Public Financial Management Support Program, Pakistan (PFM-SPP-II)  funded by European Union (EU) has been awarded to Oxford Policy Management (OPM, UK) in Partnership with Abacus Consulting, Pakistan and Ecorys, UK. The Public Financial Management Support Program, Pakistan (PFM-SPP) will support the Federal, Sindh, and Baluchistan Government on Public Financial Management.  
• Liaise with various government organisations to help them in finalisation of Performance Based Budgets  
• Work with MTBF Secretariat in the Budget Wing, Finance Division with the view to build their capacity to institutionalise the system  
• Hold short training sessions with offices of PAOs 
• Support PAOs in reorganization of MTBF Core Teams 
• Communicate the final Performance Based Budgets to different sections of offices of PAOs (Principal Accounting Officers) across the Federal Government with the view to build their understanding and ownership. This will require regular interactions with Secretariats of Federal Divisions, senior officials of attached / executive departments, and MTBF core-teams  
• Helping offices of PAOs (more specifically the MTBF core-teams) in devising the system of internal performance monitoring on periodic basis  
• Work with MTBF core-teams and other officials in offices of PAOs in performance monitoring (required under section 35 of PFM Act, 2019).

Sub-National Governance Program-II funded by DFID has been awarded to Oxford Policy Management with Abacus Consulting, Pakistan. The SNG supports Provinces (KP and Punjab) and District Governments.  
• Work on three pilot districts of north cluster (Swat, Shangla, Dir Lower)
• Revenue and Expenditure data collection and analysis of Tehsil Municipal Administration
• Budget and Expenditure Analysis of District Swat
• Implementation of PFM related activities at above mentioned Districts 
• Finance and Planning system improvements at District Governments level

The Public Financial Management Support Program, Pakistan (PFM-SPP) will support the Federal, Sindh, Baluchistan Government on Public Financial Management.  
• Support the line Ministries in strengthening MTBF core teams – the teams that are required to formulate monitoring report and the Green Books. Where required, work with the line Ministries to restructure MTBF core teams; 
• Arrange short training sessions with selected PAOs on formulation of strategic plans (including definition of log-frame, performance indicators and targets, costing of new policy initiatives, etc.); 
• Formulate recommendations on how to embed internal monitoring system in the line Ministry and its subordinate offices on periodic basis. Work with the line Ministries in implementing those recommendations; 
• Support compilation of monitoring report, and the Green Book. Encourage line Ministries to use computerized system (Financial Management Application / Business Planning and Consolidation) for the production of both of these documents; 
• Work on the strengthening the strategic initiatives section of the Green Book – most notably this will include development of a database of projects and enhancement of liaison with staff of development section in line Ministries and with Sector Chiefs of the Planning Commission
• Liaise with Financial Adviser Organisation and arrange training courses on compilation and reporting of the Green Book.

Sub national governance programme funded by Department of International Development (DFID, UK Government) has been awarded to Oxford Policy Management (OPM, UK) in Partnership with Abacus Consulting, Pakistan and Coffey International, Australia. The Sub National Governance (SNG) Programme will support the provincial Governments of Punjab and Khyber Pakhtunkhwa to deliver improved basic services that better meet the needs of their citizens, especially the poor.  
SNG will deliver results across three areas:  
Decisions by government based on robust evidence;  
Public services that are more responsive to people’s needs;  
Strengthened government capability to deliver basic services.   
Work on three pilot districts of south cluster (Sahiwal, Bahawalnagar and Vehari)
Implementation of PFM activities at Districts.  
• Advice on evidence based budgeting in education and health sector.  
• Advice on develop criteria of budgeting which cater citizen’s need.
• Review fund flow process at provincial and district level in health and education.

• Collection of revenue data of different TMAs on prescribed format
• Support development of budgets proposals in districts based upon need assessment.

The ‘Support to Medium-Term Budgetary Framework (MTBF) reform’ project, funded by the European Union (EU) has been awarded to ECORYS, Netherlands in partnership with SOFRECO, France. The project is designed to support the Budget Wing in Finance Division (Ministry of Finance, Pakistan) to continue with the MTBF processes designed in the previous phases.  
• Work with the Principal Accounting Officers (PAOs), around 70 in number, in strengthening MTBF core teams. 
• Provide support to PAOs in resource allocation, Past actual expenditure analysis, review of outcomes/outputs, performance indicators and targets.  
• Develop and Implement Output monitoring system.  
• Oversee budget timelines to ensure that each PAO prepares and delivers Output based budgets (MTBF Green Book) as per the Budget Call Circular.  
• Support in finalization of the final Green Book that is presented in the Cabinet / Parliament.

