This position offers an exciting opportunity to lead a critical project focused on enhancing climate security and environmental justice in Gwadar, Balochistan. The role involves comprehensive oversight of project planning, implementation, coordination, and monitoring to ensure successful delivery within a seven-month timeframe. The successful candidate will work closely with diverse stakeholders, including government bodies, community representatives, environmental human rights defenders, academia, and civil society, to drive impactful climate-resilient initiatives. This role demands strong leadership, excellent communication skills, and a commitment to inclusive, gender-responsive, and rights-based project implementation.

Key Responsibilities

Lead the overall planning, implementation, coordination, monitoring, reporting, and quality assurance of the project to ensure all objectives are met efficiently. Supervise the project team, ensuring timely delivery of outputs and activities while maintaining high standards of quality. Coordinate effectively with donors, government departments, community representatives, environmental human rights defenders, academia, civil society, and other relevant stakeholders to foster collaboration and support.

Oversee the implementation of Climate-Resilient Social Action Projects (SAPs), ensuring thorough documentation of progress, outcomes, challenges, and lessons learned. Provide coordination and support to the Gwadar Environmental Protection Forum and the Gwadar Informal Working Group, facilitating their activities and engagements.

Facilitate government-community engagement processes, particularly focusing on climate and environmental grievances and the mechanisms for grievance redressal. Ensure active community mobilization and meaningful participation of women, youth, fisherfolk, and other vulnerable groups throughout the project lifecycle.

Maintain a gender-responsive, conflict-sensitive, rights-based, and inclusive approach in all project activities. Monitor the project workplan, indicators, timelines, risks, budget utilization, and deliverables, taking timely corrective actions as needed. Review and quality-assure all technical reports, documentation, success stories, and other project deliverables to maintain high standards.

Lead the preparation of progress reports, learning documentation, close-out event planning, and the final project completion report to ensure comprehensive project closure and knowledge sharing.

Required Qualifications

A Master’s degree in Social Sciences, Humanities, Development Studies, Governance, Public Administration, or a related field is essential. Candidates must have a minimum of five years of professional experience in community mobilization, local-level development, and engagement with government institutions, particularly in governance and citizen–state linkages.

Prior experience working in Balochistan, preferably in Gwadar and/or Quetta, is required. Strong English writing, reporting, communication, coordination, and interpersonal skills are essential for this role. The candidate should demonstrate the willingness and ability to undertake regular field travel within Gwadar and to Quetta.

Preferred Qualifications and Benefits

Experience in community stabilization, climate resilience, environmental justice, grievance redressal, or human rights will be considered an advantage. Previous involvement in managing donor-funded, UN, or INGO projects and leading multidisciplinary teams is highly desirable.
