Headed country-wide finance function of organization and examined multiple projects funded by the DFID, ADB, and World Bank. Functioned in close collaboration with the Group Treasury (UK Office) to reconcile and share bank statements, forecast vs. actual expenditure against reports, variance analysis, and 12 monthly rolling cash forecast and obtain guarantees and insurances.

Direct design and implementation of new ERP DELTEK MACONOMY, such as advising possible designing options, training finance and procurement sections, briefing steering committee on progress, and updating the post implementation analysis. Steer meetings with Regional Office Dubai to share country results and deliver presentations on Pakistan/Region specific relevant meeting agenda points. Administer fund flow to facilitate country office in processing financial transactions for projects’ activities. Distribute and deliver summary level country financial results with the Regional Finance Manager and Country Accountants of Middle East South Asia (MESA) Region on a monthly basis.
• Delivered excellent first rate support to local partners in raising invoices under projects funded by ADB and World Bank and advice Project Managers at Head Office (UK) in budgeting, forecasting, and monthly invoicing.
• Formulated annual branch budget and finalized the country level six months rolling cash forecast on a monthly basis to identify and collate cash requirements of all the projects.
• Facilitated procurement section of the DFID funded projects in directing micro feeders, pre-mix, CSOs, media campaign management and other project specific national and international procurements.

Expertly revised and finalized country-wide books of accounts forwarded by field Finance Officers and monitored adjustment journals to be uploaded into accounting system and Microsoft Great Plains (MGP). Presented support to Grants Section in overseeing grants received by accomplishing risk assessment procedures, examining partner capacity, assessing progress of the projects and donor reporting, and assuring grants contracts compliance.
• Administered payables section to process all payments to partners, consultants, vendors and staff members on a timely basis and in accordance with all relevant guidelines of Concern Worldwide and the donors.
• Served as an integral role as a Leader for coordinating four ECHO grants audits, external audit concern 2014 (By EY Pakistan), and EU audits (By Moores Stephens).

Procurement / HR Support
• Positioned as a member of the procurement committee to manage procurement and human resource process.
• Held the credit for managing various HR functions, such as initial shortlisting, preparation of written tests, marking scripts, and conducting interviews for final selection of head office/field based Finance/Grants positions.

Played a key role as a Senior Financial Accountant for a leading Donor Agency in Pakistan and held the credit for controlling ERP, CIDA funds management, supervising fund reporting and Regional office in the Afghanistan.

Directed ERP system – SAGE ACCPAC and designed financial processes while following CIDA financial management/ reporting guidelines and manual. Examined and revised financial reports of PAGE, CFLI, START, BRF, and other sub projects.
• Produced and retained proper records of all bank, cash receipts, payment vouchers, budgets, forecasts and cash projections for PSU & CIDA funds, and assured safe custody of cheque books and other bank documents.
Funds Management, Advance Requests and Disbursements and Reporting
• Requested financial encumbrances from CIDA Headquarters through the CIDA officers at the CHC to ensure timely availability of funds for CIDA Projects.
• Generated CIDA PSU annual financial statements and provided disbursements to local executing agency, sub projects, and local and international consultants as per CIDA policies & guidelines.

• Created invoices of recoverable & non-recoverable services for CIDA missions and internal and external clients.
Communication, Coordination, Presentations, Supervision and Technical Advice
• Headed a staff in finance, mission coordination, administration, logistics and program implementation sections and delivered presentations to CIDA (DFATD) officers on accounting, financial and administrative procedures.
• Presented technical assistance to the management in identifying and resolving financial accounting and reporting issues to CIDA officers, fund coordinators, and implementing partners.
Procedures Manuals Management and Audits
• Liaised with PSU external local and Canadian auditors to respond to the auditors’ queries and observations and update PSU procedures manuals, work plans, cost recovery rates, and travel guidelines.
