Key Responsibilities

- Support the acquisition and tracking of provincial and district-level No Objection Certificates (NOCs), clearances, and permissions necessary for IRC staff, office setups, program activities, and field movements across designated locations.
- Maintain comprehensive records of government requirements, approvals, and permissions.
- Liaise effectively with provincial and district authorities, including Home Departments, Deputy Commissioners/Assistant Commissioners, Police, Law Enforcement Agencies (LEAs), and other relevant government counterparts.
- Assist in preparing, submitting, tracking, and following up on official correspondence related to NOCs, clearances, and permissions.
- Ensure compliance with Ministry of Interior Memorandum of Understanding (MoI MoU) requirements and all applicable federal, provincial, and district government regulations and procedures.
- Maintain updated stakeholder contact lists and support ongoing government and LEA engagement efforts.
- Attend relevant provincial, district, and project-level meetings, providing necessary Safety and Security support.
- Support program teams and field staff to ensure safe and smooth implementation of activities.
- Assist in implementing and maintaining IRC Safety & Security systems, including Standard Operating Procedures (SOPs), Security Risk Assessments (SRAs), Security Management Plans (SMPs), Security Access Plans (SAPs), and Security Management Systems (SMS), under the guidance of the Safety, Security, and Business Continuity (SSBC) Lead or Security Focal Point (SFP).
- Collect and analyze security and contextual information, preparing security updates, situational reports, incident reports, and other periodic security documentation.
- Support the preparation and updating of SRAs, security risk information, and access profiles.
- Facilitate the implementation of security mitigation measures and follow up on outstanding safety and security actions.
- Monitor and report security incidents, threats, access constraints, and emerging risks affecting staff, assets, and operations.
- Conduct basic security assessments of offices, routes, and operational areas, reporting findings accordingly.
- Support staff movement planning, tracking, and travel-related security requirements, including processing Travel Request Forms (TRFs) and security clearances.
- Share verified security updates through designated communication channels and assist with routine security and incident reporting.
- Support security briefings, staff inductions, emergency preparedness, contingency planning, and relevant exercises.
- Maintain accurate records related to staff movements, NOCs, clearances, government contacts, and security reports.
- Escalate significant security, access, compliance, or government-related concerns to the SSBC Lead or SFP.
- Support safe program implementation and business continuity in line with IRC procedures, MoI MoU requirements, and government regulations.
- Perform additional Safety, Security, Access, and Business Continuity-related tasks as assigned.

Required Qualifications

- Bachelor’s degree in Social Sciences, Security Management, International Relations, Public Administration, or a related field.
- 2 to 3 years of relevant experience, preferably within an NGO or INGO setting.
- Experience in government or LEA liaison, field coordination, administration, security, or access support is advantageous.
- Ability to work effectively under pressure and handle sensitive information with confidentiality.
- Strong communication, coordination, and interpersonal skills.
- Proficient documentation and report-writing abilities.
- Capability to coordinate with government authorities, LEAs, partners, and field teams.
- Excellent organizational, follow-up, and problem-solving skills.
- Proficiency in MS Office applications, especially Word and Excel.
- Ability to work effectively in diverse and multicultural environments.
- Fluency in both Urdu and English is required; knowledge of additional local languages is a plus.
