The Project Manager will lead the implementation of the SAFER project, working closely with the Program Manager to ensure all activities are completed on schedule, within budget, and meet the quality standards set by the donor, GSF, and project guidelines. This role involves overall coordination and supervision of the project team, as well as collaboration with government departments, communities, donors, and other stakeholders. The Project Manager will oversee the execution of Community-Led Disaster Risk Management (CLDRM), disaster preparedness, early warning systems, anticipatory action, risk-informed planning, simulation exercises, and community readiness initiatives to achieve the project’s objectives and deliverables.
Key Responsibilities:
Lead and coordinate the full implementation of the SAFER project according to the approved proposal, detailed plans, budget, donor requirements, and GSF policies. Prepare, review, and update project work plans, schedules, and priorities in collaboration with the Program Manager and project team. Ensure timely delivery of activities within budget and maintain technical and quality standards. Provide daily leadership, supervision, and technical guidance to project staff, clarifying roles and priorities. Maintain regular communication with the Program Manager, donor representatives, GSF management, government authorities, and stakeholders to report progress, challenges, and risks.
Coordinate with DDMA Sukkur, PDMA Sindh, Union Councils, line departments, local authorities, and disaster management stakeholders to enhance preparedness and anticipatory action systems. Lead the review and updating of district-level preparedness, contingency, and disaster management plans, incorporating community risk data. Oversee CLDRM assessments, including participatory hazard, vulnerability, and capacity analyses, and support the development or updating of community preparedness plans. Facilitate the establishment or strengthening of community disaster management committees, volunteer groups, and focal persons.
Manage training and capacity-building initiatives for government stakeholders, community volunteers, and local actors on disaster preparedness, risk reduction, early warning, and anticipatory action. Strengthen community early warning and communication systems, ensuring effective linkages with Union Councils, DDMA, and government structures. Coordinate simulation and readiness exercises at district and community levels to test preparedness and response mechanisms. Lead the development of trigger-based anticipatory action protocols aligned with hazard monitoring, early warning systems, and government mechanisms.
Oversee vulnerability profiling and pre-registration of vulnerable households for anticipatory support. Coordinate readiness for anticipatory cash transfers and other early actions, ensuring operational procedures are tested and documented. Align project activities with targets and indicators, working closely with the MEAL team to review monitoring data, identify gaps, and implement corrective measures. Monitor project progress against plans, budgets, and results frameworks, promptly addressing delays and risks.
Ensure timely preparation and submission of progress, donor, financial, and activity reports. Maintain comprehensive project documentation, including plans, meeting records, training logs, assessments, community action plans, and monitoring reports. Collaborate with finance, procurement, administration, logistics, and MEAL teams to support project activities and resource management. Conduct regular field visits to supervise activities, verify progress, engage communities, and provide guidance.
Promote meaningful participation of women, persons with disabilities, older persons, and other vulnerable groups in line with gender, inclusion, and protection commitments. Ensure adherence to safeguarding, PSEAH, child protection, accountability, and feedback mechanisms. Manage community feedback, complaints, and safeguarding issues through approved channels. Lead documentation of lessons learned, good practices, after-action reviews, and operational learning to support sustainability and replication. Represent GSF in coordination meetings, workshops, government forums, and stakeholder events as assigned. Perform additional duties as required to support effective project delivery.
Required Qualifications:
Bachelor’s degree in Development Studies, Disaster Management, Sociology, Social Sciences, Environmental Sciences, Economics, or related fields. A Master’s degree in a relevant discipline is preferred. Minimum of five years’ experience in disaster risk reduction, humanitarian response, community preparedness, anticipatory action, or related projects.
Preferred Qualifications:
Strong project management, coordination, communication, reporting, and stakeholder engagement skills. In-depth understanding of disaster risk reduction, CLDRM, early warning, anticipatory action, preparedness planning, and emergency response. Experience working with government disaster management authorities, Union Councils, communities, and humanitarian actors. Proficiency in MEAL practices with the ability to analyze monitoring data to improve project outcomes. Excellent organizational, time management, leadership, supervision, problem-solving, documentation, and report-writing skills. Ability to work collaboratively with diverse stakeholders and maintain professional communication. Willingness to travel frequently to field locations and work flexible hours to meet project demands.
