Quality Assurance and program development professional with a Master of Science in Economics (MS) and over 10 years of diverse experience. Expertise in planning, monitoring, evaluation, accountability, learning, and research across various thematic areas including health care, education, nutrition, women empowerment, entrepreneurship, livelihood, protection, community-driven development, and WASH. Proven track record of working with renowned donors such as BMZ, AA, ECHO, EU, UNHCR, DANIDA, SDC, AUS-AID, and American County governments.
The Technical Advisor Monitoring & Evaluation (M&E) supports and monitors the project implementation measures in cooperation with the project team and project partners. Furthermore, the position is responsible for the project intervention areas and project management activities regarding monitoring and evaluation. The Technical Advisor M&E is responsible for:
Advising the project technical team and partners to jointly plan and coordinate the implementation of project activities
Developing and strengthening the monitoring, inspection and evaluation procedures
Monitoring all project activities and progress to achieve the project output
Establishing and implementing appropriate monitoring frameworks, data collection and analysis methods
Developing a monitoring and evaluation system and measuring key performance indicators for the project success
Leading and implementing the reporting processes, such as regular project updates and annual reports, including field visits
Setting-up and maintaining a digital archiving system of all data and information related to M&E activities
Supporting the management with the development of operational plans, procurement activities, drafting reports, TORs, technical and legal concepts, training and capacity building, implementation of selected measures, coordination with the team
-Liaison responsibilities with external actors
-Design, implement and upgrade a communication matrix emphasizing who, when and what to communicate and how;
- Act as a communication liaison agent between the departments of the mission based on the General coordinator’s instructions.
-Support other coordinators in drafting key documents, reports, and procedures when asked by the General Coordinator (the support can be: execution, assistance, counseling, piloting, or follow up);
-Participate in meetings, forums, conferences and preparing relative reports when asked to;
- Design, implement and upgrade a communication matrix emphasizing who, when and what to communicate and how;
-Act as a communication liaison agent between the departments of the mission based on the General coordinator’s instructions;
-Manage the generation, collection, analysis, and dissemination of data and information of the programs, through the set-up of a MEAL System that incorporates basic standards, tools designing, evaluations and assessment along with guidelines as well as standards promulgated by SPHERE, Code of Conduct, SMART principles
- Review and facilitate the development of electronic and paper-based monitoring system and manage the program information database in line with MdM requirements and system (MONITOOL).
- Develop, implement and manage evaluation plans for the MdM program and its implementing partners as required.
-Execute monitoring and audit missions and evaluations as assigned by the General coordinator, and participate in investigations and inquiries if asked to;
Generate monthly program progress reports, newsletter, communication materials etc. and tracking progress against key indicators for KP and Punjab program and keep the coordination and field team informed on a regular basis.
- Prepare timely and high-quality reports for internal and external (donors) purposes. Discuss and follow up on program emerging issues and action plans for recommendations.
§ Develop and implement the MEAL mechanism for the project including the development of standard formats to capture the output to be shared with the donor.
§ Contribute in data collection, field planning and documentation for surveys (assessments, SMARTs, SQUEACs, CODs, beneficiaries’ satisfaction surveys etc) as and when required at field level.
§ Update MEAL learning database for improvement of the project activities and that can be capitalized for future programming
§ Implementation of FCM within the project by mainstreaming accountability mechanism (FCM) with program, and also record community feedback during visits ensure compliance where needed.
§ Conduct field visits to monitor the nutrition program standards protocol and provide feedback.
§ Conduct lessons learned exercises
§ Support project lead in planning and documentation of capacity building events with regards to monitoring plans, FCMs for both government and partners.
§ Provide technical support/capacity building to district/provincial stakeholders about nutrition MEAL plan/Nutrition Assessment.
Developed and executed an effective & efficient monitoring & evaluation system across the region at all the Program sites.
Provided technical support to ensure that monitoring system is in place and that key annual programme indicators are tracked and analyzed, and provided regularly to Senior Management Team to guide programme and management decisions.
