Relief International (RI), a global non-profit organization dedicated to supporting communities affected by climate change and disasters, is seeking a Provincial Emergency and Distribution Officer. This role is based in Pakistan and involves coordinating emergency preparedness and material assistance within the assigned province. The Officer will translate assessed needs into practical response and distribution plans, ensuring safe, equitable, and accountable delivery of assistance. Working closely with MHPSS teams, supply chain, MEAL, government bodies, and humanitarian partners, the Officer supports both routine and emergency interventions under the RISE project, which focuses on community-based mental health and psychosocial support services.

Key Responsibilities

Emergency Response Preparedness and Planning: Maintain up-to-date provincial emergency scenarios, risk assessments, and practical preparedness plans including staffing, mobilization, and distribution logistics. Support rapid, protection-sensitive assessments to inform management decisions and develop response plans with clear budgets, timelines, and target populations. Coordinate supplier arrangements and training with Supply Chain under approved protocols, without independently activating emergency funds.

Coordination and Needs-Based Response: Manage routine MHPSS material assistance following approved work plans, applying safeguarding and stock controls. Upon emergency activation, implement response plans by organizing field schedules, team assignments, and service delivery proportional to the situation and resources. Collaborate with government, partners, and communities to identify unmet needs, avoid duplication, and ensure safe access. Apply transparent vulnerability and eligibility criteria, documenting selection processes and ensuring accessible assistance for vulnerable groups. Facilitate connections between emergency outreach and qualified psychosocial teams, while not providing counseling directly.

Safe Distributions and Supply Accountability: Plan and manage safe distribution sites with attention to privacy, crowd management, and protection risks. Coordinate dignity, hygiene, and psychosocial kit specifications with technical teams and Supply Chain, adapting packages as needed. Verify and maintain stock records, reconcile distributions, and promptly report any losses or discrepancies. Ensure beneficiaries understand their entitlements and feedback mechanisms, with assistance provided without coercion or mandatory participation in other services.

Records, Monitoring, and Safeguarding: Maintain auditable beneficiary and distribution records using approved tools and data protection measures. Report on households served and distinguish between routine and emergency assistance. Support independent monitoring and verification activities, implementing corrective actions based on feedback without influencing participant responses. Track complaints through formal channels and refer safeguarding concerns to designated specialists, avoiding direct investigation of sensitive cases.

Reporting, Transition, and Team Support: Provide timely updates on situation status, distribution progress, and budget tracking. Escalate any implementation challenges or quality issues for management review. Brief and support staff and volunteers on roles, safeguarding, and security protocols. Plan for response closure and transition, ensuring referrals for continued MHPSS support. Reconcile supplies and document lessons learned in collaboration with MEAL and operational teams.

Professional Conduct and Teamwork: Uphold RI’s Code of Conduct and policies on prevention of sexual exploitation, abuse, and harassment. Participate in wellbeing and learning activities, adhere to security procedures, and perform duties with professionalism.

Required Qualifications

A Bachelor’s degree in Disaster Management, Social Sciences, Development Studies, Logistics/Supply Chain, Public Health, or a related field is essential. Candidates must have at least four years of relevant humanitarian experience, including emergency field coordination, needs assessments, and accountable distributions. Practical skills in distribution planning, stock management, basic budget tracking, and coordination with procurement and finance teams are required. A strong understanding of impartial assistance principles, safeguarding, confidentiality, and feedback mechanisms is necessary. Fluency in Pashto, Baluchi, Urdu, and a local district language is required, along with basic English reading and reporting skills.

Preferred Qualifications

Experience in coordinating emergency health, protection, or MHPSS-linked assistance and familiarity with government and humanitarian coordination structures is advantageous. Additional language skills in Pashto, Balochi, or other local dialects are desirable.
