Relief International (RI), a global non-profit organization dedicated to supporting communities affected by climate change and disasters, is seeking a Provincial Emergency and Distribution Officer. This role is based in Pakistan and focuses on coordinating emergency preparedness, routine material assistance, and time-bound emergency response within the assigned province. The Officer will translate assessed needs into practical response and distribution plans, ensuring safe, equitable household assistance while maintaining accountable stock and distribution records. Working closely with MHPSS teams, Supply Chain, MEAL colleagues, and local partners, the Officer supports programming that promotes mental health and psychosocial wellbeing through community-based services.

Key Responsibilities

Emergency Response Preparedness and Planning: Maintain up-to-date provincial emergency scenarios, risk information, and preparedness plans including staffing, access, and distribution arrangements. Support rapid, protection-sensitive assessments and prepare evidence on needs and RI capacity for management review. Develop response plans, budgets, and timeframes in collaboration with program and support teams. Coordinate specifications, supplier options, and training with Supply Chain under approved authority, without independently activating emergency funds.

Coordination and Needs-Based Response: Manage routine MHPSS material assistance per approved work plans, applying safeguarding and stock controls. Upon emergency activation, translate response plans into field schedules and team assignments. Coordinate with government, humanitarian partners, and communities to identify unmet needs, avoid duplication, and maintain safe access. Apply vulnerability and eligibility criteria transparently, document decisions, and arrange accessible assistance for vulnerable groups. Link emergency outreach with qualified psychosocial and referral teams, focusing on practical assistance rather than clinical services.

Safe Distributions and Supply Accountability: Plan safe distribution sites with attention to privacy, crowd management, and protection risks. Coordinate dignity, hygiene, and psychosocial kit specifications with technical teams and Supply Chain, adapting packages as needed. Verify receipts and maintain accurate stock and dispatch records, promptly reporting any losses or suspected diversion. Ensure beneficiaries understand entitlements and feedback options, with assistance provided without conditions such as counseling or participation in surveys.

Records, Monitoring, and Safeguarding: Maintain auditable beneficiary and distribution records using minimal data tools and secure information transfer. Report on households, sessions, and service contacts distinctly for routine and emergency assistance. Support independent MEAL verification and post-distribution monitoring, implementing corrective actions without influencing feedback. Track complaints through approved channels and promptly refer safeguarding or protection concerns to designated specialists, without investigating sensitive cases.

Reporting, Transition, and Team Support: Provide timely situation updates, distribution summaries, and budget tracking, escalating issues for management approval. Brief and support staff and volunteers on roles, safeguarding, eligibility, and incident escalation. Coordinate workloads and field travel under security procedures. Plan response closure and transition, linking beneficiaries to continued MHPSS or external providers through consent-based referrals. Reconcile supplies and document lessons learned with colleagues.

Professional Conduct and Teamwork: Uphold RI’s Code of Conduct and policies on sexual exploitation, abuse, and harassment. Report concerns promptly and participate in wellbeing and learning activities. Follow security procedures and perform duties within professional competence.

Required Qualifications

- Bachelor’s degree in Disaster Management, Social Sciences, Development Studies, Logistics/Supply Chain, Public Health, or related fields.
- Minimum of four years’ relevant humanitarian experience, including emergency field coordination, needs assessments, and accountable distributions.
- Practical experience in distribution planning, stock and dispatch documentation, basic budget tracking, and coordination with procurement and finance.
- Strong understanding of impartial assistance, safeguarding, confidentiality, and feedback mechanisms.
- Clear communication skills in Pashto, Urdu, and a local language of the assigned district; basic English reading and reporting ability.

Preferred Qualifications

- Experience coordinating emergency health, protection, or MHPSS-linked assistance.
- Familiarity with government and humanitarian coordination structures.
- Additional language skills relevant to the project area.
