Test Manager - Morning Shift

The Test Manager role is pivotal in overseeing the operational management and governance of the Testing Capability function. This position ensures efficient service delivery, effective resource utilization, and adherence to governance standards while driving continuous improvement initiatives. Acting as the central coordination point for testing services across projects, products, and business-as-usual activities, the Test Manager collaborates closely with senior stakeholders, delivery teams, and testing leadership to support organizational goals. The role also champions quality outcomes by advancing testing practices, automation, and quality engineering frameworks.

Key Responsibilities

- Lead the design, implementation, and ongoing enhancement of testing engagement workflows, intake processes, and service request mechanisms.
- Serve as deputy to the Senior IT Test Manager and Portfolio Test Manager in operational, delivery, and governance forums.
- Own the operational delivery of the Testing Capability service, ensuring service levels are consistently met.
- Manage testing demand intake, prioritization, and distribution across diverse testing teams, including project, product, permanent, contract, and outsourced resources.
- Maintain 3, 6, and 12-month forecasts for testing demand and capacity, identifying resource constraints, risks, and escalation points.
- Support business case development and workforce planning to meet test resource requirements.
- Produce monthly Test Capability reports, operational dashboards, and service metrics to track performance.
- Lead Test Leadership meetings, maintain RAID logs, and track improvement actions.
- Monitor and report on test demand, utilization, quality KPIs, defect leakage, and overall service performance.
- Support audit, governance, compliance, and assurance activities related to testing.
- Coordinate test tool administration, including licensing, procurement, and platform support.
- Manage testing SharePoint repositories, documentation libraries, and knowledge management processes.
- Facilitate onboarding, training, and enablement programs for testing personnel.
- Drive testing capability improvement initiatives and transformation activities.
- Promote adoption of AI-enabled testing solutions, test automation, non-functional testing, and quality engineering practices.
- Advocate for standardization, governance, and best practices across the testing function.

Required Qualifications

- Bachelor’s degree in Computer Science, Software Engineering, Information Technology, Business Administration, or a related field.
- Over 10 years of experience in QA or technology leadership roles.
- Proven track record managing multiple client engagements, programs, or portfolios.
- Demonstrated success leading large cross-functional teams and developing senior leaders.
- Extensive experience in Test Management, Test Operations, or Testing Capability leadership roles.
- Strong understanding of testing methodologies, governance frameworks, and service delivery models.
- Expertise in test demand management, resource planning, and capacity forecasting.
- Experience producing operational reports, quality metrics, and executive dashboards.
- Hands-on experience with test management and collaboration tools such as Azure DevOps, Jira, SharePoint, or similar platforms.
- Knowledge of test automation, non-functional testing, and quality engineering practices.
- Experience managing testing tools, licenses, repositories, and documentation platforms.
- Familiarity with AI-enabled testing capabilities and emerging testing technologies.
