While being a country security and operations manager for IMC on FCDO funded program, I perform following security and operations managemnet related functions:
Security Management: Developing and updating security guidelines, standard operating procedures and contingency plans and HSE aspects for the country program are in line with standards set by company security policies.
 Acting as a point of contact on all security matters for staff at Islamabad office, provincial and district offices. Providing security briefings to all new staff/visitors/consultants arriving in office/country or travelling out to field sites.
 Coordinating and monitoring security activities while ensuring safety and security policies, procedures and HSE aspects are implemented.
 Collecting security related information from local and regional resources whenever required. Recommending changes in country security plans as needed
 Development and implementation of business continuity plan for IMC operations in Pakistan
 Provided accurate and reliable security information and updates for TL by collecting security information from a variety of sources including networking with local security and police agencies.
 Identify any security threats and risks for senior management and issue Security instructions to mitigate threats.
Overseeing provincial and district security managers to ensure that company security policies are in place and adhered as per required standards.
 Issuance of Security instructions and weekly security reports to Expats and national staff for awareness of security scenario in country.
 Tracking all international and national staff and visitor movement outside the offices on a 24 hour basis. Management and overseeing of fleet officer regarding vehicle travel by staff (route planning, risk assessments and ensuring vehicles are equipped and fit for travel).
 Managing Guarding, Fleet contracts with security service provider companies to ensure smooth provision of services for IMC in Pakistan.  Maintenance of good relations and liaison with Security Staff from other agencies including PHF, UN, relevant Government agencies, partner NGO\'s , INGOs and other forums, and gather security information from these sources and liaise with local law enforcement agencies and District Administrations for further dissemination to SMT and all Staff.
Operations Management: Other than security management of schools construction and rehabilitation program (SCRP) for IMC in Pakistan, I am also performing the additional duties of IMC’s operation manager with work focused on following areas as:
o Customer Relationship Management by supporting / assisting the Team Leader /Country Director in liaison with DFID relating to operational issues; support the TL in managing internal relationships with department heads and management staff at the Provincial and District level and external relationships with donors and government stakeholders. o Assist SMT in updating Country/Projects Administrative /HR/procurement/IT manuals on need basis
o Team management by providing day to day management of the HR, admin, procurement and IT staff members (Country offices and all other 13 field and provincial offices in KP & Punjab Province) by ensuring that each department within operations is meeting its performance targets and key performance indicators by assisting the management team to deal with all emerging priority issues relating to operations with emphasis on overseeing IMCs value for money responsibilities and generally ensuring that operation policies for the operation functions are in place, appropriate and compliant with the law in Pakistan, and adhered to while remaining a focal person on any legal issues pertaining to staff and office matters.
o Management of Corporate Affairs for IMC i.e liaison with Ministry of Interior (MOI) for NOC of the project, liaising with other government departments/ stakeholders , Customs Clearance, Taxation matters, Audit Provisions, SECP filings, AED, BOI registration related tasks to update IMC on current policies and requirements by these regulatory authorities carry on operations in Pakistan. Liaison with Ministry of Interior (MOI), Home departments of Punjab and KPK for NOCs required for travel of IMC expats for field visits and various visa issues. (So far none of IMC worldwide expat has been denied any NOC and Visa for their work in any part of Pakistan).
o Report management by timely preparation of progress reports for Head Office in UK and flagging any issues for early resolution while supporting preparation of quarterly reports for the DFID.
o Responsible for setting up provincial offices as well as district offices in addition to organizing the respective offices layout, maintaining essential supplies and equipment necessary to run the offices by keeping an updated inventory of expendable and non-expendable equipment and supplies.
o Oversee administrative functions and facilities to ensure efficient and consistent operations as the programme scales by taking a lead role in facilities contracting, setup and management of offices and guest houses for IMC by planning long and short-term maintenance needs of office and guest houses by anticipating and overseeing workspace as per staff requirements in addition to required hotel bookings and travel arrangements.
o Responsible for logistical arrangements for all meetings and seminars, workshops and conferences required to support program activities.
oManagement of vendors and keep track of cycle of all maintenance contracts;
o Establishment of a central procurement plan to ensure that all activities can be forward planned and that adequate resources exist with development of procurement procedures to ensure that relevant staff know when they are required to engage with the procurement team by ensuring that the correct procedures are followed in respect of all major procurement activities. By regular liaising with provincial procurement staff on all orders and helps to identify the improvement of coordination systems between Central PMU office and Provincial/ District offices to ensure that offices are well-equipped and well-maintained.
o Oversee the preparation, analysis, negotiation, and review of contracts related to the purchase or sale of equipment, materials, supplies, products, or services by ensuring that all contracts, insurance requirements, and government regulations are followed properly and keeping an updated record by maintaining a Contract Register.
o Fleet management of IMC’s owned and rental fleet to support program functions in Pakistan.
o Human Resources: Overseeing the HR department in the recruitment of qualified national field staff, recommending promotions, disciplinary action and termination of staff in consultation with the top management to HR department.
oTraining/Capacity Building: Determining training needs for the staff all staff in dealing various incidents like Fire breakouts, fire-fighting, first aid and evacuation procedures while increasing their responsibilities in order to build capacity.
