Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme focused on strengthening Pakistan’s healthcare system to reduce illness and save lives. Implemented in Punjab by Palladium and Oxford Policy Management, E4H provides technical assistance to government and outsourced Mariam Nawaz Hospital (MNH) facilities, formerly Rural Health Centres, to prepare them for registration and licensing under the Punjab Healthcare Commission (PHCC). This initiative supports the Government of Punjab’s efforts to enhance primary and secondary healthcare by ensuring facilities meet Minimum Service Delivery Standards (MSDS) and other regulatory requirements. The role involves supporting assessments, improvement planning, compliance monitoring, and facilitating the progression of selected MNH facilities in Gujranwala and Multan districts towards PHCC registration and licensing.

Key Responsibilities:
- Conduct desk research and review PHCC regulations, MSDS, and related technical documents.
- Coordinate stakeholder consultations, field visits, workshops, and assessment activities.
- Support the compilation, verification, and management of assessment data and supporting evidence.
- Maintain project documentation, action trackers, meeting records, and evidence repositories.
- Assist in preparing assessment reports, presentations, dashboards, and technical summaries.
- Support quality assurance of assessment documentation and deliverables.
- Coordinate logistics for field missions, meetings, and capacity-building activities.
- Contribute to the preparation of final reports, knowledge products, and handover documentation.
- Undertake other technical assistance-related assignments as requested by the E4H or Health & Population Department (H&PD).

Required Qualifications:
- Bachelor’s or Master’s degree in Public Health, Social Sciences, Health Management, Statistics, Economics, Business Administration, or a related discipline.
- Minimum of 5 years of professional experience in research, programme coordination, documentation, data management, monitoring, or health systems strengthening programmes.
- Demonstrated experience supporting field assessments, surveys, workshops, or regulatory and quality improvement initiatives.
- Strong research and analytical skills, data management, report writing, and presentation development.
- Proven ability to coordinate stakeholders and manage logistics for field and workshop activities.
- Excellent attention to detail, communication, teamwork, planning, and organizational skills.

Preferred Qualifications and Benefits:
- Familiarity with PHCC Minimum Service Delivery Standards (MSDS), healthcare quality improvement, or public-sector health programmes is desirable.
- Experience working within government health systems or regulatory environments is an advantage.

This position is based in Lahore with required travel to selected districts and health facilities. The assignment duration is from mid-October 2026 to March 2027, with approximately 120 days of work expected. The Research Associate will report to the Team Lead and Healthcare Regulation/Quality Specialist within the E4H programme team.
