1. Monitoring, evaluation, accountability, and learning (MEAL) 1.1.  Field Data Collection

Coordinate with the MEAL Officer/Manager on how to carry out the assessments (including, but not limited to  Knowledge, Attitudes and Practices (KAP) surveys, focus group discussions, key informant interviews, baseline and end-line surveys, as well as other types of assessments and data collection that is required).
Check that material necessary to carry out the assessment is sufficient and appropriate.
Write down the observations and answers in an ordinate and clear way, recording responses accurately.
Record and forward all complaints and suggestions received while in the field to the appropriate safeguarding officer.
The candidate shall ensure compliance with ACTEDs safe guarding policies and procedures.
He/she is expected to attend all staff and volunteers training on child protection or working with adults at risk (SAFEGUARDING).
Conduct data audits at the field areas. attendance registers, visitors book, community meetings minutes record and etc.
Record and forward all complaints and suggestions received while in the field to the appropriate Accountability Officer or MEAL Officer.

1.2.     Reporting

Report frequently to the MEAL Officer/Manager about the progress of assessment activities and on the partners field observations during the mission.
Recognize and give account of problems in obtaining data and provide useful feedback from field research activities.
Enter all field data into appropriate databases on an accurate and timely basis as and when needed.
Cross-check the accuracy of data entry.
Support the maintenance of an efficient and accurate filing system for all electronic and hard-copy documents.
Report monitoring findings at Weekly Area Meetings, as required by MEAL Officer/Manager.
Collect high-resolution and good quality photos of ACTED project activities in the field, featuring donor, partner and ACTED logos, and delivery photos to the MEAL Manager.

2.        Learning

Contribute to proactive dissemination and use of knowledge gained through MEAL activities among Project Managers, Technical Coordinators and Project Development Manager/Officers;
Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required as per assigned;
Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities;
Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the program.

3.       Beneficiary Complaints and Response Mechanism
3.1.    Oversight of the Beneficiary CRM (only applicable in the absence of an MEAL Manager)

Establish, implement and monitor the  beneficiary Complaints and Response Mechanism (CRM) for the area office in line with ACTED standard beneficiary CRM procedures;
Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams;
Oversee the proper management of the project CRM central database at area level;
Build capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM.

3.2.   Contribution to the Beneficiary CRM

Contribution to the strengthening of of Beneficiary Complaints and Response Mechanism (CRM) through best practices and lesson learnt.  

4.      MEAL Team Management

Ensure that staff under the direct responsibility understand and are able to perform their roles and responsibilities;
Manage MEAL Assistants, Monitors and Enumerators delineating their responsibilities and follow-up the work plans and day-to-day activities;
Ensure a positive working environment and good team dynamics;
Manage interpersonal conflicts among team members;
Undertake regular appraisals of relevant staff;
Identify the MEAL training needs of team members and discuss plans with the MEAL Manager for both internal and external trainings;
Coach, train, and mentor MEAL Assistants, Monitors and Enumerators with the aim of strengthening their technical capacity, exchanging knowledge within the MEAL team;

5.        Other

Provide regular and timely updates on progress and challenges to supervisors and other team members;
Participate in MEAL-related meetings, conferences and workshops when possible and stay up to date of best practices and new knowledge created in the field of MEAL;
Perform any other related activities as assigned by immediate supervisor.
