As Operations Design & Planning Specialist (ODPS), on a programme management position, I have been reporting to Director General (National Socio-Economic Registry) on designing and operational implementation of the national registry. Besides NSER, I have also worked with other wings at BISP for the smooth integration of the registry into beneficiary programme designs and implementation. Major responsibilities and achievements include:
·        Technical contact point on NSER survey design, survey implementation, data integration, data sharing.
·        Prepared dynamic registry’s initial concept; led the design and taking it forward for national-level implementation through BISP tehsil level presence of approximately 500 Ehsaas Registration Centres.
·        Designed and developed training material, trained lead trainers of BISP, National Commission for Human Development and Pakistan Bureau of Statistics and designing cascade training model’s implementation plan.
·        Spearheaded national level teachers training programme of NSER and, through a cascade training model, trained more than 30,000 staff members of all regional/provincial education departments as survey field supervisors, IT support officers, enumerators and listers.
·        Design teachers training assessment mechanism and performed quality assurance of the training activity through a team of field operations associates.
·        Updated the National Socio-Economic Registry (NSER) Operations Manual as per design changes in the survey methodology.
·        Prepared design and technically led the implementation of the Ehsaas Registration Centre (ERC) project for national level rollout.
·        Designed and implemented regular monitoring system of Ehsaas Registration Centres and reporting mechanism to field offices for corrective measures
·        Developed data validation checks for NADRA and BISP data integration
·        Developed requirements of Survey Data Collection, Back-end Support System and Android Tablet Applications for the teachers-based census in KP, AJ&K, GB and a few districts of Punjab

Working closely with the WHO Division of Pacific Technical Support (DPS) in Suva, Fiji and the Republic of Marshall Islands Ministry of Health and Human Services, I have developed the data collection instruments, supervised data collection, performed data analysis, prepared individual health worker portfolio and drafted assessment report to improve the workforce management, succession/HR planning, gender mainstreaming, and effective use of human resource information systems (HRIS).
The data collection used a census survey approach where personal interviews and self-administered questionnaire methods were applied for collecting data on the following points:

Density (Health worker density, Health worker density at sub-national level)
Activity (Health worker density by activity level, Activity ratio)
Demographic characteristics (Distribution by sex, Distribution by age, Median age of health workers, Dependency on foreign health workers)
Distribution (Health worker distribution by facility/ institution ownership, Health worker distribution by facility type, Geographical distribution of health workers)

With the support of the World Health Organization and Divisional Health Teams of Fiji Ministry of Health and Medical Services, Fiji College of Nursing, and Fiji Nursing Council, I have performed consultations in all divisions and designed a licensing and registration system for nurses. This system covers their licensing and registration records along with having a complete track of health professionals\' continuing professional development and education points for licensure renewal and practice.

Duties and Responsibilities:
Under the direction of the Chief of Party, as an M&E Specialist, I was responsible for assisting the USAID/Pakistan Program Office and MSI technical teams in planning, designing, and implementing evaluation studies. My primary responsibilities included:

Advice on evaluation designs, data collection instruments, and analysis to be performed by USAID/Pakistan.
Help technical teams develop/articulate the program theory of change or development hypotheses and critical assumptions.
Provide technical support in the preparation of evaluation and assessment related scope of work.
Support in designing and conducting baseline studies, institutional assessments, and large-scale surveys.
Support in developing and implementing quasi-experimental evaluation designs or fully randomized research trials.
Convene adaptive learning sessions with USAID/Pakistan staff on evaluation designs.
Track and analyze the data gathered and suggest ways to improve USAID/Pakistan’s indicator tracking and terminal performance reporting.
Review of technical information and prepare draft reports that meet PERFORM and USAID reporting standards (ADS guidelines).
Conduct data quality assessments, identify appropriate performance indicators, and assist in training USAID staff and implementing partners.
On a quarterly basis, work alongside the Mission’s M&E Specialists to update the Mission’s Performance Monitoring Plans, progress tracking against DOs, and IRs (under the Mission’s Strategic Results Framework including Operational Framework).

Evaluation of Distance & Flexible Learning Program
The online distance flexible learning (DFL) program review was carried out in order to see the adaptability of the platform to changing technologies, public health information, course contents, and teaching techniques. The review cycle looked at three essential aspects, which include students, faculty and the learning management system (including the quality of instruction learning). The review implemented exploratory surveys with current and alumni students, faculty members and in-depth assessment of the LMS. It helped the DFL platform in a thorough revision of its systems, which was first since its establishment.

My job was focused on Sampling Surveys, Tools Development, Survey Implementation, Quantitative and Qualitative Analysis, and Reporting for different short term consulting assignments. I have completed over 30 M&E consultancy projects by either leading teams or taking part as a team member in various activities. My main achievements included:

Spearheaded the implementation of research surveys, 3rd party monitoring, spot-checking in multiple monitoring, evaluations, impact assessments, and organizational review consultancies.
Prepared TORs for consultants’ engagement as well as the development of MOUs for outsourcing or consortium/alliance building for different consulting assignments.
Developed liaison with the consulting clients, potential JV/consortium members, donor organizations, and project level stakeholders for creating linkages and building relationships for planning and execution of consultancies.
Worked with teams on performing spot checks, beneficiary feedback surveys, operational reviews, impact evaluations, and organizational capacity assessment.
Provided feedback to clients as course corrections in programme design and implementation.
Prepared training manuals and capacity building of various professionals of development sector organizations.
As an M&E specialist, worked with clients in understanding program logic, development of ToC, designing evaluation questions and indicators and suggesting appropriate evaluation designs.
