The MEAL Officer will work under the direct administrative supervision of the Project Manager and under direct technical supervision of the MEAL Manager at SIF Country Office. He/she must have experience in INGO project Monitoring, Evaluation, Accountability and Learning.
Is a key member of Program quality support team within the SIF Pakistan Mission Will be managing monitoring and/or evaluation/assessment and survey related activities (for designing basic data collection tools, data collection through FGDs, Questionnaires and Interviews as well as through direct observations and to generate monitoring visit reports, do basic data analysis)
Monitoring and Evaluation
Develop M&E Plan for every new project in PMP tool with coordination with the project manager and get it approved from immediate supervisor and the MEAL Manager; and follow the M&E Plan during project implementation.
Carry out regular and routine field monitoring of program activities and produce monitoring visit reports on the given format; conduct debrief sessions with relevant program staff and develop an agreed action plan; and report to MEAL Manager and Base Manager.
Carry out follow-up monitoring visits to materialize actions agreed in action plan, also maintain Monitoring-Action Plan Tracker at field level; and report to MEAL Manager and Base Manager.
To assist in planning and implementation of internal monitoring and evaluation exercises and impact assessments in terms of case/success stories and during project evaluation when needed.
Manage all internal evaluation activities of the base; systematically ensure the analysis of results is shared with stakeholders.
Ensure and support the completion of the beneficiaries’ database in coordination with program team.
Review and update PMP of each project in his/her respective program base during monthly review meeting and share with MEAL Manager along with complete MOVs.
Support MEAL Manager in developing TORs for evaluation of the project(s) and support external evaluator in conducting independent evaluation at project sites.

To obtain a PMP certification, one must have a degree (associate's or Bachelor's), a certain number of hours leading and directing projects, a certain number of hours of project management education, pass an exam, and participate in ongoing professional development. Successful project managers are detail-oriented and have excellent communication skills.

Main duties & responsibilities:
The Monitoring & Evaluation Officer will be responsible for design & implement the monitoring, evaluation & learning framework of the project. He or She will develop a systematic monitoring framework to improve the qualitative & quantitative evidence gathered by the Project. He or She will provide technical assistance to the project staff, particularly in relation to monitoring & reporting to child protection & Gender Base Violence issues.
Specific Duties:
Ensure the proper implementation of Project Monitoring frame work.
Support project staff to develop annual project plan and track the progress against it.
Carry out routine field monitoring and share the findings to project staff and Plan MERL section.
Enhance capacity of non MERL staff on MERL requirements and system.
Collect routine data of the project, compile and review to ensure the quality of deliver and report to Plan.
Analysis monthly, Semiannual & annual coverage/ People reached by the project components focused on SC, and other marginalized groups Ensure project objectives are achieved.
Carry out accountability and learning initiatives in the field and ensure the proper documentation. Ensure the feedback received form stakeholders are addressed during implementation of the project.
Support to prepare periodic project progress report.
Provide necessary feedback to project staff where as required and support for course correction during implementation.
Prepare Monthly MERL report of the project.
Ensure the quality of data and information’s generated through the project, handle project data with confidentiality.
Qualitative information and project impact in the field are documented.
Support to prepare project implementation guidelines.
Assist Plan’s MERL team for periodic project monitoring and evaluation.
Establish sound relation and coordination with stakeholders and line agencies and funding partner.
Maintain accurate, confidential and up to date documentation of all cases of child protection & GBV and others information related to project, make it retrievable where and when required.
Perform other duties as may be assigned by organization.
Key Responsibilities
The Monitoring and Evaluation (M&E) Officer’s primary responsibilities include:
Assist the Project Director with development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
Responsible for supporting the preparation and review of program reports in collaboration with program staff.
Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
Provide training and mentoring to partners and staff to ensure the implementation of strong M&E systems.
Design and manage gender-disaggregated beneficiary monitoring and database systems.
Basic Requirements
Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
Minimum of six years of professional experience in a senior M&E position responsible for implementing M&E activities on international development projects.
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
Fluency in English and Spanish is required.
Applicant must be national/local - must devote a minimum of 90 percent of the time to project activities to achieve expected outcomes.
Preferred Qualifications
Knowledge of and experience with working with the USG.
Demonstrated ability through previous experience with data quality assessments and oversight, developing and refining data collection tools and analyzing data, and managing and providing ongoing training to M&E field officers and/or subgrantees.
Experience in planning and managing surveys and gender-related analysis.
