• Formulate recommendations on how to embed internal monitoring system in the line Ministry and its subordinate offices on periodic basis. Work with the line Ministries in implementing those recommendations; 
• Support compilation of monitoring report, and the Green Book. Encourage line Ministries to use computerized system (Financial Management Application / Business Planning and Consolidation) for the production of both of these documents; 
• Work on the strengthening the strategic initiatives section of the Green Book – most notably this will include development of a database of projects and enhancement of liaison with staff of development section in line Ministries and with Sector Chiefs of the Planning Commission

MTBF Project is launched by The Department for International Development (DFID UK) executed by The Oxford Policy Management (OPM UK) in partnership with Abacus Consulting (Pak) and The Government of Pakistan, Ministry of Finance)  
This project is basically to develop techniques and procedures that will establish cost and prioritize allocations, according to the availability of resources. Implementing the MTBF will improve the efficiency of federal expenditure by bringing credibility and stability to budget plans. 
• Worked in half of the federal government i.e. 36 entities for implementing of Output based budgeting (OBB) system.  
• Assist in familiarizing the newly appointed staff in Budget Wing (BW) on the workings of the (OBB) system. 
• Supervise and technically assist the newly appointed staff in the management and allocation of the ministries to be handled by each staff, work plan for OBB roll out, orientation of core team, provide guidance in filling the BCC forms, reviewing the completed Budget Call Circular (BCC) forms, Quality assure of ministries strategic reviews, training of trainers and managing the adherence of deadlines for achieving the milestones in the agreed work plans.   
• Supervise regular activities of newly appointed staff and ensure their deliverables are quality assured before they are forwarded to the client; including but not limited to orientations, professional advice, memos, OBB deliverables etc.  
• Supervise the newly appointed staff to ensure that they work closely with the core team in budget section and Planning & Development section of line ministries to ensure the timelines mentioned in the BCC are followed both in terms of recurrent and development budgets. 
• Support the newly appointed staff to ensure the budget demands are updated in the Financial Management Application (FMA) system. Also work with IT team in identification of any problem areas and speedy resolution.   
• Ensure to draft an accelerated capacity building plan (workable plan) for the ministerial and Budget Wing’s staff responsible to manage OBB under the guidance of the Team Leader.   
• Impart the accelerated training to the Budget Wing staff on the step by step OBB implementation process, filing out BCC forms using a simplified case study or real data.  
• Ensure the core teams are briefed thoroughly on the step by step implementation process of OBB by the BW staff, so that they are able to manage most of the OBB process with less supervision.   
• Work closely with Budget wing (ministry of finance) staff to provide effective troubleshooting and QA support to line ministries (where required) during the OBB preparation cycle, to ensure filling the gaps in their knowledge and approach to handle challenging situations.  
• Provide guidance to the IT team for any requirement of IT support of FMA during data entry. 
• Participate in the workshops and presentation required in support of MTBF roll-out process.  
• Identify and provide remedial measures to any constraints and possible time-delay factors affecting the MTBF processes.
