pragmatic problem-solving abilities and openness to creative ideas.
- Adaptable and flexible, able to manage ambiguity and change constructively.
- Committed to diversity and inclusion, with awareness of unconscious bias and ability to confront discrimination.
- Skilled in creative facilitation, capable of designing clear, engaging HR processes and activities.
- Fluency in local languages is essential.
