Being a monitoring & evaluation, collaborative learning and ICT professional, in the last 15 years of professional journey, with more than 50 consulting assignments, large scale portfolio, and program evaluations, country-level assessments, and research assignments in 10 countries, I had a chance to repertoire a variety of research and MEAL techniques. I have developed and implemented monitoring, evaluation, and learning systems for projects. Specifically, I have designed MEL plans, documented their processes, trained staff and partners in MEL system implementation, coordinated all data collection efforts, ensured data quality, process and analyzed the data for donor reporting, adaptive management, and learning purposes, and provided oversight support to external evaluators.


Besides my role as MEL professional for projects, I have also worked as an external evaluator for several assignments. Understanding evaluations or assessments scope of work, devising appropriate research methodologies, creating a framework of integrated interviewing instruments, drawing representative samples, leading survey operations or conducting qualitative data collection exercises, designing inductive, deductive and abductive coding structures, performing quantitative and qualitative analysis, facilitating debriefs, preparing data-intensive infographics and report writing are my niche.


During my professional career, I have worked on several baselines, end evaluations, results-based assessment, impact assessments, training needs assessment, business analysis and information system designing and development projects with a variety of clients including WHO, USAID, Pacific Online Learning Health Net, UNICEF, Care International, Oxfam GB, Oxfam Novib, Plan International, Asia Foundation, Islamic Relief, WWF, Fiji National University and several other prestigious institutions including Government of Pakistan (Ehsaas), Fijian Ministry of Health, FSM Health Department, Palau Ministry of Health and Health Ministry of the Republic of the Marshall Islands.


I have worked for projects in Pakistan, Fiji, Federated States of Micronesia, Palau, Tuvalu, Republic of the Marshall Islands, Vanuatu and PNG. My roles were focused on sampling surveys, survey implementation, report writing, tools development, data analysis, baseline surveys, impact evaluations, outcome surveys, targeting surveys, operational reviews, spot checks and process evaluations covering 13 different sectors including Social Safety Nets, Health, Education, Agriculture and Irrigation, Women Empowerment, Child Rights, Conditional and Unconditional Cash Transfers, Disaster Risk Reduction, Electoral Process Evaluation, Livelihood Programs, Climate Change, Water and Sanitation, Governance, and Technical/ Vocational Training. Having proficiency in English and several other regional languages, I can speak to broader audiences irrespective of the confinements of linguistic affiliations.

As Operations Design & Planning Specialist (ODPS), on a programme management position, I have been reporting to Director General (National Socio-Economic Registry) on designing and operational implementation of the national registry. Besides NSER, I have also worked with other wings at BISP for the smooth integration of the registry into beneficiary programme designs and implementation. Major responsibilities and achievements include:
·        Technical contact point on NSER survey design, survey implementation, data integration, data sharing.
·        Prepared dynamic registry’s initial concept; led the design and taking it forward for national-level implementation through BISP tehsil level presence of approximately 500 Ehsaas Registration Centres.
·        Designed and developed training material, trained lead trainers of BISP, National Commission for Human Development and Pakistan Bureau of Statistics and designing cascade training model’s implementation plan.
·        Spearheaded national level teachers training programme of NSER and, through a cascade training model, trained more than 30,000 staff members of all regional/provincial education departments as survey field supervisors, IT support officers, enumerators and listers.
·        Design teachers training assessment mechanism and performed quality assurance of the training activity through a team of field operations associates.
·        Updated the National Socio-Economic Registry (NSER) Operations Manual as per design changes in the survey methodology.
·        Prepared design and technically led the implementation of the Ehsaas Registration Centre (ERC) project for national level rollout.
·        Designed and implemented regular monitoring system of Ehsaas Registration Centres and reporting mechanism to field offices for corrective measures
·        Developed data validation checks for NADRA and BISP data integration
·        Developed requirements of Survey Data Collection, Back-end Support System and Android Tablet Applications for the teachers-based census in KP, AJ&K, GB and a few districts of Punjab

With the support of the World Health Organization and Divisional Health Teams of Fiji Ministry of Health and Medical Services, Fiji College of Nursing, and Fiji Nursing Council, I have performed consultations in all divisions and designed a licensing and registration system for nurses. This system covers their licensing and registration records along with having a complete track of health professionals\' continuing professional development and education points for licensure renewal and practice.

Duties and Responsibilities:

Evaluation of Distance & Flexible Learning Program
The online distance flexible learning (DFL) program review was carried out in order to see the adaptability of the platform to changing technologies, public health information, course contents, and teaching techniques. The review cycle looked at three essential aspects, which include students, faculty and the learning management system (including the quality of instruction learning). The review implemented exploratory surveys with current and alumni students, faculty members and in-depth assessment of the LMS. It helped the DFL platform in a thorough revision of its systems, which was first since its establishment.
