DFID has provisionally allocated £203.5 million to support implementation of the Khyber Pakhtunkhwa Province’s (KP) Education Sector Plan (2015/16-2019-20). Program funds are delivered through three mechanism: i) education sector delivery grant (sector budget support); ii) capital grant (project); and iii) technical cooperation (project). As DTL in the project my role is:
1. 1. Work closely with E&SED, DCTE, PITE, BISE and TBB (or any other relevant stakeholders), to implement Teaching and Learning reforms initiatives in the province

2. Provided technical assistance to PITE in restructuring and scaling up its CPD program in the province,
B. Teacher Recruitment
3. Assisted E&SED in improving teachers’ recruitment policies and procedures, reviewed NTS tests quality, developed model papers.
C. Annual Teacher Professional Development:
4. Planning and Implementation of Annual Professional Development Calendar for teachers. Assisted DCTE and PITE in developing and implementing annual professional development calendar and annual budget (800 million for 2015-16 and 700 million for 2016-17 and 1100+ for 2017-18)
5. Facilitated in developing ECE strategy in over 5600 primary schools.
D. Assessment Activities: Sample based assessments and uniform assessment reforms at Grade 5 and 8
6. Assisted PEAC and all 8 BISE to institutionalize assessment reform and adapt established international best practices for universal and uniform assessment at grade 5 and 8 level.
7. Provide technical assistance to PEAC to conduct different province level sample based assessment studies for policy level actions.
E. Institutional Reforms/ Restructuring and Capacity Development of institutes
8. Assisted Education Department in restructuring of training institutes DCTE and PITE; developed revised organograms of both institutes, developed JDs and eligibility criteria for all positions. Also facilitated in recruitment of staff.

Worked as Education Consultant/ Advisor with Save the Children and developed Early Childhood Care & Education implementation framework 2015-20 for Elementary & Secondary Education Department Khyber Pakhtunkhwa. The policy was developed to roll out ECCE in all 22,390 primary schools of the province in phased manner. The framework includes implementation strategy along with 5 year budget (available at E&SED website http://kpese.gov.pk/ECCE.html). The E&SED started implementing strategy from 2015-16 by allocating funds for PITE through current budget. Facilitated Provincial Institute of Teacher Education (PITE) in managing budgetary allocation and in organizing training in over 2300 schools during 2015-16. Developed and updated ECE Manuals for teachers, Head Teachers and Parents.

The USAID supported Pakistan Reading Project being implemented by the International Rescue Committee (IRC), Creative Associates International, World Learning and its partners is a five-year 160 million dollar project with the objective to support the provincial and regional Departments of Education (DoE) throughout Pakistan to improve the reading skills of 4 million children. The Pakistan-led efforts focused to introduce and institutionalize improvements in reading instructions and assessment in grades one through five in public and private schools throughout Pakistan.

As Head of Office I was responsible for providing technical leadership and oversight of the program in Punjab province. Through this I was responsible for all program development and implementation in Punjab; to manage field programming; and for recruitment, training, and development of regional teams. I was responsible to supervise a team of around 50 staff in Lahore-Punjab office.

As head of office I was also responsible to coordinate with Provincial Education Department/ Universities, Elementary Colleges, and other government departments including but not limited to DSD, PEEF, PEC, PMIU, PTBB, and others for implementation of project. Key responsibility also included to advise the Chief of Party and Deputy Chief of Party on the evolution of the local political, legal and economic situation and on how to continuously adapt the regional program to ensure that it remains relevant and effective. USAID Teacher Education Project (also known as Pre-STEP program) was a five year United States Agency for International Development (USAID) funded program intended to provide support for upgrading teacher education in Paistan through restructuring and institutional strengthening of pre-service teacher education institutions of Higher Education Commission (HEC) and Ministry of Education (MoE)/ Provincial Education Departments to improve their teacher education degree programs. Academy for Educational Development (AED) Washington implemented the project from Oct 2008 to March 2009 and Educational Development Center (EDC) implemented it from April 2011 onward with the collaboration with Teacher College Columbia University.

As Provincial Director, I was responsible for Planning, Supervising and Monitoring the USAID TEP activities for four Provinces/ areas; Khyber-Pakhtunkhwa, Gilgit-Baltistan, AJK and FATA. In this respect the key role included to work with Education Departments of four provinces area to facilitate them in managing teacher education reforms in 37 Elementary Colleges and Education/ IER departments of six universities (Peshawar University, Hazara University, Gomal University, Malakand University in Khyber Pakhtunkhwa, Karakoram International University in Gilgit-Baltistan, and University of AJ&K in Azad Jamu and Kashmir). This also includes extending facilitation to provincial education departments for developing polices to launch new teacher education degree programs in the province, developing service and recruitment rules, and also initiating strategic planning process. Also facilitated universities in restructuring their IERs/ Education departments to manage new degree programs through developing and implementng their strategic plans. Also Supervised grants; 615 scholarships worth Rs. 55 m to students; 24 institutional grants worth Rs. 45 m to RITEs/GCETs and Universities.
