Based in Karachi with travel to project sites as needed, this senior managerial role at Aga Khan University’s Department of Community Health Sciences offers an opportunity to lead monitoring, evaluation, implementation, training, and research activities within a significant health systems strengthening project in Sindh. The project focuses on enhancing health security, immunization, and disease control through integrated interventions targeting polio, tuberculosis, and related health challenges. The role demands strategic leadership to establish and maintain digital monitoring systems, ensure data quality, and support evidence-based decision-making while collaborating closely with government bodies, donors, and partners to promote sustainable, country-led health initiatives.

Key Responsibilities

- Establish and maintain digital systems for real-time project monitoring and reporting, tracking team performance, outputs, and outcomes for internal and external stakeholders.
- Support the development and review of digital M&E tools, data collection methods, reporting templates, dashboards, and performance-tracking systems aligned with project milestones.
- Ensure timely delivery of project milestones by managing tracking systems for deliverables, risks, dependencies, and action points.
- Provide operational and technical support for field data reporting and address implementation risks by developing and monitoring mitigation strategies within Sindh’s health data ecosystem.
- Provide strategic and operational leadership for all project monitoring, evaluation, and implementation activities, including the development and oversight of work plans, M&E frameworks, performance indicators, and targets.
- Oversee project implementation across multiple sites, ensuring alignment with approved protocols, strategies, timelines, and deliverables.
- Lead data quality assurance processes, including validation, analysis, and interpretation, to support evidence-based program decisions.
- Conduct periodic performance reviews with project and field teams to identify and resolve implementation challenges promptly.
- Organize and lead monitoring visits, supportive supervision, and implementation reviews across project locations.
- Analyze program performance data and provide strategic recommendations to project leadership and senior management for course correction and continuous improvement.
- Lead the preparation and quality assurance of technical, M&E, donor, and management reports, presentations, and project updates.
- Ensure thorough documentation of project processes, achievements, challenges, lessons learned, and best practices.
- Contribute to project planning, proposal development, budgeting, and resource allocation related to implementation and M&E functions as needed.
- Ensure compliance with institutional policies, ethical standards, approved protocols, and donor requirements.
- Lead and support activities related to project transition, sustainability, scale-up, and close-out as applicable.

Required Qualifications

- Master’s degree in Public Health, Epidemiology, Monitoring & Evaluation, or a related field with a focus on data science from an HEC-recognized or reputable foreign university/institution.
- Minimum of ten years of progressively responsible experience in program management, implementation, monitoring, and evaluation within the health data ecosystem of the province.
- Proven experience managing complex, multi-site or large-scale programs, including leading M&E and implementation functions.
- Demonstrated ability to manage multidisciplinary teams and provide both technical and managerial leadership.
- Experience working collaboratively with government agencies, development partners, donors, and other key stakeholders.

Preferred Qualifications and Benefits
