The Senior Finance Manager is a pivotal role responsible for the overall financial management of the Project. This position ensures that internal financial controls are rigorously maintained, accounting and reporting are accurate, and budgets and funds are managed efficiently. The Senior Finance Manager guarantees compliance with Government and IsDB requirements while providing timely financial support to the Project Management Unit (PMU) and Partner Organizations (POs). This role is essential for facilitating smooth financial operations throughout the project lifecycle and safeguarding the project’s financial integrity.
Key Responsibilities
- Ensure the timely preparation and submission of financial reports, advance requests, fund release requests, and other financial documents required by the donor and Government authorities.
- Maintain strong internal financial controls to protect project assets and ensure adherence to established policies and regulations.
- Oversee accurate accounting practices, ensuring all financial transactions are properly recorded and regularly reconciled.
- Manage the project budget and funds effectively by monitoring expenditures and commitments to align with approved financial plans.
- Coordinate closely with the PMU and Partner Organizations to provide financial guidance and support, ensuring their activities comply with donor and Government requirements.
- Facilitate audits and financial reviews by preparing necessary documentation and responding promptly to audit queries.
- Monitor compliance with IsDB and Government financial policies, guidelines, and reporting obligations.
- Support the development and implementation of financial management systems and procedures to improve operational efficiency.
- Provide training and capacity-building support to finance staff within the PMU and Partner Organizations as required.
Required Qualifications
- A bachelor’s degree in Finance, Accounting, Business Administration, or a related discipline is essential.
- Extensive experience in financial management, preferably within donor-funded projects or international development programs.
- Strong knowledge of Government financial regulations and IsDB financial policies.
- Proven ability to manage budgets, financial reporting, and compliance within complex project environments.
- Proficiency in accounting software and financial management systems.
- Excellent analytical, organizational, and communication skills.
- Demonstrated leadership experience and capability in managing finance teams.
- Ability to collaborate effectively with multiple stakeholders, including government agencies and partner organizations.
