The Senior Vice President (SVP) will provide strategic and operational leadership for Pakistan Single Window’s Data Management Office, ensuring robust governance, accountability, and sustainable delivery of enterprise data, business intelligence, and analytics capabilities. This role is responsible for translating organizational priorities into actionable data initiatives, strengthening delivery discipline, and integrating data governance, architecture, engineering, BI, analytics, and data services into a cohesive function. A key focus will be to establish a reliable, digital, and governed data reporting service that reduces reliance on manual reporting and field-based MIS processes. The SVP will assess ongoing initiatives within the first 30 days and present a prioritization and delivery plan to executive leadership. Working closely with the CEDO, CEO, business units, and technology teams, the SVP will provide leadership, performance transparency, and practical recommendations, primarily leading through functional teams while engaging directly on critical workstreams as needed.
Key Responsibilities
- Delivery, Performance, and Reporting: Lead the Data Management Office’s delivery portfolio by converting priorities into clear programs with defined milestones, owners, and dependencies. Establish delivery management mechanisms to monitor progress, risks, quality, and resources. Escalate issues to executive leadership and ensure realistic, measurable commitments supported by adequate capacity. Provide transparent reporting and continuous improvement through benchmarking and lessons learned.
- Data Governance and Quality: Implement and enforce the enterprise data governance framework, ensuring data ownership, stewardship, classification, access, and accountability. Define and maintain data quality standards and controls, promote consistent business definitions, and coordinate with legal, risk, and compliance teams to ensure regulatory adherence. Embed governance into systems and processes with effective forums and escalation mechanisms.
- Data Reporting, BI, Analytics, and Data Products: Develop a centralized, automated, and governed data reporting capability. Replace manual reporting with automated pipelines, standardized datasets, and self-service BI tools. Establish service levels for reporting quality and availability. Lead enterprise BI and analytics functions, promoting governed self-service and advanced analytics including AI and predictive modeling. Oversee development of reusable data services, APIs, and analytical products aligned with business needs.
- Data Function and Architecture: Translate data strategy into functional roadmaps and initiatives aligned with enterprise architecture. Oversee data architecture and engineering teams to ensure scalable, interoperable, and secure platforms. Manage data integration technologies and enforce standards for data models, pipelines, and lifecycle management. Address technical debt and platform risks proactively.
- Functional Leadership and Capability Building: Set professional standards, assess capability gaps, and recommend recruitment or development strategies. Foster leadership depth within the data organization and promote knowledge sharing and cross-functional collaboration. Provide objective assessments of functional performance and support resolution of organizational bottlenecks.
- Stakeholder and Business Engagement: Build strong relationships with business and technology stakeholders to align data capabilities with business requirements. Facilitate resolution of conflicting priorities and communicate complex data matters clearly. Capture stakeholder feedback to improve data services and promote data-driven decision-making.
- Portfolio, Resource, and Vendor Management: Maintain oversight of portfolio resources, dependencies, and capacity. Support resource prioritization and monitor vendor performance, ensuring clear deliverables and governance.
Required Qualifications
- Bachelor’s or Master’s degree in Computer Science, Information Technology, Data Science, Business Analytics, or related fields with a minimum of 16 years of education.
- At least 14 years of relevant professional experience in enterprise data, BI, analytics, or related technology functions.
- Proven senior leadership experience managing complex data or digital portfolios.
- Demonstrated success in improving delivery performance and establishing management discipline in complex environments.
- Experience implementing enterprise data governance and quality frameworks.
- Strong knowledge of data architecture, integration (ETL/ELT, APIs), and modern data management practices.
- Proficiency with BI and analytics platforms such as Power BI, Tableau, or Oracle Analytics.
- Working knowledge of SQL and analytical programming languages like Python or R.
- Understanding of AI/ML, advanced analytics, and responsible AI use.
- Familiarity with data security, privacy, access control, and information lifecycle management.
- Experience developing or managing data services, APIs, and reusable data assets.
- Background in large-scale technology, digital transformation, financial services, public sector, or trade environments is advantageous.
