Technical Program Manager

OVERVIEW OF POSITION

This position is part of the management team of the EU-funded Programme for Improved Nutrition in Sindh (PINS), nutrition specific project also known as ER2, covering 10 districts of Sindh as per of the Accelerated Action Plan for Malnutrition and Stunting in Sindh. This is a consortium based project with three co-applicants (RSPN, PPHI and Concern Worldwide) and a range of other partners. The position will require close liaison with the relevant Government of Sindh counterparts. This position is a nutrition specific technical position, with a strong role in ensuring that ER2 is delivering as per agreed standards. This position will provide technical support to partners to ensure that projects are implemented without any deficiency. This position will strengthen the program through identification of challenges and addressing them at field level with consultation of technical teams at capital level. Under the guidance of Senior Program Coordinator, this position will deliver team management and technical leadership to staff seconded to the government departments. This position will also be supervising a number of positions seconded to the government, to ensure that there is smooth flow of information with regards to PINS ER2 progress, identification of any challenges that partners are facing and suggesting solutions. This position will also be responsible to ensure synergies with government policies. The position will report any changes in the policies of government with regards to malnutrition and suggest corrective measures for adaptation.

OBJECTIVES

Objective 1

To provide technical leadership of PINS ER2

Tasks & responsibilities

·         Lead the technical working group of CMAM for PINS ER2

·         Participate and represent PINS ER2 in Nutrition Task Force P&D, DoH, LHW Program or any other department.

·         To communicate and provide summary of any anticipated change in the policies of government and take adaptive measures for PINS ER2.  

·         Ensure review of program with regards to national protocols of CMAM and ensure that the relevant tools and MOVs are in place.

·         Identify gaps across implementation with regards to Nutrition programing (including that of partners), and implement capacity building to fill gaps;

·         Utilise information from monitoring tools to further improve implementation;

·         Conduct regular field visits, including to troubleshoot;

·         Ensure that the supply chain for treatment and outreach remains intact

Objective 2

To lead technical positions of PINS ER2 including those of partners

Tasks & responsibilities

·         Recruit, mentor and manage human resources related to technical secondments to the GoS.

·         Provide regular capacity building opportunities for staff and partners;

·         Ensure timely review of staff skills as per global updates;

·         Management of secondments, and their oversight to ensure that PINS is rightly represented in all relevant circles.

Objective 3

To engage in proactive liaison and representation of Action Against Hunger across the province

Tasks & responsibilities

·         Map and proactively engage stakeholders to ensure smooth implementation;

·         Actively meet with PPPs engaged by government t of Sindh to manage health facilities in the 10 districts and provide an updated situation analysis.

·         Identify, establish and nurture external relations to support the programme and mission;

·         Prepare briefings and presentations for relevant meetings;

·         Ensure that project related information decimation events are conducted as per planning.

·         Prepare and share timely notes of engagement conducted and planned.

·         To support compilation of data, monthly, quarterly, annual reports.

Objective 4 (Gender)

To ensure inclusion across programming and within/by the team

Tasks & responsibilities

·          Support mission level qualification for gender marker;

·          Encourage inclusion within recruitment, training and promotion;

·          Ensure inclusion within programme planning, implementation and reporting;

·          Identify and mentor gender focal points in coordination with HR.

POSITION REQUIREMENTS

Mandatory

·         Master's degree in Human Nutrition, Public Health, Public Health Policy or relevant field with minimum 06 years of overall experience with 04 years in relevant field in development sector. OR Bachelor's degree in relevant field with minimum 08 years overall expereince with 06 years in relevant field in development sector             

·         Good written and verbal communication in English;

·         Nutrition specific or public health qualification;

·         Experience working in nutrition specific or public health roles;

·         Experience working within complex matrix based organizational structures;

·         Strong networking skills;

·         Excellent interpersonal skills

·         Good resource and time management skills

·         Supervisory and managerial skills with proven ability to manage a demanding workload

·         Computer literate, knowledge of MS Word and Excel required

·         Experience working in Sindh

·         Willingness to travel frequently

Preference

·         Sindhi language skills;

·         Experience with EU grants;

·         Experience within a large national or international organization;

·         Experience working in development projects

·         Experience working closely with Government of Sindh.
