The International Rescue Committee (IRC) is a global humanitarian organization dedicated to responding to the world’s most severe crises by restoring health, safety, education, economic wellbeing, and empowerment to those affected by conflict and disaster. Established in 1933 at the behest of Albert Einstein, IRC operates in over 40 countries and 29 U.S. cities, supporting vulnerable populations to survive, regain control of their futures, and strengthen their communities. IRC employees are committed to delivering lasting impact by restoring safety, dignity, and hope to millions worldwide.

The IRC is launching a protection-focused project in five districts of Khyber Pakhtunkhwa, funded by IOM, with an initial duration of 6.5 months and potential for extension. The project aims to improve access to legal support, case management, and community-based protection services, while strengthening community structures to prevent and respond to protection risks. The Supply Chain Officer will oversee daily operational activities including procurement management, contract and lease agreements for IRC Sindh assets, inventory control, rental vehicle contracts, and warehouse operations for Sindh offices. The role also involves ensuring accountability and compliance with IRC policies and humanitarian standards, including the complaint and response mechanism to keep affected communities central to emergency responses.

Key Responsibilities:

- Coordinate with vendors and stakeholders to ensure timely procurement of program, office, and operational supplies following IRC procurement procedures and donor requirements.
- Manage assets, inventory, rental vehicles, and warehouse operations for assigned districts.
- Provide administrative support to the field office and develop improved storage solutions such as warehousing.
- Enter data into ERP and BVA online systems, generate reports, and review monthly supply chain reports on fuel consumption, vehicle usage, and inventory tracking.
- Manage and support staff according to IRC guidelines.
- Generate and review PRTS and Commitment reports related to the KP office.
- Promote accountability and ensure compliance with IRCWAY policies and Core Humanitarian Standards for Quality and Accountability (CHS).

Required Qualifications:
- Minimum Bachelor’s degree in Supply Chain Management, Procurement, Logistics, Business Administration, Commerce, or related field; Master’s degree is advantageous.
- At least 3 years of relevant professional experience in supply chain, procurement, logistics, inventory, warehousing, and/or fleet management, preferably with an international NGO or development organization.
- Practical experience in procurement processes, vendor coordination, inventory management, asset tracking, warehousing, and distribution.
- Experience supporting field operations across multiple districts or geographically dispersed locations.
- Strong understanding of procurement policies, donor compliance requirements, and documentation standards.
- Proficiency in MS Excel, Word, and other standard office applications with the ability to maintain and analyze inventory and procurement records.
- Experience working in Khyber Pakhtunkhwa, particularly in the target districts, is preferred.

Preferred Qualifications and Additional Competencies:
- Strong organizational, coordination, communication, and problem-solving skills with the ability to take initiative.
- Ability to work independently, manage competing priorities, and meet tight deadlines.
- Excellent team supervision and interpersonal skills.
- Willingness and ability to travel frequently to project districts.
- Commitment to IRC’s Code of Conduct, safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), fraud prevention, and other organizational policies.
- Familiarity with the local dynamics of target districts, including culture, administration, health systems, and local development stakeholders, is an advantage.

Only shortlisted candidates will be contacted for interviews, which will be conducted on a rolling basis. All IRC employees are expected to uphold the organization’s core values of integrity, service, equality, and accountability, adhering to professional standards and safeguarding policies to ensure a safe and respectful working environment.
