This senior leadership role provides functional and operational oversight of the Pakistan Single Window’s Data Management Office. The position ensures the delivery of enterprise data, business intelligence, and analytics capabilities with strong governance, clear accountability, disciplined execution, and sustainable technical foundations. The role translates organizational priorities into actionable data initiatives and services, strengthens delivery discipline, enforces professional standards, and integrates data governance, architecture, engineering, BI, analytics, and data services into a cohesive function. A key focus is to establish a reliable, digital, and governed data reporting capability, reducing reliance on manual processes and enhancing data validation. Early priorities include assessing active initiatives, establishing delivery discipline, and operationalizing governance, with direct reporting to the CEO and collaboration with executive management and technology teams.
Key Responsibilities
- Lead the development and execution of data function roadmaps, translating strategy into clear delivery plans across governance, platforms, reporting, BI, analytics, and data services.
- Provide oversight of the Data Management Office’s portfolio, ensuring initiatives are prioritized by business value, strategic importance, and feasibility.
- Establish and enforce delivery management mechanisms, including progress tracking, risk escalation, and performance dashboards to ensure transparency and accountability.
- Operationalize and enforce the enterprise data governance framework, defining data ownership, stewardship, quality standards, and compliance with legal and regulatory requirements.
- Oversee data architecture and engineering capabilities to ensure scalable, interoperable, and reliable data platforms, including data warehouses, lakes, and integration technologies.
- Drive the transformation of manual reporting processes into automated, standardized, and governed digital services, promoting self-service BI and analytics.
- Lead the development of reusable data services, APIs, and analytical products, monitoring their adoption, quality, and business value.
- Provide senior professional leadership within the data, BI, and analytics disciplines, setting clear standards, assessing capability gaps, and fostering professional development.
- Build strong relationships with business and technology stakeholders to align data capabilities with organizational priorities and facilitate resolution of conflicting requirements.
- Manage portfolio resources and vendor relationships, ensuring clear deliverables, performance expectations, and risk management.
Required Qualifications
- Bachelor’s or Master’s degree in Computer Science, Information Technology, Data Science, Business Analytics, or related fields, with a minimum of 16 years of education.
- At least 14 years of relevant professional experience in enterprise data, business intelligence, analytics, or related technology functions.
- Proven senior leadership experience managing complex data or digital portfolios and improving delivery performance in transformation-focused environments.
- Strong expertise in data governance, data quality frameworks, data architecture, integration technologies (ETL/ELT, APIs), and modern data management practices.
- Experience with enterprise BI and analytics platforms such as Power BI, Tableau, or Oracle Analytics.
- Working knowledge of SQL and programming/analytical tools like Python or R.
- Understanding of AI/ML, advanced analytics, and responsible AI use in enterprise settings.
- Knowledge of data security, privacy, access control, and information lifecycle management.
- Experience developing or managing data services, APIs, and reusable enterprise data assets.
- Background in large-scale technology, digital transformation, financial services, public sector, or trade-related environments is advantageous.
