Purpose of the Post:

The purpose of this position is Monitoring, Evaluation Accountability and Learning (MEAL) of project activities implemented by MAP/IP in Balochistan.
The position will provide facilitation to Provincial Coordinator and MEAL department of Muslim Aid Pakistan in Baseline surveys, Pre and Post KAPs, Assessment, Evaluation studies, reporting and Gaps identification.

Main Responsibilities

Maintain and store all the records in line with MAP document management.
Comply with all HR & Admin policies and procedures, legal and regulatory requirements.
Demonstrate MA values in line with MA vision and mission and accountability in every official action.
Demonstrate duties commensurate with the accountabilities of the post.

Major Responsibilities:
Monitoring & Evaluation

Support Programme Coordinator and MEAL department in the implementation of MAP MEAL guidelines for all the programmes and projects at the provincial level.
Support to design, conduct and manage baseline assessments, data collection methods and schedules, special studies and surveys in accordance with objectives and expected results for management and lessons learnt.
Responsible for managing the Project Progress Matrices/ tracking sheets (PPMs) and other data gathering tools based on key performance indicators of all projects/programs and make sure that all projects provide data on a timely basis.
To carry out regular field visits to project areas, prepare and disseminate monitoring visit reports to concerned stakeholders for effective and timely decision making.
Provide support to conduct the formative and summative evaluation, assessments, baselines, periodic studies that can support in identification and prioritization of problems, as well as project design.
To keep close track of all project programmatic progress; identify and troubleshoot the gaps
Regular updating of MEAL trackers/database for sharing with MEAL manager on a monthly basis.
Compile and analyse MEAL functions data on a monthly basis and share it with program teams and MEAL manager.

Reporting

Maintain the effective and efficient flow of timely and quality reports submission from field office to country office according to the standard temples.
To ensure that reports reflect organization strategies, policies, programming framework and project management tools.

Accountability and Learning

To maintain an Accountability mechanism for timely registration and response to all complaints of stakeholders and to ensure compliance of CHS and HAPs standards/practices
On the basis of complaints, provide regular reports to MEAL department on action taken and needs of improvement in project designs and strategies.
Increase awareness of field staff on accountability mechanisms through formal and informal support.
Support MEAL department to develop and maintain “learning sharing mechanisms” for further improvements in program/ project designs and strategy.
Receive accountability data from the field, analyse it and share it with MEAL Manager.
At the provincial level take lead on accountability and learning data analysis and write-ups.
Ensure effective management of data on Complaint and Response, Monitoring Action Plan Tracker and MEAL tools;
Any other task related to MEAL assigned by the MEAL Manager MAPCO.

Training of District academic supervisors on project targets and motives.
 Facilitate in-service professional development activities in the UC/Tehsil/District that include Face-to-face trainings, follow-ups and roll out of TIG activities.
 Support teachers in implementing newly learned concepts and skills through regular follow-up Support visits to schools.

 Assist Technical Coordinator in managing administrative and logistic issue for a smooth Implementation of program activities in the district.
 Provision of accurate date in developing monthly cash projection against program activities,
 Disbursement of project beneficiary allowances, district based procurement (as and where needed) and maintaining update financial and compliance records/matters.
 Assist Technical Coordinator in compiling monthly, quarterly and annual progress reports
 Providing updated and accurate information from field. In addition, collect and share success stories from the field to highlight impact of the program.
Approval of plans /partake in detailed weekly/monthly plans including field travels/school visits while Adhering to quarterly/annual/LoP work plan targets and indicators.

Monitoring Officer
Responsible for collecting and compilation of data from the program team for reporting, updating the data
Facilitate in Quarterly reports
Assist field staff/team to fill out the required Field Visit Forms
Assess and evaluate the activity as per the Standardized Operating Policies
Supervise the staff in field and conduct desk monitoring by going through the activity reports and give feedback; if required
Check all MOVs provided by activity manager
Check weekly and monthly work plans and give valuable inputs
Check activity (training/ workshop etc.) material and go through activity report and engineer it as per the duration of the activity
Support in consultation with field project staff to identify needs of Project database
Ensure proper recordkeeping and efficient filing of all M&E records including filled data collection tools, reports, evidences of the reported progress, official correspondence.
Asist in preparation of various M&E related reports including monthly updates and monthly, quarterly and annual reports.

Support the M&E Manager in developing the M&E System towards an effective Performance
 Management Monitoring and a sustainable Impact Evaluation
 Elaborate, pilot and validate quantitative and qualitative monitoring tools as well as design the
 corresponding data collection procedures
 Lead efforts in reviewing existing data collection and information management systems to
 identify and initiate M&E technology innovations
 Support and engage in the design and management of constructive information feedback loops to
 inform program design
 Monitoring Implementation (40%):
 Supervise and coordinate application of monitoring tools to track program performance in line
 with the Theory of Change and the M&E Plan
 Offer leadership and technical support to over 100 monitoring volunteers in the implementation
 of their monitoring responsibilities to ensure correct and timely collection of monitoring data
 Manage and conduct qualitative monitoring among program beneficiaries and other stakeholders,
 such as surveys, focus group discussions, interviews and case studies
 Establish an inquisitive learning culture within Educate! through leading the capacity building
 efforts in M&E
 Coordinate analysis of real-time program monitoring data collected through SMS and
 Smartphone Applications on a weekly and termly basis
 Lead and conduct analysis of quantitative data as well as qualitative data on all program inputs,
 outputs and outcomes
 Compile and publish quantitative and qualitative monitoring results in visually-attractive
 Monitoring Reports for internal and external audiences
 Support the M&E Manager to respond to Senior Management or donor data queries in an
 accurate and timely manner

Field Coordinator
Form Community Organizations at village and UC levels
Hold Broad Based Community Meetings at village level for mass awareness and mobilization
