The Resource Lead will be responsible for delivery and quality assurance of activities, impact assessments, research and advocacy initiatives with vulnerable groups and linkages with community groups, partner organizations and other stakeholders.

S/he will be responsible for the development and revision of training materials including training agenda, briefs, manuals, handbooks, thematic papers, reports, research and policy documents, conducting ToTs, sessions and other capacity building activities for Aawaz II. Resource Lead will accomplish tasks, given below, in coordination and with the approval of Programme Management Unit (PMU).

ROLES AND RESPONSIBILITIES

Capacity Building and Quality Assurance

  • Manage all capacity building activities of the programme including ToTs, orientation sessions, learning forums, etc.
  • Develop and revise programme documents including manuals, handbooks, IEC material, papers, concept notes, agenda and session plans, etc. on programme thematic areas (for instance child marriages, intolerance, gender-based violence, etc.) focusing marginalized groups including women, youth, minorities, transgender persons, and persons with disabilities, etc.)
  • Customize training methodologies to deliver content in a standardized manner using innovative and tools
  • Deploy, lead and manage a team of excellent facilitators to conduct the capacity building activities and mentor the community facilitators in downstream partner organizations
  • Monitor and document all trainings, content delivery and impact and product high quality reports/other material, as needed (e.g. on behavior change and citizen engagement)
  • Develop and implement quality assurance framework and guidelines for capacity-building activities focusing on behavior change and citizen engagement
  • Manage the integrated capacity building plan as provided by PMU
  • Develop work plans and timelines, in coordination with PMU and ensure timely delivery of capacity-building activities
  • Coordinate with PMU, provincial teams and downstream partners to collate and implement an overall capacity-building plan for programme (to be reviewed quarterly and annually)
  • Ensure integration of the M&E framework in the capacity-building plan
  • Provide technical expertise on capacity enhancement, learning, communications, and thematic programming and support the PMU for specific activities at specific intervals

Reporting and Documentation 

  • Document and follow up on important actions and decisions from ToTs
  • Develop monthly, quarterly, and annual progress reports and other reports, as agreed with PMU
  • Review field reports provided by programme partners and translate, edit and proofread programme documents
  • Evaluate overall analysis of intended impact of the programme and VFM achieved
  • Coordinate with the field teams, volunteers and beneficiaries to produce high quality success stories and case studies 

Inclusion

  • Build linkages and plan and implement engagement activities with marginalized groups at village, district and provincial level
  • Produce knowledge products – position papers, fact sheets, case studies and policy briefs, etc. – and other material on vulnerable groups in consultation with the relevant group members
  • Provide technical advice for inclusion of excluded groups within Aawaz II structures
  • Support advocacy initiatives to promote rights of religious minorities, transgender persons, and PWDs  

Communication and Mentoring

  • Develop no-cost innovative methodologies of mentoring and capacity building
  • Provide support to community structures and volunteers for developing and implementing Collective Community Action Plans and Social Action Projects
  • Assess communications activities and propose ideas to enhance community’s learning using communications tools

Coordination and Stakeholder Management

  • Develop and strengthen linkages with vulnerable groups and organisations relevant to programme thematic areas
  • Liaise with the programme partners for carrying out different activities at the field level
  • Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation

Safeguarding, Anti-fraud, and Risk Management

  • Put in place the office and team management processes and ensure compliance with Aawaz II operational and safeguarding guidelines and procedures
  • Ensure that team members, volunteers and consultants are aware of the safeguarding and anti-fraud policy and reporting mechanisms
  • Assess and identify project and grants risks and provide mitigation strategies where applicable. Escalate risk to the Aawaz II Gender/Social Inclusion Advisor
  • Comply with the safeguarding and anti-fraud standards in planning, implementation and monitoring of activities and escalate safeguarding-related concerns /issues to the Safeguarding Focal Person, Aawaz II PMU
  •  Finance, Grants and Compliance
  • Work closely with the Finance Manager of resource partner to ensure all funds are disbursed timely and used as per the agreed workplan
  • Review spending and evaluate milestone performance as per guidelines set out by PMU
  • Lead programme operations including management and administration and ensure compliance with programme’s Theory of Change and Pathways
  • Undertake any other responsibility assign by the supervisor.

Skills

  • The resource lead will work full-time on the Aawaz II programme.  This role requires at least seven years of experience in the development sector preferably in community development.
  • The candidate must have expertise in inclusion specifically focusing rights of women, youth, religious minorities, PWDs and other vulnerable groups.
  • Experience in gender mainstreaming and social inclusion is mandatory and a master’s degree in social sciences is desirable.
  • The resource lead should have effective capacity building and facilitation skills, with experience of designing and delivering ToTs
  • Excellent interpersonal and communication skills (written & verbal in English and Urdu)
  • Good knowledge of programme management methods; knowledge of budgeting and resource allocation; and credibility to advise programme teams in relation to delivery and challenges.
