Country Security Manager
ACTED INTERNATIONAL Islamabad
SECURITY MANAGEMENT:
•Disseminate and regularly update written security plan and tools in accordance with the ACTED
Security Plan. This is to include threat assessment, standard procedures (personnel movement &
transport, telecommunication, incidents reports, etc.), physical security, contingency plans
including evacuation. These tasks will be undertaken in close collaboration with administration.
•Update security information monitoring database and produce reports on a weekly basis
(minimum) and more frequently if required. The reports should summarise key incidents, analyse
trends and provide detailed recommendations for follow up.
•Record and report immediately all significant threats to staff and security.
•On-going surveillance and analyses of political, social, and military situation.
•Build links and coordination structures with other NGOs, the UN, and other key stakeholders and
implementers as well as ACTED staff to collect and analyse security information.
•Represent ACTED and coordinate amongst all actors (government, UN, NGO, military, etc) on all
security related issues.
•Ensure all regulations as per the ACTED Security Plan are implemented and followed
•Work with administration to ensure procurement of any items needed to upgrade physical security
measures is in accordance with the local risk level. This includes but is not limited to guards,
fencing, locks, lighting, communication, alarm systems, and first aid equipment.
•Supervise/advise on site selection for office/residential accommodation.
•Work with the Human Resources Management Section to ensure individual records of emergency
data and information are kept in personnel folders for permanent national and all international
staff members.
SECURITY TRAINING AND AWARENESS RISING.
•Provide ongoing training and mentoring for all staff on a regular basis, but particularly guards,
drivers and managers.

National Resilience (Security) Manager

Threat and Risk Assessment:
1  Threat and risk assessment of operations in the districts and regions where WVI projects are implemented, identify and implement appropriate risk mitigation measures b conducting Security Risk Assessments.
2  Assess, manage and mitigate risk within World Vision Pakistan and its relief response and development programs according to international best practice
Security Plan and Business Continuity
3  Periodically develop Security Plans, Evacuation plans for staff, critical assets and documentation. Implements and supports hibernation strategies including stocks of food and equipment as appropriate. Implement and monitor staff movement and tracking systems while maintaining operational security
3  Update and provide security orientation and briefs to international visitors
4  Development and review security policy & standard operating procedures and ensure compliance
Security Budget Forecasting:
5  Share projected cost with management of Security equipment for staff safety and security at field office level.
6  That evolved Trainings, parameter security like barbed wire, CCTV Cameras, access control system , fire extinguishers, fire blanket and fire alarm system 
Office and Residential Security:
6  Periodic appropriate security assessments of WVI premises, team houses, Guest houses, hotels and equipment and advice to Managers on shortfalls in security preparedness with recommended improvements and solutions.
7  Develop and implement office security requirements for area office.
8  Establish and implement access control mechanisms (visitor/vehicle screening) as necessary for WVI and project offices based on the security phase.
Managerial Functions
9  Ensure that the Security guards Team is adequately staffed by competent and proficient personnel with the appropriate skills and expertise required to enable the successful achievement of their respective functions and organization goals and objectives.
Capacity Building:
10  Training of local Crisis management team on Hostage Incident management , emergency procedures for relocation, hibernation, suspension and evacuation
11  Conduction of security Training need analysis and development of training planner for the staff accordingly
12  Scheduling and delivery of fire safety, first aid, and security communications training and drills for the staff members.
13  Contribution to knowledge networks and communities of practice
Incident management
14  Manage and Investigate security incidents, Provides periodic security reports and advise the management on any changes in the security context and security policy & procedures as appropriate.
Liaison with other Organizations
15  Liaison, manage relationship & co-ordination with UN agencies, INGOs, Police, Security forces & other stakeholders as required.
16  Coordinates and attends interagency security coordination meetings to establish security support among interagency and in WV’s field offices

1.  Administrative management of UNMO’s HQs in Sarajevo, Bosnia. Security and Protection of UNHRC and other International Humanitarian Organizations’ conveys.
2  Exchange of Prisoners of War between warring parties.
3  Exchange of causalities (wounded and dead) between warring parties.
4 Monitoring of seize fire between warring parties.
5  Maintaining contacts with warring parties.
6  Monitoring and reporting of any violation.
7  Escorting humanitarian aid supplies
8  Rescue of all UN personal as and when required.
