Inspire Pakistan, a non-governmental, non-profit organisation committed to supporting vulnerable communities through rights-based programmes, is seeking a Senior Admin & Finance Manager to join its Islamabad office. Reporting directly to the Director Operations and with a secondary reporting line to the CEO Office, this full-time position offers a fixed salary of PKR 350,000. The successful candidate will provide strategic leadership and oversight across finance, administration, procurement, IT, asset and facility management, and operational support throughout all organisational locations. This role is vital in ensuring efficient, compliant, and transparent operations that enable effective programme delivery and align with organisational goals.

Key Responsibilities

Strategic Leadership & Operational Management: Lead and oversee Finance, Administration, Procurement, and IT functions at the Head Office, Regional, and field levels. Develop and enhance operational systems, policies, and internal controls to improve efficiency. Provide strategic financial advice and analysis to support executive decision-making and organisational planning.

Financial Management, Budgeting & Forecasting: Manage the preparation, monitoring, and revision of organisational and project budgets in collaboration with programme teams and senior management. Prepare financial forecasts, cash flow projections, and variance analyses. Ensure timely financial reporting and promote accountability and cost efficiency.

Administration, Procurement, Asset, Facility & IT Management: Supervise office administration, procurement activities, asset tracking, facility maintenance, vendor contracts, and IT infrastructure. Ensure compliance with organisational policies, donor requirements, and regulatory standards.

Field Financial Oversight & Coordination: Provide operational leadership to Regional and field offices to ensure consistent application of finance, administration, procurement, and IT procedures. Conduct monitoring visits to strengthen systems and address operational challenges.

Compliance, Risk Management & Audit: Ensure adherence to organisational policies, donor regulations, and statutory requirements. Strengthen internal controls and risk management frameworks. Coordinate internal and external audits, manage audit responses, and maintain audit readiness.

Coordination & Organisational Support: Facilitate effective communication and coordination among programme units, operational departments, and external stakeholders. Prepare operational performance reports and represent the Operations Unit in various forums and meetings.

Team Leadership, Supervision & Capacity Building: Lead and supervise operational teams by allocating workloads, monitoring performance, and supporting professional development. Foster a culture of accountability, collaboration, and ethical conduct.

Systems Development & Operations Continuity: Drive initiatives to optimise and digitise operational systems. Develop KPIs, dashboards, and performance monitoring tools. Ensure organisational readiness for emergencies and coordinate operational support during crises.

Other Duties: Perform additional tasks related to finance, administration, procurement, IT, and organisational priorities as assigned by senior management.

Required Qualifications

A Bachelor’s or Master’s degree in Finance, Accounting, Business Administration, Commerce, Management, Supply Chain Management, Information Technology, or a related discipline is required. Candidates must have 5 to 10 years of progressively responsible experience in finance, administration, procurement, or operations management, including managing multi-functional teams across Head Office and field locations. Strong expertise in financial management, budgeting, procurement, internal controls, asset and risk management, donor compliance, and organisational systems is essential. Proven experience in audit management, financial reporting, policy implementation, and operational planning is necessary. Excellent leadership, analytical, communication, negotiation, and problem-solving skills are required, along with proficiency in financial management systems, ERP/HRMIS platforms, and Microsoft Office.

Preferred Qualifications and Benefits

Professional certifications such as ACCA, CA (Inter), CMA, CIPS, MBA Finance, or MBA Operations are advantageous.
