DFID has provisionally allocated £203.5 million to support implementation of the Khyber Pakhtunkhwa Province’s (KP) Education Sector Plan (2015/16-2019-20). Program funds are delivered through three mechanism: i) education sector delivery grant (sector budget support); ii) capital grant (project); and iii) technical cooperation (project). As DTL in the project my role is:
1. 1. Work closely with E&SED, DCTE, PITE, BISE and TBB (or any other relevant stakeholders), to implement Teaching and Learning reforms initiatives in the province
A. Continuing Professional Development (CPD)
2. Provided technical assistance to PITE in restructuring and scaling up its CPD program in the province,
B. Teacher Recruitment
3. Assisted E&SED in improving teachers’ recruitment policies and procedures, reviewed NTS tests quality, developed model papers.
C. Annual Teacher Professional Development:
4. Planning and Implementation of Annual Professional Development Calendar for teachers. Assisted DCTE and PITE in developing and implementing annual professional development calendar and annual budget (800 million for 2015-16 and 700 million for 2016-17 and 1100+ for 2017-18)
5. Facilitated in developing ECE strategy in over 5600 primary schools.
D. Assessment Activities: Sample based assessments and uniform assessment reforms at Grade 5 and 8
6. Assisted PEAC and all 8 BISE to institutionalize assessment reform and adapt established international best practices for universal and uniform assessment at grade 5 and 8 level.
7. Provide technical assistance to PEAC to conduct different province level sample based assessment studies for policy level actions.
E. Institutional Reforms/ Restructuring and Capacity Development of institutes
8. Assisted Education Department in restructuring of training institutes DCTE and PITE; developed revised organograms of both institutes, developed JDs and eligibility criteria for all positions. Also facilitated in recruitment of staff.

Worked as Education Consultant/ Advisor with Save the Children and developed Early Childhood Care & Education implementation framework 2015-20 for Elementary & Secondary Education Department Khyber Pakhtunkhwa. The policy was developed to roll out ECCE in all 22,390 primary schools of the province in phased manner. The framework includes implementation strategy along with 5 year budget (available at E&SED website http://kpese.gov.pk/ECCE.html). The E&SED started implementing strategy from 2015-16 by allocating funds for PITE through current budget. Facilitated Provincial Institute of Teacher Education (PITE) in managing budgetary allocation and in organizing training in over 2300 schools during 2015-16. Developed and updated ECE Manuals for teachers, Head Teachers and Parents.

The USAID supported Pakistan Reading Project being implemented by the International Rescue Committee (IRC), Creative Associates International, World Learning and its partners is a five-year 160 million dollar project with the objective to support the provincial and regional Departments of Education (DoE) throughout Pakistan to improve the reading skills of 4 million children. The Pakistan-led efforts focused to introduce and institutionalize improvements in reading instructions and assessment in grades one through five in public and private schools throughout Pakistan.

As Head of Office I was responsible for providing technical leadership and oversight of the program in Punjab province. Through this I was responsible for all program development and implementation in Punjab; to manage field programming; and for recruitment, training, and development of regional teams. I was responsible to supervise a team of around 50 staff in Lahore-Punjab office.

As head of office I was also responsible to coordinate with Provincial Education Department/ Universities, Elementary Colleges, and other government departments including but not limited to DSD, PEEF, PEC, PMIU, PTBB, and others for implementation of project. Key responsibility also included to advise the Chief of Party and Deputy Chief of Party on the evolution of the local political, legal and economic situation and on how to continuously adapt the regional program to ensure that it remains relevant and effective. Also supervised operation, finance, teacher training, community outreach, grants team, HR and security departments

USAID Teacher Education Project (also known as Pre-STEP program) was a five year United States Agency for International Development (USAID) funded program intended to provide support for upgrading teacher education in Paistan through restructuring and institutional strengthening of pre-service teacher education institutions of Higher Education Commission (HEC) and Ministry of Education (MoE)/ Provincial Education Departments to improve their teacher education degree programs. Academy for Educational Development (AED) Washington implemented the project from Oct 2008 to March 2009 and Educational Development Center (EDC) implemented it from April 2011 onward with the collaboration with Teacher College Columbia University.

As Provincial Director, I was responsible for Planning, Supervising and Monitoring the USAID TEP activities for four Provinces/ areas; Khyber-Pakhtunkhwa, Gilgit-Baltistan, AJK and FATA. In this respect the key role included to work with Education Departments of four provinces area to facilitate them in managing teacher education reforms in 37 Elementary Colleges and Education/ IER departments of six universities (Peshawar University, Hazara University, Gomal University, Malakand University in Khyber Pakhtunkhwa, Karakoram International University in Gilgit-Baltistan, and University of AJ&K in Azad Jamu and Kashmir). This also includes extending facilitation to provincial education departments for developing polices to launch new teacher education degree programs in the province, developing service and recruitment rules, and also initiating strategic planning process. Also facilitated universities in restructuring their IERs/ Education departments to manage new degree programs through developing and implementng their strategic plans. Also Supervised grants; 615 scholarships worth Rs. 55 m to students; 24 institutional grants worth Rs. 45 m to RITEs/GCETs and Universities.