MTBF Project is launched by The Department for International Development (DFID UK) executed by The Oxford Policy Management (OPM UK) in partnership with Abacus Consulting (Pak) and The Government of Pakistan, Ministry of Finance)  
This project is basically to develop techniques and procedures that will establish cost and prioritize allocations, according to the availability of resources. Implementing the MTBF will improve the efficiency of federal expenditure by bringing credibility and stability to budget plans. 
• Worked in half of the federal government i.e. 36 entities for implementing of Output based budgeting (OBB) system.  
• Assist in familiarizing the newly appointed staff in Budget Wing (BW) on the workings of the (OBB) system. 
• Supervise and technically assist the newly appointed staff in the management and allocation of the ministries to be handled by each staff, work plan for OBB roll out, orientation of core team, provide guidance in filling the BCC forms, reviewing the completed Budget Call Circular (BCC) forms, Quality assure of ministries strategic reviews, training of trainers and managing the adherence of deadlines for achieving the milestones in the agreed work plans.   
• Supervise regular activities of newly appointed staff and ensure their deliverables are quality assured before they are forwarded to the client; including but not limited to orientations, professional advice, memos, OBB deliverables etc.  
• Supervise the newly appointed staff to ensure that they work closely with the core team in budget section and Planning & Development section of line ministries to ensure the timelines mentioned in the BCC are followed both in terms of recurrent and development budgets. 
• Support the newly appointed staff to ensure the budget demands are updated in the Financial Management Application (FMA) system. Also work with IT team in identification of any problem areas and speedy resolution.   
• Ensure to draft an accelerated capacity building plan (workable plan) for the ministerial and Budget Wing’s staff responsible to manage OBB under the guidance of the Team Leader.   
• Impart the accelerated training to the Budget Wing staff on the step by step OBB implementation process, filing out BCC forms using a simplified case study or real data.  
• Ensure the core teams are briefed thoroughly on the step by step implementation process of OBB by the BW staff, so that they are able to manage most of the OBB process with less supervision.   
• Work closely with Budget wing (ministry of finance) staff to provide effective troubleshooting and QA support to line ministries (where required) during the OBB preparation cycle, to ensure filling the gaps in their knowledge and approach to handle challenging situations.  
• Provide guidance to the IT team for any requirement of IT support of FMA during data entry. 
• Participate in the workshops and presentation required in support of MTBF roll-out process.  
• Identify and provide remedial measures to any constraints and possible time-delay factors affecting the MTBF processes.  
• Review and supervise the Green Book preparation for each line ministries to be completed on timely manner.

Worked as a Supervisor / Finance and Performance Management Consultant in designated line ministries. (Mainly Communication, Social and Energy Sectors, Narcotics Control, Privatization, Wafaqi Mohtasib and Federal Tax Ombudsman).   
• Provide technical support to the line ministries in management of MTBF system of budget preparation e.g. briefing to core team and start the discussion process among them.   
• Conduct technical studies and analysis as and when required by the MTBF secretariat / Consultant.   
• Provide suggestion / recommendation to the Project Management on way forward for budgeting process.   
• Provide the complete review on what should be the approach for way forward of budgeting process.

Worked as Financial Consultant in Ministries and Entities for Implementing the Medium Term Budgetary Framework is as follows; (Coordination Sector, Interior, Social Welfare & Special Education, Education, Health, Environment, Minorities, Privatization, Investment and Textile).   
• Coordination with core persons of the line ministries for lay down the Medium Term Budgetary Framework.   
• Develop an understanding for core persons of the ministries about the framework. 
• Develop an understanding with core persons about the Outcomes and Outputs of the ministries, closely involve with core persons in suggesting the priorities of the line ministries.  
• Suggest Outcomes and Outputs (Services) to the core persons of the line ministries and explain about logical framework.  
• Suggest a linkage between outcomes and outputs to spending units and new projects to the core persons of the line ministries.  
• Develop an understanding about strategic allocation of ceilings to spending units through outputs and outcomes. 
• Suggest outcome (indicators & targets) and output (indicators & targets) to the core persons of line ministries.
