Key Responsibilities
- Support the acquisition and tracking of provincial and district-level No Objection Certificates (NOCs), clearances, and permissions necessary for staff, office setup, program activities, and field movements.
- Maintain comprehensive records of government requirements, approvals, and permissions for assigned locations.
- Liaise with provincial and district authorities, including Home Departments, Deputy Commissioners (DC), Assistant Commissioners (AC), Police, Law Enforcement Agencies (LEAs), and other relevant government counterparts.
- Assist in preparing, submitting, tracking, and following up on official correspondence related to NOCs, clearances, and permissions.
- Ensure compliance with Ministry of Interior (MoI) Memorandum of Understanding (MoU) requirements and applicable federal, provincial, and district regulations.
- Maintain updated stakeholder contact lists and support engagement with government and LEAs.
- Attend relevant meetings at provincial, district, and project levels, providing Safety and Security support as needed.
- Support program teams and field staff to ensure safe and smooth implementation of activities across designated locations.
- Assist in implementing and maintaining IRC Safety & Security systems, including Standard Operating Procedures (SOPs), Security Risk Assessments (SRAs), Security Management Plans (SMPs), Security Access Plans (SAPs), and Security Management Systems (SMS), under the guidance of the Safety, Security, and Business Continuity (SSBC) Lead.
- Collect and analyze security and contextual information; prepare and update security reports, situational updates, incident reports, and periodic security briefings.
- Support the implementation of security mitigation measures and follow up on outstanding safety and security actions.
- Monitor and report security incidents, threats, access constraints, and emerging risks affecting staff, assets, and operations.
- Conduct basic security assessments of offices, routes, and operational areas and report findings.
- Support planning, tracking, and coordination of staff movements and travel-related security requirements.
- Assist with processing and tracking Travel Request Forms (TRFs), security clearances, and related approvals.
- Facilitate security briefings, staff inductions, emergency preparedness, contingency planning, and relevant exercises.
- Maintain accurate records of staff movements, government contacts, security reports, and related documentation.
- Escalate significant security, access, compliance, or government-related concerns to the SSBC Lead.
- Perform additional Safety, Security, Access, and Business Continuity tasks as assigned to support IRC operations and program needs.
Required Qualifications
- Bachelor’s degree in Social Sciences, Security Management, International Relations, Public Administration, or a related field.
- 2 to 3 years of relevant experience, preferably within an NGO or INGO setting.
- Experience in government or law enforcement agency liaison, field coordination, administration, security, or access support is highly desirable.
- Ability to work effectively under pressure and handle sensitive information with confidentiality.
- Strong communication, coordination, and interpersonal skills.
- Proficient documentation and report-writing abilities.
- Capability to coordinate with government authorities, LEAs, partners, and field teams.
- Excellent organizational, follow-up, and problem-solving skills.
- Proficiency in Microsoft Office applications, especially Word and Excel.
- Ability to work effectively in diverse, multicultural environments.
- Fluency in both Urdu and English is required; knowledge of local languages is an advantage.
Additional Information
This position reports to the SSBC Lead at the Country Office and involves close coordination with Safety and Security Focal Points (SFPs), Program Managers, Field Coordinators, Finance & Operations teams, and other relevant IRC departments. There is no direct supervision responsibility associated with this role.
