Key Responsibilities:
- Lead and supervise shift teams, including Field Operators and DCS Operators, ensuring the safe, reliable, and efficient operation of Utilities and Effluent Treatment Plant (ETP) facilities in line with approved Standard Operating Procedures (SOPs).
- Manage plant start-ups, shutdowns, routine operations, and emergency situations to maintain operational continuity and safety.
- Ensure safe isolation and handover of equipment for maintenance, oversee inspections, and supervise safe recommissioning after work completion.
- Oversee daily operations and coordinate routine and preventive maintenance to uphold equipment reliability and availability.
- Monitor plant operating parameters and laboratory results, promptly identifying deviations and implementing corrective actions to keep operations within specified limits.
- Collaborate with service departments, maintenance teams, and Shift Engineers from other process units, including Oil Movement, to maintain equipment integrity and uninterrupted plant operations.
- Monitor equipment performance and operating conditions to guarantee safe, smooth, efficient, and reliable functioning of all utility systems and ETP facilities.
- Ensure compliance with operational procedures, process safety requirements, environmental standards, and housekeeping practices.
- Identify, investigate, and resolve operational issues such as process abnormalities, equipment malfunctions, and safety or environmental concerns to minimize risks and downtime.

Required Qualifications:
- Bachelor’s degree in Chemical Engineering or Petroleum Engineering from a university recognized by the Pakistan Engineering Council (PEC).
- Up to 8 years of relevant experience in petroleum refining, petrochemical, or fertilizer industries.
- Hands-on experience with Distributed Control Systems (DCS), preferably Yokogawa CENTUM VP or Honeywell Experion PKS.
- Practical knowledge of operating utility systems including Instrument Air and Cooling Tower Systems, Raw Water and Fire Water Systems, Flare and Fuel Oil/Gas Systems, Demineralized Water Plants, Boilers, and Condensate Recovery Systems.
- Experience in the operation and monitoring of Effluent Treatment Plants (ETP).
- Familiarity with Permit-to-Work (PTW) systems and adherence to safe work practices.
- Strong communication, analytical, problem-solving, and troubleshooting skills.
- Basic proficiency in SAP and Microsoft Office applications.
