Job Summary:
Additional DHO (Ad DHO) Preventive will assist DHO in supervision of activities for all programs under the domain of Preventive sector. The preventive sector in district setup includes the following subjects; HE, MNCH, LHWs, NCD, TB, Typhoid, Hepatitis, HIV/AIDS, VBD, CDC, Nutrition, EPI, Polio, M&E, MIS etc.
 
Key Responsibilities &Tasks:
1. Assign, monitor and supervise the work of all staff, under Ad: DHO Preventive.
2. Assist and support in preparation of yearly plan of action for the targets set for all program activities within district.
3. Supervise and monitor the performance of all health facilities in public sector and under public private partnership, outsourced HFs, except teaching institutes within district.
4. Provide technical assistance and policy guidelines to the staff working under Ad: DHO Preventive.
5. Ensure effective functioning of DDSRU including data collection, analysis, report writing and timely detection/investigation and response to out-breaks.
6. Responsible for formation, of district level rapid response (RRT) teams and ensure its preparedness and mobilization in case of outbreaks and emergencies.
7. Assist DHO in effective implementation of DHIS/MIS by continuous monitoring/supervision of district DHIS cell.
8. Assist in the selection of candidates of CMWs training in CMW Schools in the district.
9. Supervise and monitor the quality of the training of all concerned staff including LHWs, LHSs, vaccinators, CMWs and other medics and paramedic staff in the districts.
10. Assist DHO in coordination and strengthening linkages with other stakeholders working for providing preventive health care services in the district.
11. Assist DHO in implementation and monitoring of proper hospital waste management and other infection control activities as per environmental protection guidelines.
12. Ensure availability of equipment, vaccine, drugs, diet supplements, chemicals, insecticides, diagnostic kits, lab items, IEC material and other essential logistics at 133 districts and service delivery points including the HFs functioning under PPP Node or outsourced.
13. Supervision and monitoring of health education activities carried out by district health education cell.
14. Supervision and monitoring activities for Nutrition, EPI, MNCH, HE and LHWs, and ensure smooth implementation of above-mentioned activities in the division.
15. Assist in preparation of Contingency/Emergency preparedness plan for the district to deal with emergencies and disasters.
16. Assist in preparations, planning supervision and monitoring of polio campaign activities through relevant staff with in district.
17. Assist DHO consolidated district annual activity plan including target setting and budget demand for planned activities.
18. Assist DHO to coordinate and provide technical support to institutions for preparation of annual activity plan including target setting and budget demand for planned activities.
19. Assist DHO in periodical monitoring of district performance against set KPIs.
20. Plan, implement and monitor the capacity building activities for the concerned health staff with in district.
21. Carryout on job trainings for all concerned staff (including M&E and MIS) during field visits.
22. Conduct enquiries and Inspections at field level with in district as authorized by DHO.
23. Supervision and monitoring of preventive health interventions carried out by National/ International NGOs, UN Agencies and other private sector organizations (including PPP Node) within district.
24. Ensure preparation of monthly progress report of preventive health care activities through concerned staff.
25. Assist DHO in organizing regular performance review meetings with concerned staff and representatives of organizations under PPP Node working in the district for assessment of performance and reviewing health plans.
26. Ensure the follow-up on implementation of actions on recommendations based on district M&E/MIS reports.
27. Supervision and monitoring of health education and awareness activities carried out in the district by health education cell.
28. Assist DHO in formation and functioning of District Health and Population Management Team (DHPMT) according to departmental guidelines.

1. Support surveillance activities for AFP and VPD to ensure target/ achievement/maintenance of certification standards through:
·         Participating in the planning and implementation of active surveillance and routine reporting.
·         Support training activities and supervision of surveillance/support staff in the area of assignment.
·         Participation in the organization of advocacy/orientation meetings for health care providers.
·         Ensuring proper case investigations, follow-up and classification.
·         Regular analysis of surveillance data and monitoring indicators.
2. Support development and strengthening of routine immunization through:
·         Participating in the development of microplans for implementation of RED approach and ensure their proper implementation and monitoring.
·         Coordinate with partners on activities related to routine immunization and ensure community participation.
·         Timely analysis and interpretation of routine immunization data and its use for corrective action.
3. Support supplementary immunization activities
·         Support preparations, implementation and monitoring of supplementary immunization activities including microplanning, training and monitoring.
·         Timely analysis of data and its use for corrective action.
4. Contribute in strengthening of the development of H. S. infrastructure particularly through training and assist in building national capacity in the area of assignment.
5. Liaise with different EPI/PEI partners and enlist continued commitment of national/ local authorities to stated goals.
6. Oversee activities of national support staff recruited by WHO working in the Polio eradication activities.
7. Submit monthly reports to reflect progress achieved constraints and proposed actions.     

