I am a results-oriented professional with more than 17 years of experience in program design/development, implementation, and ME of large-scale portfolio projects in Pakistan. My areas of expertise include developing country-level programs/strategies, monitoring and evaluation frameworks and systems, data and reporting tools, designing and conducting surveys, managing partner organisations, performing impact assessments, evaluations, and donor reporting. I have extensive experience in managing democracy governance, civic education, health, emergency relief, WASH, and agriculture livelihood programs and projects across the country, including conflict zones such as ex FATA and Baluchistan.
I have acted as a focal point for multiple projects and ensured the smooth flow of information to and from the implementing partners as well as the funding agency. This entailed facilitating strong communication between the project office, implementing partners, and other relevant stakeholders, including third-party monitoring clients/firms. Moreover, I have extensive knowledge and experience in handling different donor-funded (USAID, EU, IFAD, ADB, British High Commission, World Bank) projects in the capacity of ME professional with diverse, reputable organizations (NCHD, Save the Children, DAI, IRD, ANCE-ACF, TDEA, ADE-Belgium, and PCSP) across Pakistan. I have successfully managed/implemented 328 grants-projects with the support of 197 implementing partners across Pakistan.
I have developed ME systems for several donor-funded large programs and ME systems of multiple CSOs. I also developed a Theory of Change, log frames, and Performance Management Plans for different donor programmes and projects including USAID. I am skilled in using Microsoft Office packages, online data collection tools, managing online databases, and analysing and visualizing data and donor reporting.
I have performed 3rd party ME/performance monitoring of USAID and EU-funded different interventions such as income-generating grants, community investment funds, TVET, small and medium enterprises (SMEs), soft skills, scholarship programmes, and awareness and advocacy campaigns. I have worked on USAID-funded projects for more than 10 years and am well aware of USAID DQA, Pak info data requirements/reporting, partners management, CLA approaches, and project initiation and closeout procedures.
Recently, I was a Key Expert ME with the EU Mission Pakistan, wherein I supported the EU partners in designing programs and log frames, developing reporting tools, and carrying out capacity building of partners on ME and data and reporting protocols. I was also part of the evaluation team in the capacity of Key Expert State Building Citizens Inclusion for the final evaluation of the EU budget support program for the Khyber Pakhtunkhwa Governments KP-District Governance Community Empowerment Programme. Currently, I am working as an ME Consultant with CODE Pakistan on the British High Commission-funded Mutual Legal Assistance Program.

Citizens’ Voice Project is a $45 million project supported by the United States Agency for International Development (USAID). It aims to improve engagement between citizens and government in order to promote good governance in Pakistan. It seeks to support the evolution of democratic governance by strengthening citizens’ voice and public accountability in government planning and decision-making. This project to support civil society is an essential element of the US assistance program to help the citizens and non-government entities in engaging with government institutions and public decision-making processes. Under the project, 336 grants are awarded to Pakistani entities across the country on priority themes like Importance of local government Systems, Electoral Reforms, Election Observation, Legislative Governance, Strengthening Transparency & Accountability Mechanisms, Advocacy for Women NIC & voter Registration etc.
Manager Monitoring & Evaluation supervise and manage the M&E team and working closely with grant, MIS, PD&R and Finance units of the project internally and with donor, partners and third party monitoring firms externally. The core tasks include; development and  implementation the project’s monitoring and evaluation plan/PMP that assess and track project activities and report their impact by regularly monitoring the project’s performance indicators, deliverable, and M&E procedures, and ensure availability of precise and timely information to organization management , donor and other stakeholders. The main responsibilities include;
1.    To Design, Revise and update M&E Manual/Strategies, SOPs, MEL plan and Data tools
Organizing performance management tasks and data over the life of the Project  Designing M&E Framework/ indicators to get data that are valid, reliable, and precise and time bound.
Readjusting MEL Plan and M&E strategy by modifying it with respect to new cycle/grants and proposed thematic area.
Support/facilitate planning, budgeting, implementing and monitoring of project, tracking use of financial resources in accordance with TDEA/USAID rules and regulations
Participation in the planning, preparation and management of thematic/project evaluations and other types of evaluations (mid and final evaluation of each awarded grant)
Design tools for surveys, assessments and impact evaluations
Conducting Review of proposals and participation in TRCs (Technical Review Committees) for finalization of partners on basis of set criteria
2.        To manage programmatic pre- award assessment of applicant CSOs for grant award by:
Designing and developing checklist & tools as per approved grant manual Supervising and managing the institutional & programmatic assessment of CSOs for grant award
Develop programmatic capacity action plan for CSOs on the basis of the findings of the pre award assessment and support to partner CSOs in implementation of the capacity action plan

 Review and assess proposals and concept notes and give regular feedback on the quality of proposals submitted by CSOs

3.       To Supervise and manage post award monitoring of awarded grants and periodic assessment by:  Manage & on job capacity development of M&E team in context of M&E concepts, indicators, MOVs, partners management, data collection methods & tools, usage of online system for data storage and analysis and reports preparation.
 Organizing & manage field visits to the grants sites and developing M&E reports and sharing the finding/feedback in the follow up
 Furnishing periodic inputs/M&E reports to management/donor for regular progress update of partners.
Ensuring that all partners submitted their monthly activity plan in time and consolidation of the plan for further sharing with donor and third party monitoring firms
Prepare M&E team field visit plan on the basis of partner activity plan.
Tracking of the MEL plan and project implementation plan on regular basis and intimation of partners on backlogs
Identification and verification/drafting of success stories, impact reports, key results and beneficiaries for testimonials
 Contribute to the progress reports and translate M&E findings into success stories
Facilitating and assessing the partners’ performance on regular basis
Ensuring effective & timely implementation of project activities in strict compliance with scope of work and approved grant manual.
Maintaining close liaise and coordination with Implementing Partners making the approval and payment process streamlined
Providing regular support to partners in developing reports of the project
Ensuring effective programmatic correspondence with partners, review and post code uploaded milestones of partners on GMIS
Facilitating Post award orientation for partner organizations
Capacity building of partner’s staff on project implementation, data and reporting tools and procedures and on online GMIS module
 
4.       Coordination and Liaison with Donor ,Third party monitoring firms and Government Line Agencies

Evaluation & Research
·          Develop, test and implement a mechanism for the objective evaluation of the quality of proposals for grants through desk review and field inspection.
·          Review proposals for the applicant organizations against the criteria approved by USAID.
·          Assist management in solicitation process through objective and informed inputs
·          Design and conduct baseline surveys, project evaluations and impact assessment studies;
·          Conduct evaluation study of each grantee on periodic basis and produce analytical evaluation reports covering the contribution of grantees work to meet project results and to take corrective measure on timely basis if required.

Institutional Assessments
·          Design and conduct institutional & programmatic assessment of 250 NGOs/CSOs in order to determine/assess their capacity before awarding them grants.
Grants Management
·         Ensure revision of work plans, preparation of milestones and suggesting conditions to be applied on CSOs based on institutional Assessments of CSOs.
·         Facilitate Grants team while preparation of grant agreements
·         Assign focal point from M&E team for each approved grant
·         Ensure the orientation of CSOs immediately after award of grants
·         Ensure review and approval of grantees invoices and monthly expenditure reports (programmatic aspects) before making them payments

Communication & Reporting and database management