UNESCO implemented a project “Strengthening Teacher Education in Pakistan (STEP)” with the support of USAID. The program was designed to revamp the teacher education system in terms of policy, organization, functional and institutional responsibilities, contents, and delivery at the school level. Joined UNESCO as Provincial Project Coordinator to manage STEP project activities in NWFP province. Major responsibilities included:
- Plan, supervise and monitor the STEP activities at provincial and district levels
- Provide technical support to the Teacher Education Institutions and Provincial Governments to ensure timely
implementation of project activities
- Plan and support the Provincial Teacher Education Institutions to develop proposals and work plan
- Facilitate partner organizations in financial management and meeting audit compliance requirements
- Support UNESCO Islamabad office to co-ordinate with all provincial/district governments and other stake holders.
Major Achievements:
- Established UNESCO office in Peshawar
- Facilitated in documenting the “research work and institutional assessment” of DCTE-NWFP (1998-2008)
- Facilitated in documenting the” research work and institutional assessment” of PITE-NWFP (2008)
- Facilitated in documenting the “research work and institutional assessment” of PITE Balochistan (2008)
- Facilitated in developing Directory of Teacher Education Institutions (both hard and soft) for the Province of NWFP,
Balochistan, Sindh, AJK, Gilgit-Baltistan and Punjab (2008-09).

Worked as Program Manager in International Catholic Migration Commission (ICMC) Mansehara. ICMC serves and protects the needs of uprooted people, refugees, internally displaced persons and migrants, with operations in 30 countries of the world. Responding to the needs of the extremely vulnerable affectees’ of the October 2005 earthquake, ICMC launched its emergency relief activities in Feb 2006 by setting up an office in Mansehra, NWFP.
Major Responsibilities: As head of ICMC Mansehra office major responsibilities included
Program development and management
Monitor Projects implementation, communication and reporting the impacts of the interventions
Oversee implementation of projects as per the project documents, work plan and budget
Oversee, guide and direct all field staff based in Mansehra
Provide timely performance reviews and feedback to staff to ensure optimal performance
Supervise and provide support on all matters relating to Human Resource and Administration
Support finance in preparing regular monthly financial reports.
Ensure compliance with ICMC and donor’s (UNICEF, CARITAS) financial & operational policies for audits & transparency purpose
Assist in planning, coordinating & implementation ex-post evaluations of programs or project processes and impact
Assist ICMC in maintaining external linkages with local government stakeholders and partners (ERRA, Local Government and communities), UN Clusters
Participate in UN Cluster meetings; Education and Child protection
Represent ICMC in monthly progress review meeting held by the District Government
Major Achievements include: Organize capacity building programs for Extremely Vulnerable Individuals (EVI) and families through training on disaster risk management, disability, life skills, and psychosocial support.
Established 72 Livelihood Entrepreneurships for EVIs in Mansehra
Facilitated 425 EVIs in obtaining their National identity Cards and 2000 Extremely Vulnera

Worked as Program Manager in Sudhaar; a non governmental development organization managing educational projects in 5 districts. Worked with International Labour Organization (ILO), Save the Children-UK, Save the Children-Sweden, ISCOS-Italy, and Canadian International Development Agency. Managed NFE system in four districts; Kasur, Gujranwala, Sheikhupura and Toba Tek Singh, for more than six years. The key strategies for the implementation of these projects were community mobilization, organization, and involvement in planning and implementation. During this capacity I have developed Non Formal Education model and replicated the project in other districts.
Key Achievements as Program Manager
Developed community mobilization strategies. Managed more than 140 Non Formal schools in disadvantaged rural areas through community participation. Managed integrated child protection/ labour projects in 62 villages of district Gujranwala and 60 villages of Toba Tek Singh. Implemented community mobilization, child protection, education, occupation safety & health, and micro-credit interventions for families and children working in carpet industry with the involvement of employer, contractors, parents, community, children and district government. Developed integrated curriculum for NFE centers, designed Teachers Training Programs, and child databases for monitoring, child tracking and performance tracking. Developed mainstreaming system for out of school children and children attending NFS for continuation of education.Supervised 23 project staff and 153 teachers in two districts. Conducted field researches and project monitoring exercises for Sudhaar R&D Cell. Capacity Building & Human Resource Development. Designed and organized staff and teachers training programs. Facilitated Skill Development Council in organizing skill training for children and adults.

Worked as Manager Finance & Accounts in Sudhaar. Major responsibilities in this position were:
Managed finance and accounts department of three field district offices and one head office.
Developed and implemented financial and operational management control systems and reporting procedures for the projects and among different offices.
Supervised and trained 8 professional staff members in four districts.
Managed more than 12 projects financially supported by CIDA (Canadian International Development Agency), CWS-P/A (Church World Services-Pakistan/Afghanistan), ILO (International Labour Organization), SC-UK (Save the Children-UK) and SC-S (Save the Children-Sweden).
Prepared projects’ quarterly financial reports and Sudhaar’s annual financial report.
Facilitated planning department in preparing financial proposals and plans.
Facilitated periodic audits conducted by both external auditors appointed by Sudhaar and appointed by funding agencies.
