As a highly experienced humanitarian professional with over 15 years of expertise in development, I have specialized in the area of Humanitarian assistance, beneficiary accountability, safeguarding and Monitoring and evaluation. Throughout my career, I have led field teams and responded to a range of humanitarian emergencies, including the 2005 earthquake, 2009 IDPs conflict, floods, and IDPs response from 2010-2012. My work has also included the Afghanistan humanitarian response and the Typhoon Philippine 2014 and Myanmar humanitarian assistance.

Provide support to the IRC Pakistan to expand on their commitment to delivering impactful programs and services.

Responsibilities:
Strategic Leadership and Partnership
· Implement strategies and approaches to the country’s Monitoring, Evaluation, Learning, and Accountability processes that reflect and contextualize Strategy 100 and the Country Strategic Action Plan and ensure that the MEAL structure is fit for this purpose;
· Lead all aspects of MEAL (including client feedback mechanisms functions across multiple sectors and multiple geographical areas/ large portfolio and or complex environment;
· Develop, coordinate and strengthen capacity sharing partnerships with MEAL counterparts of partner organizations;
· Champion design, access and use of data by leaders and partners for shared learning and evidence-based decision-making;
· Support program staff in the development of evaluation plans (including log frames), that meet organizational standards, facilitate learning, are client-responsive and GEDI-informed, and improve data-driven service delivery.
· Review IRC policies and consult with IRC management, Program staff, local partners, beneficiaries, and other stakeholders to get their feedback on complain response mechanism,
· Identify existing beneficiary feedback channels or plan new channels that use during implementation to inform project adjustments, with specific consideration for women and girls’ safety and accessibility in using feedback channels.
· Manage the response to safeguarding violation and concerns by working closely with, and building the capacity of, existing focal points and key staff.
· Leads to develop a safeguarding and beneficiary accountability plan to mitigate key risks, including building the capacity of rapidly staff and new partners, ensuring integration with other program sectors, raising and addressing safeguarding and accountability issues in real-time, and developing an effective child-friendly and inclusive reporting mechanism in alignment with Safeguarding standard and minimum requirements.
· Develop a comprehensive CRM Framework with clear policy and procedures based on IRC accountability policies and feedback from IRC management, community and another stakeholder of IRC:
· Train staff on CRM framework, enable them to sensitize the communities to use their right of complaints and collect real time complaints when needed and investigate complaints.
· Facilitate program team to develop quality standards for their program interventions and ensure the placement of these standards in the form of accountability banners at common community places i.e. Schools, health center, distribution points, training venues, etc.;
· Develop a comprehensive system to receive complaints, categorize, investigate and report;
· Monitor complaints received and response (follow-up) processes through developing and maintaining a logging or tracking mechanism;
· Adapt and improve the CRM based on monitoring of its effectiveness, analyze the patterns and trends of complaints to improve the programming
· Work closely with global and regional integrity and accountability colleagues to strengthen the system in Pakistan and improve coordination and communication flow.
· Address specific issues that require in-depth support in relation to gender, age, and disability inclusion; identify best practice guidance to plan, record, manage and refer the feedback that collect during implementation, with particular attention for reporting and responding to allegations of abuse & exploitation, including PSEA and other sensitive complaints.
