Provide technical engineering support to the Programme Field Engineers to ensure that all WASH infrastructureconstructed under the Programme conforms to Government regulations, the Programme Implementation Manual(PIM) and other approved guidelines.Support in the development, execution and oversight of the operational field level planning and construction of theProgrammes WASH infrastructure.Provide strategic and operational direction to field teams in sustainable low cost latrine construction technologies andlow cost water treatment solutions.Undertake regular field visits for supportive supervision of Programme Field Engineers to ensure that the WASHinfrastructure is constructed in line with the Programme Implementation Manual (PIM) and other approved technicalguidelines, in an effective and timely way and to a high professional standard.Lead in capacity building by designing necessary trainings and other capacity building initiatives for the ProgrammeField Engineers, community organizations, Programme affiliates to improve overall Programme implementation.Lead in the management of innovations related to water interventions proposed under the Programme.Coordinate closely work with local government, PHED, implementing partners and local communities forimplementation of sanitation system and wetlands as per the protocols agreed with GoS.Identify technical improvements and adaptations to the WASH infrastructure through regular reviews in order toenhance impact and develop the PIM accordingly.Work closely with the PINS ER-3 Monitoring and Evaluation Team and the Knowledge Management Officer to developlearning and knowledge products which document findings, lessons learned and policy papers.Maintain close coordination with Provincial Local Government Department, the PHED and other stakeholders Any other assignment / tasks given by the Supervisor / RSPN Senior Management.

• Conduct technical assessments and data analysis.
• Provide overall follow up and supervision of the engineering works related to the project.
• Inspect all WASH Infrastructure and FSL schemes and provide certification reports
• Develop Bills of Quantities (BoQs), and tender documents
• Develop technical resources (e.g. strategic framework, standard operating procedures (SOPs), and manuals) to guide WASH Infrastructure interventions, along with field specific observations.
• Conduct training\'s for project staff and WASH committees.
• Infrastructure monitoring, operations, and maintenance.
• Report the daily progress of works to The Area Coordinator
• Liaise between the project’s stakeholders and beneficiaries
• Perform other relevant tasks as assigned by Area Coordinator

• Water supply schemes (hand pump water ponds dug well reservoir’s) according local context DRR WASH Health Integrated project according to budget sphere standard and Engineering specification-s
• Design estimations of Low cost latrine in CLTS- ODF village
• Water sampling, and dispatch for testing to Labs for testing.
• WASH Plan for safety of Water and Sanitation infrastructures
• To coordinate with Project Manager / Area Coordinator and DRR Officer in development of the small scale structural mitigation work.
• Facilitate to VDMCs and Project Staff for the identification of the small-scale structural mitigation schemes in the projected area.
• To design sub-projects and assist, when required, with preparing architectural and structural drawings as well as creating bills of quantity, material specifications lists, and other technical documentation related to the design.
• Build and maintain excellent working relationship with benefitting communities, contractors, Local Governmental Authorities and Line Departments. Draw up, when required, Memorandum of Understanding with these line departments, program-targeted government ministries, and other potential partners.
• Coordinate and provide proper technical assistance to procurement staff, when required, to identify appropriate mechanisms to adapt procedures and systems related to engineering activities, the same will be provided for providing tenders/bids document, supervise and guiding the works of the contractors or local labor for the quality works respecting the design and technical standard following Pakistan Engineering Standard, whenever the standard is available.

Under the direct supervision of the Project Manager, the Civil Engineer plans, controls and monitors the actual execution of all civil related works of the project, to ensure that the project will be done in accordance with all the approved construction drawings, contract documents, specifications and all applicable standards.

Evaluate shelter designs and BoQs of shelter applications received by IDRF to ensure that they are applicable to local context, sphere and shelter cluster standards. Assist to identify and recruit labor contractors for the construction of shelters.Closely coordinate with the relevant IDRF and contractor/ NGO partner project staff throughout the management cycle of the construction/shelter related projects. Regular review of work plans and rate analysis of construction/repair materials, including working on x- sections/drawings.. Conduct monitoring and evaluation assessments and provide summary reports to the Country Representative and IDRF Canada Programs Department. .Provide technical input and facilitation to Country Representative throughout the project lifecycle.
