Mercy Corps is seeking a dedicated Security Officer to ensure the safety and security of its staff, assets, and operations. This role involves maintaining and updating security protocols, conducting training and drills, and fostering a secure working environment across all locations. The successful candidate will work closely with senior management, regional advisors, and partners to implement comprehensive security measures, promote staff awareness, and respond effectively to emerging risks.
Key Responsibilities
Security Management Plan (SMP) and SOPs Review and Implementation:
Conduct quarterly reviews and updates of the SMP and security Standard Operating Procedures (SOPs), collaborating with the Senior Management Team (SMT) and Regional Security Advisor (RSA). Review partners’ SMPs and SOPs, providing feedback and support to ensure robust security frameworks.
Staff Training and Awareness:
Organize and deliver security orientation sessions covering SMP and SOPs for all staff. Facilitate security drills to prepare staff for emergency situations. Develop and conduct training programs on first aid and security compliance to equip staff with essential emergency response skills.
Field Assessments and Recommendations:
Perform regular field visits to evaluate the security environment and assess staff adherence to SOPs. Provide actionable recommendations to improve security plans and procedures. Regularly brief the SMT on staff compliance and security status.
Cascading Training and Capacity Building:
Identify security focal points within teams and train them as field office trainers to cascade security knowledge. Support capacity building for partners’ security personnel on safety and security matters.
Travel Tracking and Monitoring:
Work with security focal points to ensure proper tracking of staff movements during field travel, adhering to established SOPs.
Communication and Reporting:
Provide clear updates to SMT on SOP implementation and recommend improvements based on ongoing assessments and staff feedback.
Safety and Security Management:
Ensure security arrangements for Mercy Corps offices, guesthouses, and vehicles are current and aligned with SMP. Conduct regular drills and verify the availability and maintenance of first-aid kits, fire extinguishers, and other safety equipment. Train staff and drivers on the use of safety equipment and emergency procedures.
Security Personnel Supervision and Development:
Supervise security guards at the Islamabad office and field locations, implementing capacity-building programs to enhance their skills. Collaborate with the GESI and Safeguarding Advisor to ensure guards are trained on Mercy Corps’ safeguarding and ethical standards.
Security Information and Representation:
Serve as the central security focal point for Mercy Corps Pakistan, representing the organization at security meetings. Disseminate timely security information to staff and provide security briefings to new employees and visitors.
Security Strategy Development:
Assist the Country Director in developing contingency plans and strategies to maintain essential operations during heightened security situations.
Safeguarding:
Integrate safeguarding principles into daily work by identifying and mitigating risks. Uphold Mercy Corps’ core values by respecting the dignity and well-being of all participants and colleagues. Promote open communication within teams and support staff in reporting concerns through established channels.
Required Qualifications
- Proven experience in security management, preferably within humanitarian or development organizations.
- Strong knowledge of security protocols, risk assessment, and emergency preparedness.
- Experience in conducting security training and drills.
- Ability to supervise and build capacity among security personnel.
- Excellent communication and interpersonal skills to liaise with management, staff, and partners.
- Familiarity with safeguarding principles and ethical standards.
- Willingness to conduct field visits and work in diverse environments.
