OVERVIEW OF POSITION

Action Against Hunger is a globally renowned organization in taking innovative approaches to reduction of hunger and malnutrition.  As an organisation focused on ending world hunger, Action Against Hunger is primarily focused in Pakistan on ending nutrition insecurity both by addressing immediate and underlying causes. Action Against Hunger believes that sustainability of our actions, relies on close engagement and collaboration with the Government of Pakistan. Action Against Hunger considers Government of Pakistan as an ultimate stakeholder when it comes to dealing with reduction of hunger and malnutrition in all its form. In this regards, Action Against Hunger consider it necessary that the key stakeholders have profound understanding of the framework in which we are working, be able to provide workable solutions to the government in an advisory role, advise on improvements to the frameworks/policies from a technical perspective and support review of implementation of policies by the Government.

Objective 1

Provide accurate and relevant security analysis and current risk assessments to ACTION AGAINST HUNGER teams.

Tasks & responsibilities

1.     Monitor daily and weekly security incidents in the operating area in order to identify areas of increased risk to ACTION AGAINST HUNGER teams or current security trends.

2.     Discuss with Chief of party and ACTION AGAINST HUNGER teams on a daily basis the current security threats, change in the context and potential significant security trends.

3.     Establish an overall understanding of ACTION AGAINST HUNGER operations in the area so that all analysis is relevant to ACTION AGAINST HUNGER operations.   Effectively integrate with ACTION AGAINST HUNGER teams in order to ensure a close working relationship at all levels, enhancing the ability for a continuous safety and security management structure to remain in place.

4.    Submit weekly security reports to Security Coordinator utilizing existing ACTION AGAINST HUNGER templates and tools

5.     Determine current risks that ACTION AGAINST HUNGER teams are exposed to and discuss this data with the Security Coordinator’s own assessments.   With Security Coordinator, compile the monthly Risk Assessment for ACTION AGAINST HUNGER teams.

Objective 2

Assist with the development of Security plan and play key role in ensuring daily implementation.

Tasks & responsibilities

1.        Provide relevant and specific input based on local, regional and national knowledge to the Security Coordinator so as to ensure the local Security plan addresses the threats present to ACTION AGAINST HUNGER teams.

2.    Construct the Security plan (to include SOPs) with Security Coordinator and review every 6 months with the Security Coordinator or as contextual shifts dictate.

3.    Assist the chief of Party and Security Coordinator with ensuring the rules, regulations and SOPs of the local Security plan are adhered to by all ACTION AGAINST HUNGER staff. Be prepared to assist the Security Coordinator and Chief of Party with review and resolution of internal security incidents.

Objective 3

Conduct security assessments of ACTION AGAINST HUNGER sites, program areas and areas as required or directed by Security Coordinator.

Tasks & responsibilities

1. Conduct security assessments of all ACTION AGAINST HUNGER operational working areas and premises, utilizing existing tools and templates and alongside the Security Coordinator.  This list includes but is not limited to:

a.    ACTION AGAINST HUNGER residences, offices and warehouse

b.    Areas frequented by ACTION AGAINST HUNGER teams for business or leisure

c.     New programming areas or office/residence locations as determined by Coordination team

2.    Maintain the current database of security assessments and provide specific recommendations to the Chief of Party and Security Coordinator based on these assessments.

3.    Review the database of security assessments on a monthly basis in order to determine if current SOPs, rules and regulations are relevant to current assessments.   Move to these locations as often as possible each month in order to maintain the current contextual situation of each of ACTION AGAINST HUNGER’s field locations.

Objective 4

Support field level operations and Liaise directly with community and security specific actors in the region.

Tasks & responsibilities

1.        Meet with local community members, community leaders and other specific civilian actors in order to gain an accurate understanding of the areas in which ACTION AGAINST HUNGER teams operate and promote active acceptance through specific measures as defined by the Safety and Security Advisor.

2.        Attend local INGO security coordination meetings in order to gain additional information pertaining to safety and security concerns of INGOs operating in the area.

3.       Liaise on a frequent basis with local and provincial authorities in order to make all parties aware of ACTION AGAINST HUNGER’s current operations and develop working relationship aimed at building acceptance of the local and provincial government towards ACTION AGAINST HUNGER.

4.       To maintain strong coordination and working relationship with all concerned departments in order to get support and worked related to NOC, MOU, LOUs etc.