·         Attending the DPEC meeting and shared the report on quality of DPEC with the AC (& provincial office) on the next day
·         Holding regular weekly meeting with UCPWs to review the last week performance and planning for the next week.
·         Sharing clear reports with AC (& provincial office) on performance of the indicating issues, actions taken and way forward with timeline and responsibility
·         Supervising the UCPWs properly and appraising and documenting (on prescribed format) their performance on weekly basis
·         Attending all the evening meetings during the campaign and report daily to the AC during the campaign
·         Regularly communicating the EDO(H) office on the interpretation of the data collected from the field
·         Conducting market survey and LQAS
·         Validating 5-10% clusters of the independent monitors
·         Conducting the AFP surveillance activities in the district of responsibility
·         Submitting monthly progress report

·         Organize and monitor timely collection of data from all Reporting Units.
·         Administer collection, compilation and analysis of passive surveillance data not only from peripheral health institutions but also from hospitals and colleges in the district.
·         Analyze surveillance data and prepare weekly surveillance graphs and charts
·         Identify outbreaks of diseases targeted in IDSP for all reporting units using triggers agreed with State and Central Surveillance Unit.
·         Prepare and send monthly summaries of the disease situation to the State Surveillance Unit and Regional Project Coordinators.
·         Initiate outbreak investigations promptly following the standard operating guidelines of IDSP
·         Coordinate movement of Rapid Response Team & participate in all outbreak investigations
·         Ensure timely submission of FIR (First Information Report) and detailed Outbreak Report to SSU and Regional Project Coordinators.
·         Prepare and timely submit annual project report and annual surveillance report for the DSU to SSU and Regional Project Coordinators.
·         Support effective operational integration of disease control efforts based on the surveillance data
·         Coordinate involvement of Medical Colleges, Private Sector, Community and Media in surveillance activities
·         Provide regular feedback to all reporting units on disease trends and outbreaks
·         Organize, coordinate & monitor training of district staff under IDSP.
·         Identify emerging training needs at the district and revise training calendars accordingly.
·         Organize dissemination of training manuals and materials for training courses.
·         Assist in organizing independent evaluation studies under IDSP and its outcome
·         Supervise Data Entry Operators and Accountants appointed under IDSP to ensure timely submission of quality information required in relation to data
·         and finance / procurement matters
·         Monitor proper use of EDUSAT facility/IT networking towards data transfer, training, e-conferencing.

·         Work as Representative of PPM MNCH Programme in the district.
·         To Assist EDO Health in Achieving the MNCH targets in the district.
·         Keep the basic information related to Health received from health and other related departments in his office.
·         Set the Targets on MNCH Indicators.
·         Ensure the establishment of Comprehensive, Basic, First aid and preventive EmONC centers in the district as per Protocol of MNCH Programme.
·         Ensure referral of complicated cases to the proper nearby Basic or Comprehensive EmONC centers from CMWs, LHWs and First aid EmONC centers.
·         Ensure the geographical coverage of CMWs in all UCs and quality Training of CMWs in the district.
·         Ensure the Deployment of CMWs, Service Delivery by them and solve the Problems, Issues coming from time to time.
·         Ensure Availability of Well Baby Clinic and Family Planning Services delivered from every health outlets in the District.
·         Ensure and develop a reporting system for Maternal and under 5 children deaths in the district ensure their verbal Autopsies and find out the delay involved along with the causes involved.
·         Ensure Monthly Meeting of all Stake holders to discuss the causes of Maternal and Child mortality and thereby find the solutions.
·         Celebration of International Health Days Events related to MNCH Objectives and Components in Coordination with EDO Health.
·         Representation of MNCH Programme in Local Events, arrangements of stalls.
·         Encourage, assist and guide Health Education Officer in formation of Monthly Work Plan, provide technical support in delivering awareness sessions on danger signs, Family Planning and other MNCH Positive Behaviors and BCC Campaign on prevailing non healthy behaviors in the Community.
·         Liaison with all the stakeholders within the health department and with other departments in the district for achievement of MNCH indicators in the district.
·         Liaison with all developing partners working on the same objectives and PPM MNCH Sindh as and when required. 
Collection and Compilation of Data on MNCH indicators from all health facilities related departments, and community on monthly basis and forward to PPM MNCH for further necessary action.
