Project Director

We are seeking a highly experienced professional to lead and manage a large-scale animal health or public health program based in Islamabad. The ideal candidate will have extensive expertise in veterinary medicine and epidemiology, combined with strong project management skills. This role requires strategic oversight of program planning, coordination, financial management, monitoring and evaluation, and stakeholder engagement to ensure the successful implementation of program activities. The candidate must be adept at liaising with various partners, including government authorities and private sector stakeholders, while ensuring compliance with international standards and program guidelines.

Key Responsibilities

- Establish robust management, supervision, and monitoring mechanisms within the program for planning, coordination, reporting, financial management, monitoring and evaluation, and troubleshooting in alignment with PSDP management and program documentation.
- Lead capacity building of the Field Project Management Unit (FPMU) and Provincial Project Management Units (PPMUs), including recruitment, account management, and operational oversight involving implementing partners at the provincial level.
- Ensure the availability of all necessary resources to facilitate timely and smooth execution of program activities.
- Develop and maintain effective communication channels with stakeholders, manage media relations, and design and implement communication and training strategies to raise program awareness.
- Oversee the preparation of the annual work plan and budget (AWPB) and the associated procurement plan, ensuring timely submission and approval from relevant authorities.
- Monitor and supervise the efficient utilization of program funds in accordance with the approved AWPB and procurement plan.
- Ensure timely production and submission of progress and other required reports to appropriate authorities.
- Foster strong linkages and networking with provincial and territorial livestock authorities, district livestock officers, and private veterinary service providers to support program interventions.
- Establish forums for public-private sector interaction and promote private sector linkages at provincial, territorial, and district levels.
- Represent the program at relevant events and meetings, implementing decisions of the Project Steering Committee (PSC) and recommendations of the Technical Working Group (TWG).
- Perform any other duties relevant to the program or as assigned.

Required Qualifications

- Doctor of Veterinary Medicine (DVM) or an equivalent degree recognized by the relevant regulatory authority is mandatory.
- A Master’s or Ph.D. in Epidemiology, Veterinary Epidemiology, Public Health, or a related field. Veterinary or Public Health qualifications will be considered an asset.
- A minimum of 15 years of professional experience in the relevant field, preferably within the development sector.
- Proven experience in managing and coordinating large-scale programs, ideally in animal health or public health sectors.
- Knowledge of international animal health programs, standards, and experience in disease surveillance, emergency preparedness, and response activities.
- Proficiency in computer applications and software relevant to data analysis and program management.
- Willingness to travel as required.
- Strong understanding of budgeting, financial management, and resource allocation within program contexts.

Preferred Qualifications and Additional Benefits

- Additional qualifications such as an MBA, Master in Project Management, or Master of Public Administration (MPA) are preferred.
- Experience in executing similar projects will be an advantage.
