Tender Manager

Haroon Developments Pvt. Ltd. is looking for a seasoned Manager Tender to oversee the entire tendering and bidding process within the defence sector. This role involves identifying relevant tender opportunities, thoroughly reviewing tender documents, and coordinating inputs from various departments to ensure the timely and accurate submission of bids for defence-related construction and government projects. The ideal candidate will have a strong background in defence and government procurement procedures and be capable of managing multiple tenders under tight deadlines while maintaining confidentiality and integrity.

Key Responsibilities

- Manage the end-to-end tendering and bidding process, from identifying opportunities to final submission.
- Monitor PPRA, defence, government, and other relevant procurement portals to identify new tender opportunities.
- Review tender documents, including BOQs, specifications, eligibility criteria, and contractual terms.
- Collaborate with estimating, engineering, procurement, finance, and management teams to prepare comprehensive bids.
- Prepare and critically review technical and financial proposals to ensure competitiveness.
- Coordinate the collection of bid securities, earnest money, performance guarantees, and all required documentation.
- Conduct preliminary cost and commercial analyses to support competitive and compliant bidding.
- Maintain detailed and organized records of all submitted, awarded, and unsuccessful tenders.
- Track tender deadlines, clarifications, amendments, and bid openings to ensure timely responses.
- Liaise with relevant departments and authorities for tender clarifications and submissions.
- Uphold strict confidentiality regarding sensitive tender and company information.

Required Qualifications

- Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, or a related field.
- 5 to 8 years of experience in tendering and bidding, preferably with exposure to defence, government, or construction contractors.
- Strong knowledge of defence and government procurement procedures, including tender documentation.
- Experience working with BOQs, cost estimates, bid evaluations, contracts, and commercial proposals.
- In-depth understanding of PPRA rules and relevant government and defence tender processes.
- Proficiency in MS Excel and strong documentation skills.
- Excellent analytical, negotiation, communication, and coordination abilities.
- Ability to handle multiple tenders and meet strict deadlines effectively.
- High level of integrity, confidentiality, and attention to detail.

Preferred Qualifications and Benefits

- Bachelor’s degree is preferred.
- A minimum of 8 years’ experience in tendering is preferred.
- At least 4 years of experience specifically within the defence sector is preferred.
- The position is based in Lahore and requires in-person attendance.
