The Community Resilience Activity-North (CRA-N) Project is designed to support community-level resilience development and conflict prevention activities within the newly merged districts (NMDs) of Khyber, Kurram, North Waziristan and Orakzai Districts within Khyber Pakhtunkhwa (KP) Province; CRA-N will pursue a multi-disciplinary and community participatory approach and will work in close coordination with the Government of Pakistan (GOP) at the regional and district level.
The Community Resilience Officer’s responsibilities include, but are not limited to the following:
1. Build and maintain relationships with relevant stakeholders, including government agencies, civil society organizations, community groups, and funding organizations.
2. Collaborate with stakeholders to define program goals, objectives, and key performance indicators.
3. Preparation of grant concept notes pertaining to the objectives of CRA-N, including the integration of marginalized sectors such as women, youth, individuals with disabilities, and Returned Temporarily Displaced Persons.
4. Create detailed program plans, including timelines, budgets, and resource requirements.
5. Schedule and participate in planned project site visits, assessing the pace and quality of programming activities and providing written updates to the PDO on a timely basis.
6. Maintained a clear understanding of the district and its diverse communities, while contributing to the design and implementation of district community resilience requirements.
7. Consistently update the District Team Leader (DTL) with comprehensive insights into the prevailing geographic, cultural, political, and security dynamics in the district\'s implementation landscape.
The collaborative initiative, \'Building Responsive Institutions and Safer Communities for the Emotional and Social Wellbeing of Women and Girls in Khyber Pakhtunkhwa (KP),\' represented a partnership between the Center of Excellence for Rural Development (CERD) and Rozan. This endeavour was financially supported by the World Bank. The project\'s objectives encompassed the sensitization of communities to gender-based violence (GBV) and Child Safeguarding response and prevention mechanisms aligned with global best practices, as well as the augmentation of service providers\' capabilities in GBV and Child Safeguarding response and prevention.
Responsibilities and Accountabilities:
1. Liaison with Local Government, relevant stakeholders, local CSOs and other line departments to execute community mobilization strategies and facilitate the implementation of GBV project initiatives.
2. Identification of Change Agents, faith-based leaders, transgender individuals, and youth volunteers to disseminate awareness about Child Sexual Abuse (CSA), Violence Against Women (VAW), child rights and Gender-Based Violence (GBV).
3. Lead and supervise program staff, providing guidance, mentorship, and performance feedback.
4. Conduct diverse workshops and training sessions for potential Change Agents and Transgender individuals, focusing on issues related to GBV.
5. Participate in the technical assessment of staff performance to pinpoint training needs and enhance overall performance quality.
6. Develop program budgets and ensure effective financial management.
7. Monitor program expenditures and ensure compliance with budgetary constraints.
8. Actively partake in initial training sessions, swift assessments, and debriefings.
9. Referring cases to relevant departments, including KPCSW (Khyber Commission on the Status of Women), BOLO Helpline, Provincial Ombudsperson Office, Darul Aman, and Police Access Line (PAL) and Police Access Services (PAS)
• Identification/ formation of WHBWs groups/federations and Associations in assigned project areas.
• Capacity building of the Home-Based Workers by delivering different training courses.
• Coordination with relevant stakeholders and proactively communicate any issues that might affect the project implementation and engage HBWS and community support with guidance from the Project Manager.
• Develop linkages of potential HBWs with markets, boutiques exhibitions etc.
• Engaged in proactive communication with pertinent Implementing Partners to monitor project advancement and ensure timely project completion.
• Carefully revised Grant Proposals and curated viable project submissions, subsequently facilitating expert review by specialists for panel evaluation and ultimate endorsement.
• Maintaining effective coordination with diverse government departments and educational institutions within the region to streamline forthcoming training initiatives for the agricultural community.
• Conducted rigorous validation of Farmer Enterprise Groups (FEGs) established by Implementing Partners, ensuring their alignment with predefined criteria.
• Diligently monitored both male and female members of Farmer Enterprise Groups (FEGs), aiming to enhance product value and establish links with local markets for successful product placement.
• Provided substantial assistance to Farmer Enterprise Groups (FEGs) and associations in establishing robust market connections with both public and private sectors.
• Arrangement of the exhibitions showcasing the products of grantees across multiple levels, spanning local, regional, national, and international platforms. products at the local, regional, national, and international levels:
• Managed technical team consisting of technical assistant supervisors, technical monitors, surveyors, registrars, data entry staff and casual workers.
• Participated in Cluster meetings including WASH, Health, Food Security and Nutrition.
• Planning of daily, weekly, and monthly activities contributed to annual and long-term planning.
• Maintained good collaboration with the logistics and admin departments for the delivery of the equipment/materials for the implantation of different activities in the field.
• Executed thorough monitoring and conducted comprehensive analyses of the impact resulting from varied economic support programs, including Cash-Based Interventions (CBIs) such as Cash-for-Work (CFW), Cash Grants (CG), Asset Replacement Grants (ARG), and Business Recovery Grants (BRG).

• Participation in the technical evaluation of the staff\'s performance, to identify needs for training, and consequently improve the quality of the performance.

AAWAZ-II is a-funded initiative in Pakistan, managed by the British Council. This program collaborates with local communities in the provinces of KP and Punjab, to advocate for the rights of children, women, youth, and other underserved and marginalized segments. The program endeavors to uphold the Child Safeguarding policy and PSEA Policy (Prevention of Sexual Exploitation and Abuse) while engaging with children, Persons with Disabilities (PWDs), women, and transgender individuals. It aims to empower them, facilitating their ability to assert greater control over their developmental paths.
Responsibilities and Accountabilities
1. Planning and implementation of Project activities at the district level about establishment and management of structures, recruitment of teams of the Tehsil Aawaz Aagahi Centres (AACs), Outreach Teams, Village Forums, Aawaz Youth Volunteers, and other key activities. Supervision of the delivery process to achieve set targets and outputs.
2. Development of a community engagement plan in coordination with other members of the district delivery team to initiate dialogues with the community for formation of village forums and identification and setting up of AACs.
3. Maintain internal and external relationships with formal and informal stakeholders, government departments including KPCSW, Provincial Ombudsperson Office, Social Welfare Department, District Health Authorities, CPU (Child Protection Unit), Shelter Homes, BOLO Helpline, PAL/PAS etc. at the local and district level and establish early rapport and provide an overall orientation of the project.
4. Administration of cases involving children in need of protection and care, including the facilitation of referrals to suitable services and agencies. Coordination of Child Protection Units (CPUs) to offer counseling and assistance to children and their families, aiding them in navigating challenging circumstances.
5. Advocating for children\'s rights involves actively supporting and defending their fundamental rights and protections.
6. Coordination with the provincial partners of Aawaz II and support in the establishment of the district forums. Contribute to the process and advocacy agenda of the district forum.
7. Support the Training Officer in managing the capacity-building activities and supervising the process of selection, training, mentoring of youth volunteers and implementation of social action projects.
8. Documentation and following up on important actions and decisions from meetings.
9. Oversee the implementation of programs, coordinating with project teams and partners.
10. Provide guidance and support to project staff, ensuring they understand their roles and responsibilities.
