The Project Engineering Specialist will play a critical role in planning, designing, implementing, and monitoring civil works projects under the Flood Reconstruction and Coordination Programme (FRP) in Quetta, Pakistan. This position involves conducting feasibility studies, preparing designs, bills of quantities, and cost estimates, supporting procurement processes, overseeing construction activities, and ensuring compliance with quality and contractual standards. The specialist will lead a team of field engineers, provide technical guidance, and maintain effective communication with stakeholders, including donors. The role also includes capacity building, knowledge management, and ensuring timely reporting and documentation throughout the project lifecycle.

Key Responsibilities

- Lead the planning, assessment, and design of civil works and infrastructure projects in line with UNDP policies and FRP guidelines.
- Conduct site assessments and supervise the preparation of feasibility studies, design documents, and cost estimations.
- Develop project budgets and detailed cost estimates for civil, structural, electrical, and mechanical works.
- Prepare technical inputs and briefing materials for donor engagement and respond to technical queries related to civil works.
- Facilitate procurement by preparing high-quality terms of reference, specifications, bills of quantities, and bidding documents in compliance with UNDP procurement policies.
- Participate in bid evaluations and contract award processes.
- Manage contractors and oversee contract execution to ensure timely delivery within scope, budget, and quality standards.
- Provide real-time monitoring and supervision of construction works, ensuring compliance with contract terms and quality assurance.
- Guide and support FRP engineers and third-party supervisors in contract variations, inspections, and certification of completed works.
- Review and certify contractor invoices based on verified progress and contractual compliance.
- Conduct final inspections, prepare project completion reports, and provide post-construction support.
- Ensure proper documentation, archiving, and knowledge management of all civil works projects.
- Deliver training and knowledge transfer on construction best practices, environmental management, and health and safety standards.
- Perform other duties as required to support the efficient functioning of the project and organization.

Required Qualifications

- Advanced university degree (Master’s or equivalent) in Civil Engineering, Architecture, or related fields. Alternatively, a Bachelor’s degree with two additional years of relevant experience will be considered.
- Minimum of 5 years (with Master’s) or 7 years (with Bachelor’s) of engineering experience in building construction and civil works project management at national or international levels.
- Proven experience in managing and leading engineering teams.
- Strong proficiency in Microsoft Office and computer-aided design (CAD) software.
- Fluency in English and Urdu is required; knowledge of Pushto is an advantage.
- CIPS Level 4 certification is highly desirable. Candidates without this certification at the time of recruitment should obtain it within one year.

Preferred Qualifications and Benefits

- Experience in preparing tender documents and technical specifications for sizeable engineering works.
- Familiarity with UNDP policies, procedures, and procurement rules.
- Experience in supervising construction activities and leading project teams.
- Prior work experience in Quetta is preferred.
- Certification in project management methodologies such as PMP or PRINCE2 is desirable.
