The UNDP Rule of Law Programme in Pakistan seeks a Monitoring, Evaluation, and Reporting Analyst to provide technical leadership and support for programme monitoring, evaluation, data management, learning, and reporting. The role focuses on strengthening systems to track progress, ensure data quality, support evaluations, and deliver timely, evidence-based reports. Working closely with government institutions and partners, the Analyst will promote gender-responsive monitoring and results-based management to enhance justice and security services for women, marginalized, and vulnerable groups across Pakistan, including Khyber Pakhtunkhwa, Balochistan, and Islamabad Capital Territory.

Key Responsibilities

- Lead the design and implementation of integrated monitoring and evaluation (M&E) frameworks, including indicators, baselines, targets, and data flow systems aligned with programme results frameworks.
- Monitor programme progress, assess data quality, and support adaptive management by identifying evidence-based course corrections.
- Establish and maintain databases, data-visualization tools, dashboards, and analytical products to support decision-making and communication of programme performance.
- Coordinate and oversee evaluations, assessments, surveys, and research assignments, ensuring methodological rigor and quality assurance.
- Prepare and coordinate periodic, annual, and donor reports, ensuring accuracy, timeliness, and alignment with corporate and donor requirements.
- Promote gender-responsive and inclusive M&E approaches, ensuring disaggregation of data and analysis of outcomes for women and vulnerable populations.
- Provide technical guidance and capacity-building support to team members and partners on results-based management, data collection, quality assurance, and evidence use.
- Facilitate the use of monitoring and evaluation findings to inform programme learning, strategic decision-making, and accountability.
- Maintain organized records and documentation to support programme management, reporting, and evaluation processes.
- Support institutional strengthening of monitoring and reporting practices among relevant stakeholders.
- Advise the Chief Technical Advisor and programme management on performance, risks, evidence gaps, and necessary course corrections.
- Conduct field visits as required to support data collection, validation, and stakeholder engagement.

Required Qualifications

- Advanced university degree (Master’s or equivalent) in Monitoring and Evaluation, Statistics, Economics, International Development, Management Science, or related fields. A Bachelor’s degree with additional qualifying experience may be considered.
- Minimum of two years (with Master’s) or four years (with Bachelor’s) of relevant professional experience in monitoring and evaluation, results-based management, research, or data analysis within rule of law, justice, security-sector reform, or related development programming.
- Proven experience developing and managing results frameworks, indicators, baselines, targets, and M&E plans.
- Demonstrated skills in designing and applying quantitative and qualitative monitoring tools and data-collection methodologies.
- Experience in data management, quality assurance, analysis, and interpretation of programme results.
- Strong track record in preparing and coordinating high-quality programme or donor progress reports involving multiple stakeholders.
- Fluency in English and Urdu is required.

Preferred Qualifications and Benefits

- Experience managing evaluations, assessments, surveys, and research assignments, including methodological review and quality assurance.
- Familiarity with results-based management and use of M&E evidence for programme learning and adaptive management.
- Experience developing terms of reference and managing consultants, research organizations, or evaluation service providers.
- Skills in statistical analysis, data visualization, and business intelligence tools such as Power BI or Tableau.
- Experience working with government administrative data and institutional monitoring or reporting systems.
- Background in rule of law, justice, security, governance, or related development programming.
- Previous work experience with UNDP, UN agencies, or international organizations is an advantage.
