UNDP is seeking a Project Engineering Specialist to lead the planning, design, implementation, and monitoring of civil works projects under the Flood Reconstruction and Coordination Programme (FRP) in Quetta, Pakistan. This role involves managing construction activities, ensuring quality standards, and coordinating with stakeholders to support flood recovery efforts. The specialist will oversee a team of engineers, facilitate procurement processes, and provide technical inputs for donor engagement. The position requires a community-driven approach focused on resilience and sustainability, contributing to the reconstruction of approximately 1,000 houses and rehabilitation of community infrastructure.
Key Responsibilities
- Lead the planning, assessment, and design of civil works and infrastructure projects, ensuring alignment with UNDP policies and FRP guidelines.
- Conduct and supervise site assessments, feasibility studies, and prepare detailed designs, cost estimates, and Bills of Quantities.
- Manage procurement activities including preparation of Terms of Reference, bidding documents, and participation in bid evaluations.
- Oversee contract management, monitor construction progress, ensure compliance with contract terms, and certify contractor invoices.
- Provide technical support for donor engagement, including preparation of briefing materials and responding to technical queries.
- Lead and mentor a team of field engineers, ensuring adherence to engineering standards, project timelines, and UNDP regulations.
- Facilitate quality assurance, risk management, and timely resolution of construction-related issues.
- Ensure proper documentation, knowledge management, and archiving of project files and reports.
- Deliver capacity building and knowledge transfer to national personnel and contractors on construction best practices, environmental management, and health and safety standards.
- Support post-construction activities including defect liability management and final project handover.
Required Qualifications
- Advanced university degree (Master’s or equivalent) in Civil Engineering, Architecture, or related field. A Bachelor’s degree with additional qualifying experience will also be considered.
- Minimum of 5 years (with Master’s) or 7 years (with Bachelor’s) of experience in civil works project management and building construction at national or international levels.
- Proven experience managing and leading engineering teams.
- Strong computer skills, including advanced proficiency in Microsoft Office and computer-aided design software.
- Fluency in English and Urdu is required; knowledge of Pushto is an advantage.
Preferred Qualifications and Benefits
- CIPS Level 4 certification is highly desirable; candidates without this certification must obtain it within one year of recruitment.
- Experience preparing tender documents and technical specifications for sizeable engineering works.
- Familiarity with UNDP policies, procurement procedures, and contract management.
- Experience supervising construction activities and leading project teams to achieve targets.
- Prior work experience in Quetta is preferred.
- Certification in Project Management methodologies such as PMP or PRINCE2 is desirable.
