This role involves leading the overall planning, implementation, and management of the Global IT Products’ Skill Enhance Program, ensuring alignment with the approved PC-1. The successful candidate will establish and maintain program governance mechanisms, including detailed work-plans, reporting frameworks, risk management strategies, and coordination structures. Collaboration with various stakeholders such as the Planning & Development Department, line departments, partner organizations, education authorities, and training partners is essential. The role also requires overseeing procurement activities related to training partners and consultants, including the preparation of Terms of Reference (TOR) and conducting technical evaluations. Additionally, the incumbent will coordinate with training partners to develop and administer screening tests and finalize candidate nominations. Effective monitoring, evaluation, and reporting of program outputs and outcomes are critical, alongside managing budget execution, financial tracking, and ensuring compliance with government regulations. The position demands a focus on quality assurance throughout training delivery, certification processes, and post-training follow-up.

Key Responsibilities

- Lead the planning, implementation, and management of the Global IT Products’ Skill Enhance Program in accordance with the approved PC-1.
- Establish and maintain program governance mechanisms, including work-plans, reporting frameworks, risk management, and coordination structures.
- Coordinate with the Planning & Development Department, line departments, partner organizations, education authorities, and training partners to ensure smooth program execution.
- Supervise procurement processes for training partners and consultants, including drafting TORs and conducting technical evaluations.
- Collaborate with training partners to develop and conduct screening tests and finalize the nomination of selected candidates.
- Ensure effective monitoring, evaluation, and reporting of program outputs and outcomes to stakeholders.
- Manage budget execution and financial tracking, ensuring compliance with applicable government rules and regulations.
- Oversee quality assurance for training delivery, certification, and post-training follow-up activities.

Required Qualifications

- Proven experience in program management, particularly in skill development or IT-related training programs.
- Strong knowledge of procurement processes, including TOR preparation and technical evaluation.
- Demonstrated ability to establish and manage governance frameworks, including risk management and reporting.
- Experience in coordinating with multiple stakeholders such as government departments, partner organizations, and training providers.
- Competence in budget management and financial compliance within government or large organizational settings.
- Excellent communication and leadership skills to manage cross-functional teams and external partners.

Preferred Qualifications and Benefits
