Relief International (RI), a global non-profit organization working across 15 countries in Africa, Asia, and the Middle East, is seeking a Wellbeing Centre MHPSS Officer to lead mental health and psychosocial support services at designated RISE wellbeing centers in Pakistan. The role involves providing psychological care, structured psychosocial support, and referrals, ensuring accessible and confidential services for vulnerable populations. The Officer will supervise support staff, coordinate care with mobile teams and specialist providers, and contribute to community resilience through evidence-based, conflict-sensitive, and climate-smart programming. This position is open on a rolling basis and will be filled once a suitable candidate is identified.
Key Responsibilities
Centre Operations and Equitable Access: Organize daily schedules, appointments, and safe reception areas with the support assistant. Maintain private consultation rooms and group spaces, ensuring confidentiality, safeguarding, and urgent escalation protocols. Communicate center services, eligibility, and feedback options clearly, adapting access for women, girls, persons with specific needs, and other vulnerable groups. Coordinate appointment capacity and prioritize cases using approved criteria without compromising care quality.
Psychological and Psychosocial Services: Conduct consent-based psychological assessments of distress, functioning, and support needs within professional competence. Develop and review care plans under clinical supervision. Deliver individual and group psychosocial support, counselling, and focused psychological interventions following approved protocols. Provide family, caregiver, and adolescent wellbeing activities with appropriate consent. Refer cases requiring medication or medical assessment to qualified clinicians.
Referral, Risk Response, and Continuing Care: Identify urgent mental health or safeguarding concerns and consult clinical supervisors promptly. Implement crisis pathways and ensure safe handovers. Coordinate referrals with psychiatrists and referral officers, considering mobility and protection risks. Arrange mobile, home-based, or remote alternatives as needed and monitor referral completion. Maintain continuity for participants referred by mobile clinics and hotlines, managing follow-up and case closure under supervision.
Team Supervision and Quality Improvement: Supervise the Wellbeing MHPSS Assistant’s tasks, providing coaching and clear boundaries to prevent unauthorized clinical activities. Participate in clinical supervision, case reviews, and service quality monitoring. Use feedback to enhance service delivery and request specialist support when necessary. Support staff learning, community engagement, district coordination, and emergency preparedness.
Records, Accountability, and Safeguarding: Maintain accurate clinical and activity records using approved, secure systems with coded identifiers. Provide de-identified reports to MEAL teams on participant data and outcomes. Uphold confidentiality, safeguarding policies, and RI’s conduct standards. Ensure voluntary participation and respect for individuals’ rights to decline activities without losing access to other services.
Professional Conduct and Teamwork: Adhere to RI’s Code of Conduct and policies preventing sexual exploitation, abuse, and harassment. Participate in staff wellbeing and learning activities, follow security procedures, and perform duties within professional competence.
Required Qualifications
A Master’s degree in Clinical or Counselling Psychology, or a Psychology degree with recognized postgraduate clinical training and supervised practice relevant to the role. A minimum of four years’ experience in psychological or MHPSS service delivery, including supervised individual and group casework. Proven competence in psychological assessment, counselling, structured interventions, risk identification, and safe referral within a non-prescribing scope. Experience managing service schedules and supervising support staff while maintaining clinical and administrative responsibilities. Strong understanding of informed consent, confidentiality, safeguarding, digital documentation, and professional boundaries. Proficiency in Pashto, Urdu, and English, with the ability to provide services in local languages and travel within the district as required.
Preferred Qualifications and Experience
Training and supervised practice in focused psychological interventions, Psychological First Aid, or family and adolescent support. Experience working in wellbeing centers, humanitarian programs, community mental health, or integrated referral services. Familiarity with MHPSS outcome measures, participant feedback mechanisms, and service quality improvement processes.
