Monitoring of construction activities as per the requirements of the IEE (Initial Environment Examination), Environmental Documentation Forms (EDFs) and Environmental Assessment (EA) of the project.  Monitor HSE Compliance procedures in according to the Quality Assurance and Progress Monitoring Plan.  Monitor the compliance with national and international legislation related to the environment and with USAID environmental safeguards polices.  Monitor on site as per carried out for each contract package as per the corresponding EMMP.  Reporting frequency of Environmental Compliance Monitoring status on daily, weekly, monthly and yearly to the donor USAID.  Conduct daily site activity visits to check HSE compliance and non-compliances against Safety policies and procedures of the donor (USAID) &SEPA 2014 Act.  Monitor the all HSE processes and procedures are implemented and standardized during construction activities at site.  Works closely with Engineering and Facilities on special projects involving plant construction, equipment design, and hazardous assessments.  Assists in all aspects of incident investigation including verifying root cause and approving the implementation of preventative actions  Monitor emergency response systems, policies and procedures are in place to manage emergency situations.  Monitor all Federal, State, and Local permits in current and valid condition.  Monitor Chemical Hazardous waste program including chemical accumulation and accumulation area inspections as per related MSDS sheets.  Maintains current working knowledge of all applicable HSE regulations.  Maintains all necessary training and licensing to function as a signing authority on all HSE matters.  Other duties and projects as assigned by Managements

Manage and implement the project HSE strategy, HSE management plan, and management system for the project which aligns with the client corporate, IFCs expectations and performance requirements.  Project\'s performance is both controlled and improved in line with identified and agreed project HSE targets.  Ensure that baseline health impact assessments are carried out in accordance with the requirements of IFCs performance standards  Ensure the implementation of specific HSE training programmes in line with the project training and competency matrix.  Ensure project HSE induction programmes are implemented for the project workers and visitors.  Conduct incident investigations for project related incidents and participate in appropriate root cause analysis.  Review and oversee the development of Client / Contractor Company interfacing requirements including emergency response systems and planned emergency drills and exercises.  Evaluate contractual requirements and co-ordinate the interactions with subcontract companies with respect to the alignment of HSE systems, targets, performance and expectations.  Monitor all conservation and protection programs and maintain hygiene at facility at all times and prepare required status reports.  Participate in all site safety committees and analyze all job hazard activities and ensure compliance to all OSHA guidelines and perform audit on all activities.  Prepare all HSE training program according to required regulations and prepare schedule of all training programs and ensure all employees receive appropriate training and participate in various committee meetings for site.

Responsible for Supervision of all operation of the City Solid Waste System including scheduling and management of all employees.  Fleet Management including verification of log books of vehicles  To supervise the working of foremen, muqadams and sanitary workers for Cleaning, Collection and disposals of Solid Waste.  Ensure Collection of Garbage from collection points daily twice a day and street sweeping.  Collection and reporting of Bench Marking Data and GIS Data.  Prepare a pay roll documents for all solid waste employees including their leave summaries.  Analyze and existing and proposed Solid Waste handling methods with efforts for improvement.  Establish equipment, building and capital improvements schedules for depreciation and amortization.  Ensure attendance is held and monitored twice a day of Sanitation Staff.  Ensure disposal sites are managed in environmentally responsible way as managed in dump sites.  Landfill sites are properly managed and reported for any non-compliance of Environmental protocol and environmental policy.  Prepare work plan and implicated in city.
