Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme focused on strengthening Pakistan’s healthcare system to reduce illness and save lives. Implemented in Punjab by Palladium and Oxford Policy Management, E4H provides technical assistance to improve health security, evidence-based decision-making, and Universal Health Coverage. As part of this initiative, the Health & Population Department of Punjab is transforming Rural Health Centres into Mariam Nawaz Hospitals, enhancing service delivery and compliance with Punjab Healthcare Commission (PHCC) licensing requirements. This role supports the assessment and improvement of facility readiness for PHCC registration and licensing in selected government and outsourced Mariam Nawaz Hospital facilities in Gujranwala and Multan districts.
Key Responsibilities
- Conduct structured facility readiness assessments using approved tools aligned with PHCC Minimum Service Delivery Standards (MSDS).
- Collect, organize, and validate documentary and observational evidence to identify compliance gaps related to staffing, infrastructure, clinical governance, infection control, and service delivery.
- Assist in prioritizing improvement actions and preparing facility-level plans with clear responsibilities and timelines.
- Maintain comprehensive records of assessments, evidence, and field documentation to ensure accuracy and consistency.
- Support Chief Health Facility Surveyors in verification visits, follow-up assessments, and compliance monitoring.
- Liaise with facility focal persons to gather required information and documentation.
- Contribute to the preparation of assessment summaries, compliance reports, and progress updates.
- Ensure quality control of all assessment findings and support capacity strengthening of facility staff where needed.
- Perform other technical assistance-related tasks as assigned by the E4H or Health & Population Department teams.
Required Qualifications
- Bachelor’s degree in Public Health, Health Sciences, Nursing, Hospital Administration, Social Sciences, or a related field.
- Minimum of 5 years of professional experience in health facility assessments, healthcare quality improvement, regulatory compliance, or health systems programs.
- Proven experience in field data collection, health facility surveys, and compliance verification.
- Strong attention to detail and ability to document and report findings accurately.
- Effective communication skills and ability to engage with multiple stakeholders.
- Ability to work collaboratively within a team and manage time efficiently.
Preferred Qualifications and Benefits
- Experience supporting healthcare quality improvement initiatives or facility licensing assessments is highly desirable.
- Familiarity with PHCC Minimum Service Delivery Standards (MSDS) and healthcare service delivery frameworks will be an advantage.
- The position is based in Lahore with extensive travel to selected districts and health facilities.
- Engagement duration is from mid-October 2026 to March 2027, with approximately 120 days of effort, subject to final confirmation.
- Reporting to the Chief Health Facility Surveyor and E4H Programme Team, this role offers an opportunity to contribute to a high-impact health system strengthening initiative in Punjab.
