Objectives:

Implement solid MEAL systems and mechanisms that are in line with global MEAL procedures and deliver effective research/outputs in a way to inform timely decision-making and the adoption of sound corrective measures.
Ensure lessons learnt and best practices are discoursed and documented.
Identify areas of ECHO project work, which need to be improved and ensure that ACTED learns from the feedback provided through this process.
Ensure the operations and delivery of MEAL functions through effective management of MEAL team members.
MEAL-Monitor will proactively support the Child Safeguarding function embedded within ECHO team, focusing on supporting and strengthening child safeguarding at every stage of the project in line with ACTED safeguarding policies.
He/she ensure inclusion of children with disabilities and inclusive education in the project.

Duties and Responsibilities:

Appraisal, Monitoring and Evaluation Systems.
Technical and Systems Development.
Contribute to the development and updating of the country MEAL strategy, the consolidated MEAL work plan and MEAL frameworks for ECHO project.
Implement the MEAL policies and procedures as described in the ACTED MEAL standard guidelines and make sure that the tools are followed as applicable.
Contribute to an effective rollout of ECHO project’s M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.
He/she will monitor the performance of in place protocols aimed at minimizing risk of harm to the children, adults and vulnerable population, or any adverse impact upon them.
The candidate shall ensure compliance with ACTED`s safeguarding policies and procedures. He/she is expected to attend all staff and volunteers training on child protection or working with adults at risk (SAFEGUARDING).
He/she shall ensure that ACTED`s strategic vision related to cross-functional work-streams of safeguarding, gender and inclusiveness are ensure at all levels.
Candidate will help reduce and manage risk for the children, adults and vulnerable population and for the organization.

MEAL Implementation and Management

Carry out assessments, monitoring and evaluations (baselines, mid-terms, end lines) as reflected in the TORs and mission plan.
Oversee the implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key informant interviews) and data/information dissemination/utilization plans.
Closely supervise and support in data collection activities and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards.
Maintain electronic and/or paper-based MIS systems for tracking and reporting all quantitative data and information including reporting on ECHO project’s log frame indicators.
Analyze MEAL data and produce reports, fact sheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner.
Report on qualitative and quantitative input, process, output, outcome and impact, level indicators for ECHO project.
Provide data to the Project Development Team for use in preparation of reports to donors and other stakeholders, as required.
Provide MEAL related capacity building and awareness to implementing partners and other institutions supported by ACTED as appropriate.
Represent ACTED in different forums on MEAL related issues when required.

Others

Forward all complaints and suggestions received while in the field to the appropriate accountability officer.
Provide regular and timely updates on progress and challenges to supervisors and other team members.
Participate in MEAL-related conferences and workshops when possible and stay up to date of best practices and new knowledge created in the field of MEAL.
Perform any other related activities as assigned by immediate supervisor.

1. Assessments (Appraisals, Monitoring Missions, and Evaluations1.1.  Field Data Collection

Coordinate with the MEAL Officer/Manager on how to carry out the assessments (including, but not limited to  Knowledge, Attitudes and Practices (KAP) surveys, focus group discussions, key informant interviews, baseline and end-line surveys, as well as other types of assessments and data collection that is required).
Check that material necessary to carry out the assessment is sufficient and appropriate.
Write down the observations and answers in an ordinate and clear way, recording responses accurately.
Record and forward all complaints and suggestions received while in the field to the appropriate safeguarding officer.
The candidate shall ensure compliance with ACTEDs safe guarding policies and procedures. He/she is expected to attend all staff and volunteers training on child protection or working with adults at risk (SAFEGUARDING).
Conduct data audits at the field areas i.e. attendance registers, visitors book, community meetings minutes record and etc.
Record and forward all complaints and suggestions received while in the field to the appropriate Accountability Officer or MEAL Officer.


1.2.       Reporting

Report frequently to the MEAL Officer/Manager about the progress of assessment activities and on the partners field observations during the mission.
Recognize and give account of problems in obtaining data and provide useful feedback from field research activities.
Enter all field data into appropriate databases on an accurate and timely basis as and when needed.
Cross-check the accuracy of data entry.
Support the maintenance of an efficient and accurate filing system for all electronic and hard-copy documents.
Report monitoring findings at Weekly Area Meetings, as required by MEAL Officer/Manager.
Collect high-resolution and good quality photos of ACTED project activities in the field, featuring donor, partner and ACTED logos, and delivery photos to the MEAL Manager.

Participate in 6 to 7 days training programme.
Obtain the field data collection material including code and sample list, contact.
list letter of introduction / authority letter, employee card, tablet computer along
with charger and power bank and complete training kit during training.
Contact local officials in each District to inform them about the data collection
operation and ask them for their co-operation.
Identify the targeted UCs and Villages with the support of local influential as and when required.
To supervise the team during field and provide relevant support to them.
To provide the all equipment to teams for survey.
Responsible for all the collected Data by team.

Conduct spot checks interview 4 to 5 per day as survey protocols and guidelines.

Communicate the problems encountered in the field to the regional Coordinator and follow instructions.
The Supervisor working in same district ensure close coordination with regional coordinator and head office and each other to discuss the problems, progress and way forward adopted.

To ensure exams are taken in a comfortable environment.
To support candidates helping them find their seats, to understand how to comply with regulations and to answer any questions.
To give the invigilator announcements before exams start, either by using a microphone or projecting your voice.
To monitor students attendance and behavior in the examination room carefully and to ensure compliance with procedures and regulations is followed.
To complete Invigilator incidents forms and relay any incidents that occur during the exam session back to the Exams Team.
To attend briefing meetings before each set of examination periods start, to discuss new developments
To give evaluative feedback on colleagues and procedures requested.

Responsibilities included:

Issuing stock items and prepared prescriptions
Collection of prescription charges/checking patient exemption statements
Operation of efficient stock control appropriate to the needs of the dispensary
with the objective of ensuring continuity of supply for patients and minimizing
wastage
Ensuring that drugs are received and stored in an appropriate manner in acordance with the manufacturers’ instructions
Ensuring that refrigerated items are stored at the appropriate temperature and
maintaining the temperature control record/logbook
Cleaning work surfaces and shelving on a regular basis and ensuring that that all
dispensary equipment is kept clean and kept in good working order.
Maintaining full and accurate records of all dispensing transactions.
Undertaking other reasonable duties within the framework of the post as directed
by the senior dispenser.
