Relief International (RI), a global non-profit organization dedicated to supporting communities affected by climate change and disasters, is seeking a Wellbeing Centre MHPSS Officer to lead mental health and psychosocial support (MHPSS) service delivery at one of its RISE wellbeing centers in Pakistan. The role involves providing psychological care, structured psychosocial support, and referrals, ensuring accessible and confidential services for vulnerable populations. The Officer will supervise support staff, coordinate with mobile teams and specialist providers, and maintain high standards of care across eight districts. This position operates within a collaborative framework that emphasizes community resilience, inclusion, and evidence-based programming.
Key Responsibilities
Centre Operations and Equitable Access: Organize daily schedules, appointments, and safe reception with the support of the Wellbeing MHPSS Assistant. Ensure private consultation spaces and group areas uphold confidentiality, safeguarding, and urgent escalation protocols. Communicate center services, eligibility, and voluntary participation clearly, adapting access for women, girls, persons with specific needs, and other vulnerable groups. Coordinate appointment capacity and prioritize cases using approved criteria to balance demand and quality care.
Psychological and Psychosocial Services: Conduct consent-based psychological assessments of distress, functioning, strengths, and support needs within professional competence. Develop and review care plans under clinical supervision. Deliver individual and group psychosocial support, counselling, and focused psychological interventions following established protocols and training. Facilitate family, caregiver, and adolescent wellbeing activities with appropriate consent. Refer cases requiring medication or medical assessment to qualified clinicians.
Referral, Risk Response, and Continuing Care: Identify urgent mental health or safeguarding concerns and consult clinical supervisors promptly. Implement crisis pathways and support safe handovers without managing complex risks independently. Coordinate referrals with psychiatrists and referral officers, considering protection risks and arranging alternative care when necessary. Maintain continuity of care for participants referred by mobile clinics and hotlines, ensuring safe follow-up and appropriate case closure under supervision.
Team Supervision and Quality Improvement: Oversee the Assistant’s reception, administrative, and support tasks, providing coaching and clear role boundaries. Participate in clinical supervision and case reviews, monitor intervention fidelity, and use feedback to enhance service quality. Support staff learning, community awareness, district coordination, and emergency preparedness. Facilitate referral of crisis cases into routine MHPSS care post-emergency.
Records, Accountability, and Safeguarding: Maintain accurate, secure clinical and activity records using approved systems with coded identifiers. Provide de-identified reports to MEAL on participant engagement and outcomes. Uphold confidentiality and safeguarding policies, explaining limits to participants and ensuring voluntary participation without coercion. Report concerns promptly through designated channels.
Professional Conduct and Teamwork: Adhere to RI’s Code of Conduct, including prevention of sexual exploitation, abuse, and harassment. Participate in staff wellbeing and learning activities, follow security protocols, and perform duties within professional competence.
Required Qualifications
A Master’s degree in Clinical or Counselling Psychology, or a Psychology degree with recognized postgraduate clinical training and supervised practice relevant to the role. A minimum of four years’ experience in psychological or MHPSS services, including supervised individual and group casework. Proven competence in psychological assessment, counselling, structured interventions, risk identification, and safe referral within a non-prescribing scope. Experience managing service schedules and supervising support staff while maintaining clinical and administrative responsibilities. Strong understanding of informed consent, confidentiality, safeguarding, digital documentation, and professional boundaries. Proficiency in Pashto, Urdu, and English, with the ability to provide services in local languages and travel within assigned districts.
Preferred Qualifications
Training and supervised practice in focused psychological interventions, Psychological First Aid, or family and adolescent support. Experience working in wellbeing centers, humanitarian programs, community mental health, or integrated referral services. Familiarity with MHPSS outcome measures, participant feedback mechanisms, and quality improvement processes.
