 Muzammil Sherani is a development professional working in the development sector for the last 16 years primarily in education. He is Development, Planning and Management (DPM) graduate with a Master’s degree in Sociology and Business Administration. He began his career as a fellow in a Global Exchange Programme, in the UK. Since then, he has evolved and progressed professionally in education planning and management in formal and non-formal settings. In addition to education policy and planning, his areas of expertise include monitoring, evaluation, research and advocacy. He is a seasoned trainer with vast experience working as part of large-scale education reform projects focusing on value chain development in the public sector. He has also worked on analytical and operational tasks on public sector and governance reforms, such as the EMO project in Sindh, and the CPD project in Baluchistan. He is also an expert in quantitative and qualitative analysis and institutional assessments for large-scale government sector projects. Some of his key assignments have included the development of a policy brief for GRB in education, situation analysis of education in Sindh, gender disparity in Education, operational planning of educational policies (i.e., gender-responsive budgeting in education policy, review and analysis of education sector plans, development of minimum standards of the child-friendly school, and training of regional gender-focal persons on gender policies etc.)

1. Education Management Organization EMO Project 
As an Independent Expert (IE) within the Education Management Organization (EMO) Project, supported by USAID under the Public-Private Partnership (PPP) Node in collaboration with the School Education and Literacy Department, Government of Sindh, my primary responsibility is to oversee the monitoring and evaluation of 19 construction schools and 22 group schools across five districts (Khairpur, Sukkur, Karachi, Dadu, and Qamber Shahdadkot) in Sindh Province.

1.1. Conduct a comprehensive assessment of the schools\' performance based on seven key performance indicators (KPIs) related to quality assurance. These KPIs include:
a. Technical review of documents such as plans, frameworks, and policies.
b. Monitoring teacher availability and attendance.
c. Tracking student accessibility, attendance, retention, and dropout data.
d. Reviewing and monitoring curriculum, assessment, and teaching practices using modern pedagogies.
e. Assessing the impact of Continuous Professional Development (CPD) plans on learning outcomes and teaching methodologies.
f. Periodically monitoring the school environment, community engagement, school outreach, and co-curricular activities, including sports and social/personality development initiatives.
g. Monitoring health and hygiene practices within the school premises.

1.2. Conduct third-party annual assessments of students using tools such as the Early Grade Reading Assessment (EGRA), Early Grade Mathematics Assessment (EGMA), and graded reading assessment.
1.3. Prepare detailed reports on the findings from the monitoring and evaluation process, highlighting areas of improvement, and providing recommendations to enhance the schools\' performance.
1.4. Collaborate closely with the school operators, project stakeholders, and relevant government officials to ensure effective implementation of monitoring and evaluation strategies.
1.5. Maintain accurate and up-to-date records of all monitoring and evaluation activities, including data collection, analysis, and reporting.
1.6. Participate in meetings and workshops as required to share findings, contribute to program planning, and provide technical expertise in the field of education management.
1.7. Stay abreast of current trends and research in education management and quality assurance to inform and enhance the monitoring and evaluation processes.
1.8. Foster a collaborative and supportive environment within the project team, promoting knowledge sharing and learning among colleagues.
1.9. Adhere to project timelines and deliverables, ensuring that all monitoring and evaluation activities are carried out efficiently and effectively.
1.10. Maintain a high level of professionalism, integrity, and confidentiality throughout all interactions and responsibilities within the project.

2. Continuous Professional Development of Teachers in Baluchistan project supported by UNICEF. The project had two phases of two years each. The core of the project was the technical backstopping of PITE Baluchistan for the continuous professional development of  public school teachers in Baluchistan. The JDs include;

Design and implement a baseline assessment tool to evaluate the current state of teacher professional development in Baluchistan, conducting a Training Needs Assessment (TNA) to identify areas of improvement.
Create pre- and post-training assessments to measure the effectiveness of the professional development programs for teachers, ensuring rigorous evaluation of the training outcomes.
Develop monitoring tools to track the implementation and progress of capacity-building sessions conducted in various districts, ensuring consistency and quality across all training programs.
Provide supervision and monitoring for the rollout of a 12-day teachers\' training program in 11 districts throughout Baluchistan, ensuring adherence to program objectives and standards.
Establish and maintain a real-time monitoring mechanism to track the implementation and impact of the professional development initiatives, ensuring timely feedback and adjustments as needed.
Set up 11 self-access learning resource centers in selected districts of Baluchistan, equipping teachers and students with accessible resources for continuous learning and professional growth.
Conduct classroom observations in selected public schools to assess the progress and effectiveness of the professional development programs, monitoring the implementation of new strategies and practices.
Facilitate teachers\' training sessions on content and pedagogy, focusing on improving teaching methodologies and supporting the establishment of Early Childhood Education (ECE) classrooms.
Prepare and submit monthly news bulletins, quarterly progress reports, and case studies highlighting the project\'s achievements and impact to the donor and stakeholders, ensuring effective communication and transparency.
Collaborate with relevant project partners, including UNICEF and PITE Baluchistan, to align strategies, share best practices, and ensure project objectives are met.
Stay informed about the latest developments and research in teacher professional development to enhance program effectiveness and recommend innovative approaches.
Adhere to project timelines, deliverables, and budgetary requirements, ensuring efficient utilization of resources and timely completion of project milestones.
