1.     Ensures desired programme delivery across Penny Appeal (PA) professionally, qualitatively and timely;
2.     Oversees the management, implementation and/or delivery of all programme activities;

4.     Understands the unique cultural, social and political dynamics to which projects may be subject to and work carefully and collaboratively with relevant stakeholders to ensure projects’ success;

6.     Embraces the vision and mission for each project and efficiently and effectively manage the programme allocated budget and human resources, including effectively managing relationships with partners/donors;
7.     Assumes responsibility to manage, implement and execute country-wide on-going programmes;
8.     Provide technical support to programme teams and partners during planning and execution;
9.     Lead, guide and manage technical and professional programme teams physically and remotely and ensure staff is motivated and performing their duties.
10.  In consultation with HR department, ensure that all programme positions are hired through HR policy.
11.  Conduct periodic/annual performance appraisals of subordinate staff and report to HR.
12.  Ensures process and progress of interventions through timely monitoring visits, documents’ review, spot checks and triangulation and report to supervisor if any change in strategy is required;
13.  Monitors programme expenditures and budgets to the extent of assigned programmes and share recommendations with HoP;  
14.  In consultation with the Head of Operations and Finance department, strictly monitor the project/programme budget and spending and take timely permissions to avoid any funding barriers in the allocation of funds.
15.  Ensures all project/programme procurements are timely initiated and completed with the support of the procurement department.
16.  Ensures the development of programme/Project documents, proposals, Log frame and budget to secure funds for programmes;
17.  Closely and regularly coordinates with the HoP for ensuring that agreed targets are achieved within the stipulated timeframe and standard formatted reports are prepared and forwarded in a timely manner;
18.  Ensures adherence to PA and specific programme policies and Standard Operating Procedures (SOPs) to the extent of programmes overseen by him/her;
19.  Maintains primary oversight of the assigned ongoing programmes, humanitarian projects, activities and partnerships;
20.  Maintains and enhances existing relations with all stakeholders, partners and concerned governmental departments;  
21.  Coordinate with government administration, line departments for inclusion of PA programme in Annual Development Plan (ADP) of concerned departments;
22.  Coordinate and liaise with line departments for effective planning and implementation of PA Programmes;
23.  Prepare project budgets and annual budget of PA Programmes and present it to HoP for finalization and further approval;
24.  Ensures budget compliance and annual objectives are met on a quarterly basis;
25.  Collaborates with the HoP for identifying problematic areas within the stipulated programmes; makes recommendations and offer solutions to the HoP;
26.  Submits monthly, quarterly proposals and reports to the HoP or as desired;
27.  Stays informed about security, political developments and humanitarian to the extent of programme and surrounding areas;
28.  Ensure implementation of PA programme in collaboration with partner organizations and stakeholders;
29.  Provide assistance to partner organizations through visits, meetings, sessions to orient them on PA working strategies, participatory approach and reporting requirements;
30.  Provide support to partners and stakeholders to ensure effective execution of projects at field level;
31.  Performs other duties, in collaboration with the HoP, as and when the organization is in the need of assistance;
32.  Coordinate and liaise with programme partner organizations for effective implementation of PA programmes;
33.  Ensure compliance and all levels and meet the deadlines. Skipping or missing the deadline are considered negligence and have ZERO Tolerance in the organization.

Responsibilities and tasks – most recent deployment:

Job Responsibility #1: Technical Program Management and Support - % of Time: 55%

 Lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner.
 Provide training/ orientation to project staff and local partners about CARE and donor requirements.
 Ensure that all CARE and industry program quality standards are followed in the projects, with sufficient quality assurance records maintained for each project activity.
 Ensure timely and accurate and high quality donor reporting of each project (as assigned by the supervisor), including narrative reports and provide support to finance team in financial reporting.
 Ensure compliance with relevant CARE and donor policies and procedures (on Project Standards and Program Principles, Finance, Procurement, Donor visibility, Staff Safety and Security etc.).
 Ensure Monitoring and Evaluation plan and systems are in place for all project activities to ensure accountability; monitoring of efficiency, effectiveness and impact.
 Responsible for budget expenditures of assigned projects.
 Monitor the project budgets including local partner budgets to increase the budget utilization rates in line with expediting the project implementation speed.
 Manage the budget and ensure monitoring of monthly expenditures by project staff as well as local partner budgets, make adjustments as required.
 Provide guidance to partners and project teams at all stages of the humanitarian program cycle (assessments, implementation, monitoring and evaluation).
 Provide technical quality assurance for all WASH interventions and represent CARE in WASH cluster and other forums at national level.
 Provide technical support on project design through appropriate modalities, ensuring planning of safe delivery and distribution of goods/ services to beneficiaries, including advising on and adhering to standard operating procedures (SOP), safety and security measures, and training partner staff (if applicable).
 Ensure gender is mainstreamed into all programme, partnership and advocacy activities.
 Support Project Officers/ Project Managers in areas of programme management as required, including programme design, budget monitoring, reporting, representation and coordination.
 Develop and deliver capacity building initiatives in identified areas, including training and mentoring of project staff, partner organizations and targeting communities based on gaps in specific areas of knowledge and practice.
 Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance and sustainability are factored into the program design taking full account of local conditions, resources, customs and cultural norms.
 Engage with Project Managers and CO Communications team in documenting lessons learnt and use results for program quality improvement in CIP programs and program partners.
 Provide proper supervision and management to all direct reports and oversee the establishment and functioning of a strong and effective team to deliver project results.
 Ensure proper verification of all supplies before procurement and delivery to the project sites for quality purposes in collaboration with the logistics team in accordance with CARE policies and procedures.
 Work with Logistics team to develop a procurement plan for supplies during humanitarian response, including (procurement of contingency stock if required).

Job Responsibility #2: Emergency Preparedness and Planning - % of Time: 20%

 Assess on-going humanitarian situation and gaps in Pakistan, reporting with recommendations and proposals for CIP’s response and scale-up.
 Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
 Consult with officials of local and area governments, schools, hospitals, and other institutions to determine their needs and capabilities in the event of a natural disaster or other emergency situations.
 Continue to provide technical quality assurance for all WASH interventions and represent CARE in WASH cluster and other forums at national level.
 Regularly attend key stakeholder meetings and be part of the technical working groups and relevant platforms to ensure CIP’s representation and feedback related to preparedness plans and strategies;
 Evaluate, monitor and review to ensure strict compliance of programme activities with CARE humanitarian accountability framework, and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
 Address strategies for catering to humanitarian needs, including mobilizing and tracking resources.
Job Responsibility # 3: Resource Mobilization and External Representation - % of Time: 20%

 Be responsible for ongoing coordination and representation of CIP to relevant organizations, particularly government officials, UN, INGOs, communities, and donors as appropriate.
 Develop integrated and sector specific generic proposals and budgets for CARE ERF, UN Flash Appeal, Institutional and Corporate Funding for timely initiation of emergency response and early recovery interventions.
 Actively engage with all relevant technical, operational and strategic program unit team members to identify and respond to opportunities for work both in current operational areas and new geographic areas.
 Actively network with partners, donors and institutes in CIP’s existing and potential regions of work to promote CIP’s humanitarian programming and seek complementarity to respond to identified program gaps and new program opportunities.
 Establish and maintain good relations with relevant counterparts, including CEW PDMA, military establishment, TDP Secretariat and LEAs, etc.
 Network and liaise with other NGOs or INGOs working on related issues in FATA.
