Develop the complete mechanism of Purchase Requisitions, Material Receiving, Material, Inspection, Goods Receiving and Material/Equipment Issuance. Compiles requests for materials, prepares purchase orders using defined buying channels, tracks purchases/supplies, and handles inquiries about orders as per PPRA Rules 2014. Resolves goods and invoice receipts issues. Project Size is PKR 20,000 Million.
• Strategizing to find out the cost-effective contractors, vendors and suppliers for Civil Works, Electro-Medical Equipment, Medicines, Laboratory Equipment, Endoscopic Equipment and General Order Suppliers and to discover the best ways to cut procurement expenses
• Initiates negotiations with suppliers and vendors in order to obtain best cost and lead time offerings
• Conducts performance evaluation for suppliers and vendors in order to maintain quality services
• Develops and maintains suppliers’ database to ensure all data and offerings are updated
• Examine and test existing contracts and finalize purchase details of orders and deliveries, negotiate with external vendors to secure advantageous terms.
• Track and report key functional metrics to reduce expenses and improve effectiveness.
• Collaborate with Project team and management to ensure clarity of the specifications and expectations of the Project and Company. Develop Project Procurement Plan and strategy
• Foresee alterations in the comparative negotiating ability of contractors, vendors and suppliers.
• Expect unfavorable events through analysis of data, prepare control strategies and perform risk management for supply contracts and agreements
• Control spend and build a culture of long-term saving on procurement costs
• Responsible for planning, organizing and managing the procurement process for imported and local equipment and machinery

Accountable for Planning, organizing, monitoring and controlling procurement activities as per project objectives, Managing Contractors and Consultants, managing cost and delivery of procured items, organizing control and report systems to monitor progress of all procurement activities to meet project objectives, reporting of procurement status to the Managing Director and Board periodically, Controlling delivery time of procured goods/services. Developing the Policies & Manuals, Procedures, Procurement management and contribute by advising to improve service delivery. Managing funds of 3500 Million per year.
Key Job Functions
o To develop, monitor and implement need based Procurement Plan to implement project ensuring timely completion of all procurement activities.
o Lead Systematic Tracking of Exchanges in Procurement (STEP) with appropriate technical and subject specific assistance
o Assist operations/ technical teams with development of generic and policy compliant TORs and specifications; as relevant.
o Conforming to Funding Agencies including World Bank’s Procurement and Consultants Guidelines, cause preparation and issuance of various documents required at different stages of procurement cycle e.g. EOIs, IFBs, RFPs, bid documents, evaluation reports, minutes of negotiations, contract award, contracts, and various internal processing documents required to facilitate decision making.
o To maximize efficiency of procurement cycle by providing strategic expert advice and implementing necessary controls ensuring transparency cost effectiveness and soundness of all procurements carried out under the program.
o Lead the bid evaluation meetings by: (i) arranging venue and the timing of bid opening, evaluations with evaluation panel members, (ii) preparing necessary bid evaluation packages (bid documents, proposals, evaluation sheets etc.) and distribute them to evaluation panel members, (iii) attend bid evaluation meetings
