Develop the complete mechanism of Purchase Requisitions, Material Receiving, Material, Inspection, Goods Receiving and Material/Equipment Issuance. Compiles requests for materials, prepares purchase orders using defined buying channels, tracks purchases/supplies, and handles inquiries about orders as per PPRA Rules 2014. Resolves goods and invoice receipts issues. Project Size is PKR 20,000 Million.
• Strategizing to find out the cost-effective contractors, vendors and suppliers for Civil Works, Electro-Medical Equipment, Medicines, Laboratory Equipment, Endoscopic Equipment and General Order Suppliers and to discover the best ways to cut procurement expenses
• Initiates negotiations with suppliers and vendors in order to obtain best cost and lead time offerings

Key Job Functions
o To develop, monitor and implement need based Procurement Plan to implement project ensuring timely completion of all procurement activities.
o Lead Systematic Tracking of Exchanges in Procurement (STEP) with appropriate technical and subject specific assistance
o Assist operations/ technical teams with development of generic and policy compliant TORs and specifications; as relevant.
o Conforming to Funding Agencies including World Bank’s Procurement and Consultants Guidelines, cause preparation and issuance of various documents required at different stages of procurement cycle e.g. EOIs, IFBs, RFPs, bid documents, evaluation reports, minutes of negotiations, contract award, contracts, and various internal processing documents required to facilitate decision making.
o To maximize efficiency of procurement cycle by providing strategic expert advice and implementing necessary controls ensuring transparency cost effectiveness and soundness of all procurements carried out under the program.
o Lead the bid evaluation meetings by: (i) arranging venue and the timing of bid opening, evaluations with evaluation panel members, (ii) preparing necessary bid evaluation packages (bid documents, proposals, evaluation sheets etc.) and distribute them to evaluation panel members, (iii) attend bid evaluation meetings
